Minutes of Barnston Parish Council Meeting held on
Monday 11th March 2002 at Barnston Village Hall

1.

COMMUNITY ACHIEVEMENT AWARD

ACTION

 

On behalf of the Parish Council, The Chairman congratulated Mr R Townsend on receiving an award for his outstanding contribution to the village by reporting on road safety matters to the Parish Council for 12 years.  The Chairman presented Mr Townsend with a photograph taken at the Awards Ceremony in February.

 

2.

ROAD SAFETY

 

2.1

Mr R Townsend reported that no accidents had occurred since the last meeting. 

 

2.2

It was noted that the telephone kiosk has been vandalised again.  The Clerk to report this to British Telecom.

Mr R Townsend asked the reason why the trenches have been dug along the A130. The Chairman replied that he believed they were new water pipes, which are being replaced prior to the A120 construction.

 

2.4

It was reported that one of the new trenches that has been dug where the 30mph speed signs are at the top of the hill had not been properly filled as there is a bump in the carriageway.  The Clerk to investigate.

2.5

Balfour Beatty, the contractor for the new A120 has informed the Parish Council that Clapton Hall Lane will not now close until the new road is fully opened.  The road will close temporarily for five days on 11th March for the construction of a plant crossing point.

 

2.6

It was noted that some of the existing streetlights near the High Easter Road junction are not working.  The Clerk to contact Dunmow Electrical.

2.7

Mrs S Flack stated that she would get confirmation from the Highways department that a representative will be attending the next Parish Council meeting on 8th April to discuss the new A120. This meeting is also to be publicised in the forthcoming newsletter.

The Chairman stated that a letter has been received from Great Waltham Parish Council requesting the re-classification of the A130 between Chelmsford and Dunmow.  It was noted that Essex County Council are taking this matter up with the Cabinet Member for Strategic Planning and Transportation in the near future and will report back to Great Waltham Parish Council.

MINUTES

 

 

The Minutes of the Meeting held on Monday 11th February 2002 were approved and signed.

 

4.

MATTERS ARISING

 

4.1

Newsletter

 

 

Suggestions for the forthcoming newsletter were put forward.  Mrs S Flack agreed to provide some information on County issues for the newsletter.  It was agreed that the newsletter should be sent out by the end of March.

 

4.2

DTLR Code of Conduct

 

 

It was noted that a training course has been arranged by the EALC to address the new Code of Conduct.  It was agreed that both the Clerk and Mr C Watkins should attend the course on Monday 18th March.

4.3

Rayfield Close Walkway Street Light

 

 

The Clerk informed the meeting that Dunmow Electrical have been to look at the site and it was agreed that the best location for the street light would be just outside the play area gate.  Dunmow Electrical has confirmed that the cost for the column and power to the light will be £870+VAT.  It is hoped that the verbal quotation will soon be followed by a written quotation.  It was unanimously agreed that once the written quotation arrives, Dunmow Electrical should be requested to carry out the work as soon as possible.

4.4

The Essex Wildlife Trust/Onslow Green Nature Reserve

 

 

It was noted that the Essex Wildlife Trust has acknowledged receipt of the £320 donation towards the clearing of the small ponds.

 

4.5

Parish Council Noticeboards

 

 

The Clerk informed the meeting that she has written to Highways department to seek permission to place the two new noticeboards in the locations agreed at the previous meeting.  Once approval has been given, The Clerk will order the notice boards.

5.

GOLDEN JUBILEE

 

 

Mrs J Eacott informed the meeting that a karaoke evening has been provisionally booked for the evening of the Jubilee Fun Day at the Football Club.  It was agreed that costs for this should be sought to see whether the Parish Council could sponsor a part of this event. It was agreed that Mrs J Eacott, The Clerk and Mr M LeMasurier would meet up with Mr Tyler to discuss matters further.  It was also agreed that the Jubilee mugs should be offered to all pre-school and primary school children in the village.  If anybody else wishes to purchase a mug, they would be given to opportunity to purchase one.

6.

ST MARY'S CHURCH, GREAT DUNMOW

 

 

Mrs J Eacott reported that St Mary's Church in Dunmow is in need of a new roof and that it has been estimated that the repairs will cost approximately £30,000.  It was suggested that the Parish Council might wish to make a contribution towards the repairs.  After careful consideration it was agreed that the Parish Council should not make a donation towards the repairs as Barnston has its own church.  It was suggested that it might be more appropriate for the Town Council to consider making a donation towards the roof repairs.

 

7.

FINANCIAL POSITION     

 

 

The financial position as at 28th February 2002 were as follows:  £2,860.29 in the current account;  £30.15 in the MM account and £8,428.28 in the NSB.  Total: £11,318.72.

 

8.

PLANNING APPPLICATIONS AND FOOTPATHS

 

 

UTT/0297/02/FUL/UTT/0302/02/LB - Erection of Conservatory.  Mr G Honeywood, Pear Tree Cottage, Chelmsford Road, Barnston.  These applications were considered and there were no objections raised.

 

 

UTT/0329/02/LB - External Alteration to Enclose Open-fronted Garage.  Mr G Honeywood, Pear Tree Cottage, Chelmsford Road, Barnston.  This application was also considered and there were no objections raised.

 

 

UTT/0363/02/OP - Outline application for development of Motorist Serve Area (petrol filling station, restaurant, motel, car parking, landscaping and access roads) Land at Clapton Hall adjacent to proposed Dunmow South Interchange, Great Dunmow.  Bishop's Stortford College, c/o Riverbrook Estates Ltd.  It was noted that an outline application has been submitted to the Planning department.  It was agreed that once a copy of the plans are available, the Parish Council would send their comments in.

CORRESPONDENCE

 

9.1

Planning Green Paper - Planning Delivering a Fundamental Change

 

 

It was agreed that The Chairman would return the questionnaire once completed.

Highway Drainage Powers of the County Council as a Highway Authority

 

 

It was agreed that this document should be kept on file in case any problems with flooding occur in the village in the future

10.

ANY OTHER BUSINESS

 

10.1

Mr C Watkins informed the meeting that there was a very bad turnout to the recent Property Marking morning, which was organized by the Police and the Parish Council.  It was suggested that if this exercise were carried out again in the future it would be better to deliver 'flyers' to every household informing them of the event.

 

10.2

Mrs S Flack informed the meeting that she had written to Mr J Wormald to see whether he would be willing to create an area of woodland between Barnston and the forthcoming A120/A130 roundabout.  Although Mr Wormald's replay did not look favourably upon the request, members of the Parish Council agreed that a further request should be made to Mr Wormald to purchase some land for this purpose. It was suggested that £2000 per acre should be offered.  It was agreed that Mrs S Flack and the Clerk would compose a letter to    be sent to Mr Wormald.

10.3

The Clerk informed the meeting that Dunmow Town Council had now requested £50 towards Thomas Hutton's name being added to the War Memorial in Dunmow as agreed previously, it was unanimously agreed that this payment should be made.
