Minutes of Barnston Parish Council Meeting held on

Monday  9th December 2002 at Barnston Village Hall

1.

ROAD SAFETY

ACTION

1.1

Mrs H Rothwell stated that another incident involving a dog had occurred along Parsonage Lane.  A car was travelling too fast and clipped the dog.  The Chairman stated that a site meeting had been arranged between the Parish Council and Highways department but unfortunately had to be cancelled owing to Mr Stoneham being ill.  Another meeting is to be arranged.

Mr R Townsend reported that an accident had occurred at Onslow Green.  It was understood that nobody was injured.

 

1.3

Mr Townsend asked when was the vegetation beside the footpath between Newhouse Villas and Parsonage Lane going to be cut back.  The Clerk stated that Highways are investigating the matter.

MINUTES

 

 

The Minutes of the meeting held on Monday 11th November 2002 were approved and signed.

 

 

 

 

3.

MATTERS ARISING

 

3.1

Grass Verges

 

 

Mrs S Flack stated that there still appeared to be some confusion at the County Council with regard to insurance.  Until this is resolved it is uncertain as to whether outside contractors are able to cut the grass verges.

 

3.2

Barnston United Charities

 

 

Mr D Ensor stated that Mr Whitton has now handed over the necessary documents in order for the distribution to be organised.  He has also held a meeting with Mr Tyler, Mr Tuttlebury and Mr Townsend to decide who will receive payments from the Charity.

FINANCIAL POSITION

 

 

The financial position as at 30.11.02 was as follows: £7,595.34 in the current account; £30.19 in the MM account and £8,728.55 in the NSB.  Totalling: £16,354.08.

 

 

 

 

5.

INFORMATION COMMISSIONER – FREEDOM OF INFORMATION ACT

This form was discussed and it was agreed that the Chairman would fill-in the form and return it by 31.12.2002.

PARISH COUNIL PRECEPTS – 2003/2004

 

 

It was agreed that the Chairman should take a look at what money has been spent over the past year and suggest a figure at the January meeting.  It was suggested that money should be set aside to purchase a storage unit/garage for the lawnmower.  Mrs S Flack also suggested that the Parish Council could look into the possibility of contributing towards the cost of installing gas central heating at the Village Hall.  All members agreed that this would be a good idea as it is something that would be of benefit to many residents.  It was agreed that The Clerk should write to the Village Hall Management Committee to see if they are interested in this and if so, to obtain some quotations.

PLANNING RESULTS

 

 

UTT/0800/02/FUL , Conversion/rebuilding of former pig unit to create garage and gym with store above garage. – Lanham Barn, Onslow Green, Barnston.  It was noted that application had been refused permission.

CORRESPONDENCE

 

9.1

NHS Primary Care Trust – Carol Concert

 

 

Although is doubtful whether any members of the Parish Council could attend this concert, it was unanimously agreed that a £10 donation should be sent.

EEDA – Broadband Internet Access

 

 

It was noted that 400 people in Dunmow and Barnston need to click on to WWW.DEMANDBROADBAND.COM to win Broadband connection for the community.  The Clerk was asked to display an advertisement in the notice boards to encourage residents to click on and register their names on the website.

ANY OTHER BUSINESS

 

10.1

Wall at Rear of 59 Rayfield Close.  The state of the damaged wall at the back of 59 Rayfield Close was discussed.  All members agreed that the wall is an eyesore and poses a source of danger.  It was unanimously agreed that the Clerk should write to the owners of the property to request they do something about it.  It was also suggested that the Parish Council could offer two hours of the Handyman’s services to help get the wall debris removed.

10.2

Pear tree Cottage Mrs S Flack asked whether planning permission had been granted for the change of agricultural land to garden at this property?  The Clerk was asked to contact Planning department to ask them to check the details.

10.3

UDC Community Achievement Awards It was noted that both Jane Smith and Rona Lambert are each to receive an award at a presentation evening in February.

 

10.4

Lawnmower - Annual Service The Chairman asked the Clerk to arrange for the ride-on lawnmower to have a service.

10.5

Appreciation Gifts for the Handyman and Mr R Townsend  It was unanimously agreed that as in previous years the Handyman should be given an appreciation gift of £25.00 for all of his hard work in keeping the village neat and tidy.  It was also agreed that Mr R Townsend’s Christmas meal should be paid for by the Parish Council as a gesture of appreciation for all of the time and effort that he puts in to the Parish Council throughout the year.

 

 

11.
