ROAD SAFETY |

Mr R Townsend stated that an accident had occurred
early morning on 10th June when a car sped through the village
and lost control at Barnston Brook Cottage. The car took the fence down and
damaged the bridge and ended up in the brook. An off duty Police Officer
was at the scene and the driver was taken to hospital. There is now a
temporary barrier around the bridge while awaiting repairs. |

Mr R Townsend stated that all of the hedges have now
been trimmed except for the ones on the Barnston bends. |

|

The Chairman stated that he had received a letter from
a driver who had been caught by the Police speeding through the village in
2001. The driver believes that it was at a time when the speed limit signs
in the village were confusing, showing both 30mph and 40mph. It was noted
that there was an overlap of the two speed limits during May 2002 but the
problem was corrected by June 2002. The Chairman to reply to the driver
concerned. |

Mr R Townsend stated that a speed check in the village
has recently been carried out with a speed strip across the Chelmsford
Road. Following a complaint from a resident in Brook Cottages about the
noise the lorries were making going over the strip, the Police removed it. |

Some concern was raised over problems that had been
experienced with the traffic lights for the A120 road works. It would
appear that the lights were defective and had now been replaced. There
appeared to be no further problems, however, Mrs S Flack stated that if
anybody was aware of a problem with the lights they should bring it to the
attention of Balfour Beatty. |

Complaints had been made regarding the sunken drain
covers along the Chelmsford Road. It was noted that the covers have been
marked red, presumably waiting for repair. |

The Minutes of the meeting held on Monday 9th
June were approved and signed. |

3.1 |

|
|
|
No further information has been forthcoming from the
District Council. The Clerk agreed to chase this up. |

New A120 Footpath |
|
|
|
Mrs S Flack suggested that the Handyman should be asked
whether he is able to maintain grass verges along the new footpath in order
to keep it in its current condition. It was agreed that the Handyman should
be asked his views on the safety and practicability of this. |

FINANCIAL POSITION |

|
|
The financial position as at 30.6.03 was as follows: £455.67 in the current
account; £30.42 in the MM account and £8,977.83 in the NSB. Totalling:
£9,463.92. A letter requesting the closure of the Money Maker account and
the funds to be transferred to the current account was signed by three
Parish Councillors. It was noted that £3,000 would be transferred from the
NSB account to the current account on 28.07.03. |

ANNUAL AUDIT |

|
It was noted that the Annual
Audit would take place on 12th September 2003. Both the Chairman
and Clerk agreed to prepare the accounts for the Audit over the summer
break. It was agreed that Mrs K Coyne should be asked to oversee the
accounts again this year if she is happy to do so. |

PLANNING APPLICATIONS |

|
UTT/1029/03/FUL – Erection of dwelling (amendment to
proposal approved under ref: UTT/0603/02/FUL) The Courtyard, Onslow
Green, Barnston. Mrs Hart explained to all Members that they had amended
their application as they felt that their approved design of the roof was
not within keeping with the surrounding areas of Onslow Green. The
re-designed roof now makes the property look like a proper house rather than
a chalet-style bungalow. All members compared the two plans and raised
no objections to the amended application. |

UTT/0732/03/FUL - Erection of two storey side
extension and single storey rear extension. 30 Rayfield Close, Barnston.
This application was discussed and concern was expressed over the
overpowering size of the extension in the cul-de-sac and the possible loss
of light to neighbouring properties. The Clerk was requested to
highlight these concerns with the Planning department. |

All Parish Councillors were asked to fill in the

|
|

It was noted that Essex memorabilia is requested to
fill an antique display cabinet owned by the County Council. It was agreed
that a Barnston Jubilee mug would be donated. |

Mrs S Tuttlebury stated that the replacement timetables
have now been put up at the bus stop. |

8.1 |
Mrs S Flack stated that she believed that Barnston
would have a fight on their hands in the future when the issue of free
school transport is raised again. It was agreed that the Clerk should write
to Councillor Mrs Iris Pummell stating the Parish Councils strong objections
to the bus service being withdrawn for Junior-age children in Barnston on
the grounds of safety. |

8.2 |
Mrs S Tuttlebury stated that the Information Bus for
teenagers has been allocated to Barnston on 20th August from
6.00pm-8.00pm. Although prior agreement had been made with the Football
Club for the bus to sited there, a date had not been agreed. It was agreed
that the bus might be more central at the Village Hall. The Clerk was asked
to see whether the Village Hall Committee have any objections to this. Mrs
S Tuttlebury stated that the hall would also need to be hired for two hours
for use of the toilets and for the younger teenagers. |

The Clerk stated that the most damaged areas of the
footpaths around Barnston Green and Rayfield Close have been marked out for
repairs. |

The Clerk informed the meeting that she had received a
letter from the resident of 57 Rayfield Close requesting that the bushes at
the side of her property be cut back again. It was also noted that the
trees along the Village Hall walkway that overhang her garden are also cut
back as the berries make a mess of her garden. The Clerk agreed to ask the
Handy man if he is able to cut back the bushes and to see whether the trees
are the responsibility of the Village Hall. |
