Minutes of Barnston Parish Council Meeting held on
Monday 14th January 2002 at Barnston Village Hall

1. COMMUNITY ACHIEVEMENT AWARD ACTION
The Chairman began the meeting by informing members that following the Parish Council's nomination for Mr Townsend to receive the above award, the District Council has written to both the Chairman and Mr Townsend to inform them that Mr Townsend work has been recognized for an award and that a presentation is to be made on Wednesday 21st February at Saffron Walden.  The Chairman congratulated Mr Townsend on his forthcoming awardand hoped to attend the ceremony with Mr Townsend.
2. ROAD SAFETY
2.1 Mr R Townsend reported that no accidents have occurred since the last meeting. 
2.2

 

Mr R Townsend expressed concern over the confusion of speed limit signs throughout the village.  It was noted that the new 30mph speed signs have been put up but the old 40mph road markings have not been removed.  The Clerk was asked to look into this matter Clerk

 

2.3 It was noted that the chevron sign has still not been replaced and the remaining chevrons are still in need of cleaning. Clerk
2.4

 

 

The Chairman informed the meeting that following the Parish Council's request for chevrons at the Sallets Green bend along High Easter Road, Highways have been to inspect the site and have agreed to put up two chevron signs together with 'Slow' carriageway markings.  All members looked at the proposals and agreed that these would be suitable. The Clerk to inform Highways. Clerk

 

 

2.5 Mr Townsend asked when the new street light at Newhouse Villas would be lit. The Clerk stated that Dunmow Electrical have arranged for the work to be carried out on the 22nd January. It was noted that the new street light at the Village Hall is now operational.
3. MINUTES
The Minutes of the Meeting held on Monday 13th December 2001 were approved and signed.
4. PRECEPT - 2002/2003
It was unanimously agreed that a Precept of £13,500 should be requested. This is the same amount as was requested last year.  Provision in this amount has been made to purchase a new notice board for the parish Council together with some new play equipment.
5. MATTERS ARISING
5.1

 

 

The Clerk informed the meeting that she had spoken to the Town Council to see whether a date has been set for Dunmow's Jubilee Celebrations but a date has not yet been set. Mrs J Eacott stated that the general feeling around Barnston was that the celebration should be an event for the whole village. It was agreed that Mrs J Eacott, Mr M LeMasurier and the Clerk would JE/MLM/ get together to organize an event.  Clerk

 

 

5.2 Village Notice board
The Clerk informed the meeting that she has now received several brochures and price lists for noticeboards and will prepare the best quotations for the next meeting. Clerk
5.3 UDC - Local Plan - Draft Deposit
The Chairman informed the meeting that Mrs S Flack is currently speaking to the County Council to arrange for  somebody to come out to a future meeting to discuss the new A120. SF

 

5.4 Play Areas
It was noted that Wicksteed Leisure have been requested to carry out the repairs noted in their recent Inspection report. The Clerk was asked to obtain brochures from various play equipment suppliers with a view to ordering some new play equipment. Clerk

 

5.5 Christmas Dinner
It was noted that members of the Parish Council who attended the Christmas dinner paid for both     Mr Lodge’s and Mr Townsend's meals themselves and not through the Parish Council.
6. ESSEX AIR AMBULANCE
It was unanimously agreed that a donation of £100 should be made to this most worthy cause that serves the community.
7. FINANCIAL POSITION
The financial position as at 31st December 2001 were as follows: £67.18 in the current account; £30.13 in the MM account and £12,428.28 in the NSB. Total: £12,525.59.
8. PLANNING APPLICATIONS AND FOOTPATHS
UTT/0003/02/FUL - Erection of detached dwelling, garage and stables, involving demolition of pig styes.  Mr & Mrs Hart, The Courtyard, Onslow Green, Barnston.  Members looked at theplans but felt that there was not enough information available to make a decision at the meeting.  It was agreed that the plans should be passed to M Lawrence to have a look at before a decision is made

Diversion of Parts of Footpath 7 and 21 Barnston.  Public Path Diversion Order 2001.   It was noted that the above order was made on 12th December 2001 to divert the footpaths named above.

9. CORRESPONDENCE
9.1 Village Civic Amenity Scheme
It was noted that the skips will be at the Village hall for the afternoons of Saturday 1st June and Saturday 31st August.  The service will cost the Parish Council £60 per occasion and the Parish Council will be invoiced at the end of the year.  The Clerk was asked to inform the District Council that the first date coincides with possible Golden Jubilee celebrations in the village
9.2 UDC-Cambridge Evening News Community Challenge Awards 2002
It was unanimously agreed that Mrs Jane Smith from the 1ST Barnston Brownie pack should be nominated for this award Clerk
9.3 UDC - Parish Review in the Uttlesford District.
The Clerk was asked to write back to Mr Snow at the District Council to inform him that members of the Parish Council are happy with the proposals. Clerk
9.4 Essex Police - Working Together
The Chairman read out a letter sent to the Parish Council from Inspector Joe Wrigley from Essex Police outlining his plans to work together with local communities in various ways.  The Parish Council agreed that open meetings between various clusters of villages was a good idea. The Clerk was asked to write to Inspector Joe Wrigley to express interest in this.  In PC O'Mahony's absence, it was also suggested that Inspector Wrigley should be asked to organize the Neighbourhood Watch packs and list of co-ordinators that PC O'Mahony had stated that she would arrange Clerk

 

 

 

9.5 DTLR - The Local Elections (Declaration of Acceptance of Office) Order 2001
The Clerk was requested to copy this to all members of the Parish Council. Clerk
9.6 DTLR - Strong Local Leadership - Quality Public Services
The Chairman requested that this be brought forward to the next Parish Council meeting Clerk
9.7 Citizens Advice Bureau
It was noted that an acknowledgement has been received from the above organization for        the recent donation.
9.8 The Standards Board for England
The Chairman requested that this be brought forward to the next Parish Council meeting Clerk
10. ANY OTHER BUSINESS
10.1

 

Mr C Watkins asked what had happened about the suggested new street light at the top of the Village Hall walkway.  The Clerk stated that she would look into the matter and would also find out when Dunmow Electrical propose to carry out the work on the street light half-way along the walkway. Clerk

 

10.2 Mrs S Tuttlebury requested that the Handyman gives the two bus shelters a through clean as they are looking rather untidy.  The Clerk to organize. Clerk
10.3

 

At the request of the Chairman, the Clerk informed the meeting that she has arranged for the new ride-on lawn-mower to have a service.  This will be carried out by the company who have taken over from Blyth & Pawsey, where the lawn-mower was purchased from
