Minutes of Barnston Parish Council Meeting held on

Monday 8th December 2003 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

1.1

Mr R Townsend stated that a minor accident had occurred on the hill near ‘Buttles’.  It was believed that nobody was injured.

 

1.2

It was noted that the Parish Council’s request to purchase speed camera signs has been turned down owing to the fact that strict criteria for where these signs are permitted has to be met.  Barnston does not meet the criteria.

 

1.2

Both Councillor S Flack and Councillor E Hicks agreed to support the Parish Council’s request for the 40mph speed limit to be extended up to Onslow Green.  It was agreed that the Clerk should write to Highways department with this request.

MINUTES

 

 

The Minutes of the meeting held on Monday 10th November 2003 were approved and signed.

 

 

 

 

3.0

MATTERS ARISING

 

3.1

Dog Control Issues

 

 

The Chairman, Mrs S Sellens and Mr M LeMasurier declared an interest in this item and withdrew from the meeting.  Mr C Watkins took the Chair for this item.  It was noted that a letter has been received from the resident’s solicitor outlining statements made by the Parish Council which she believes are inaccurate.  The letter was discussed at length and it was agreed that a reply should be sent to the Solicitor regretting any offence caused through the routine publication of the Parish Council Minutes in the local newspaper and the confusion over the timing of the start of the dog training sessions.  It was also agreed that it should be pointed out to the Solicitor that the Parish Council is aware of five events and has been provided with statements from four people covering these incidents together with a statement from the Animal Warden outlining her suggestions to the resident.  It was concluded that the Parish Council also wishes to see this matter at an end and providing no other incidents are reported, this matter will be considered closed.

3.2

M11 Development Corridor

 

 

Both the Parish Council and Councillor S Flack had requested further information from Mr Harborough interpretation of the study which seemed to put 800 homes at Barnston joining the non vegetated urban edge.  It was still very unclear as to where this information had come from and what it means.  Councillor S Flack agreed to look into this matter further to see if she could establish what this really means.

4.0

FINANCIAL POSITION

 

4.1

The financial position as at 30.11.03 was as follows: £6,415.16 in the current account and £5,977.83 in the NSB.  Totalling: £12,392.99.  The Chairman apologised to members that he had not been able to look at the minor discrepancies that the Auditor had queried owing to problems with his computer.  It was unanimously agreed that the Parish Council should pay an external auditor to finish off the accounts for this year and take over the accounts for the future Audits.

5.0

PLANNING APPLICATIONS

 

 

LCC UK – Pre-application consultation re: Proposed H3G Base Station at Great Broadfields, Barnston.  This application was considered and it was agreed that this would probably be the most suitable site of the ones proposed.

 

 

UTT/1946/03/FUL – Erection of replacement dwelling.  Medhurst, High Easter Road, Barnston.  Mrs S Sellens declared an interest in this application and withdrew from the meeting for this item.  This application was considered and there were no objections raised.

 

 

RESULTS:  Change of use of agricultural land to residential use and erection of a 3 bay open fronted garage, 1m high post and twin rail fence to new boundary.  Hoppitts, Onslow Green, Barnston.   It was noted that this application has been REFUSED.

 

 

 

 

6.0

CORRESPONDENCE

 

6.1

The Audit Commission

 

 

It was noted that the Audit Commission are currently undertaking an Audit of the District Council and have invited town and parish councils to fill in a questionnaire.  The completed questionnaire to be returned to the Auditors.

Motor Cycle Casualty Signs

 

 

It was noted that Highways department have requested that the above road signs are not to be put up around villages and should be returned to the District Council.

7.0

ANY OTHER BUSINESS

 

7.1

It was noted that Mr A Clark has been appointed by the District Council to undertake tree preservation work on a number of English Oaks at a site near to The Caravan, Bishop’s Green.  As the trees are on common land, Mr Clark has been informed that cost of the work would normally be the responsibility of the Parish Council.  It was agreed that the Clerk should contact Mr Smeeden at the District Council to find out more information about this.

7.2

It was unanimously agreed that both the Handyman and Mr R Townsend’s Christmas dinner should be paid for by the Parish Council as a gesture of appreciation for all of the hard work that they do for the Parish Council throughout the year.

 

 

 

 

10.0
