Minutes of Barnston Parish Council Meeting held on

Monday 9th June 2003 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

1.1

Mr R Townsend stated that no accidents had been reported since the last meeting.  It was noted that a new road sign for High Easter Road has been put up outside Broadgroves Farmhouse.  Mr Townsend stated that some trees and grass verges along Parsonage Lane and the Barnston bends were in need of a trim.

Mr R Burlend stated that Highways have agreed to remove some of the temporary road signs for the new mini roundabout and speed limit.

MINUTES

 

 

The Minutes of the meeting held on Monday 12th May 2003 were approved and signed.

 

 

 

 

3.

MATTERS ARISING

 

3.1

Bushel & Sack Advertising Signs

 

 

It was noted that the District Council is investigating the matter and a site visit is planned shortly.

 

3.2

Play Areas – Various Equipment

 

 

The Clerk informed members that a quotation has now been received from Acorn Services to carry out the installation of the concrete bases for the picnic tables and the new self-closing gate for the Village Hall play area.  It was noted that Acorn Services have suggested a wooden palisade gate with a self closing mechanism at a cost of £360+VAT (including installation).  It was unanimously agreed that if the gate would be guaranteed to close properly the Parish Council should accept this quote instead of the Wicksteed Leisure quote of £585+VAT plus installation for the steel gate.  It was also agreed that the quotation for £230+VAT per concrete base and installation of the two picnic tables at both play areas should be accepted.  As agreed at the previous meetings, the order should also go ahead for the two picnic tables from Wicksteed Leisure at a cost of £227+VAT each.  It was noted that an order had been placed for the replacement dog sign for the Village Hall play area and that the contact details need to be confirmed for the Contact Information boards.

UDC – Community Project Grant Scheme

 

 

It was noted that the Parish Council’s application for a grant towards the proposed new storage unit had not been successful.

 

3.4

Dog Bin

 

 

It was noted that the additional ‘dog bin’ has now been installed beside ‘Hillside’ bungalow on the A130.

 

3.5

Water Inspection Covers

 

 

It was noted that the two faulty water covers have been repaired but a third one outside ‘Cartreff’ on the A130 is also defective.  The Clerk was asked to investigate further to see why the parish has experienced three faults in the last month when major works to replace the water pipes was carried out in the village recently.

FINANCIAL POSITION

 

 

The financial position as at 31.05.03 was as follows: £1,041.63 in the current account; £30.30 in the MM account and £8,977.83 in the NSB.  Totalling: £10,049.76.    An application was put forward to transfer £3,000 from the NSB account to the current account.  It was unanimously agreed that the Money Maker account should be closed as it is no longer used.

The following correction was also recorded:  £7,000 was transferred from the NSB a/c to the current a/c on 14.03.03 but was incorrectly recorded in the April Minutes as being both in the NSB a/c and the current a/c.  The financial position as at 31.3.03 should have read £8,970.70 in the current a/c; £30.30 in the MM a/c and £1,977.83 in the NSB (not £8,977.83 as stated).  Totalling: £10,978.92 not £17,978.92 as stated.

STORAGE UNIT

 

 

It was agreed that a planning application should be made for the erection of a brick storage unit to be placed at the front of the Village Hall.  The proposed storage unit will be supplied by Compton Garages as follows:

If the plans are approved, it was unanimously agreed that the order for the storage unit should go ahead.  It was also suggested that Acorn Services should be asked to submit a quotation for the concrete base.

PLANNING APPLICATIONS

 

 

UTT/0601/03/FUL – Single storey rear extension.  64 Rayfield Close, Barnston.  This application was considered and there were no objections made.

 

 

Agricultural & Forestry Determinations – Proposed New Grain Store, Great Broadfields Farm, Barnston.  This application was considered and there were no objections made.

 

 

Results:  UTT/0056/03/FUL – Erection of new replacement dwelling, detached garage and stable building.  Long Acre (The Poplars), High Easter Road, Barnston.  It was noted that Conditional Approval has been granted.

CORRESPONDENCE

 

7.1

ECC – A120 Local Traffic Management Review – Public Exhibitions

 

 

It was noted that posters have been displayed regarding these exhibitions.

 

7.2

ECC A120 Stansted to Braintree – Traffic Management on the B184 Ongar Road

 

 

The Chairman showed members detailed drawings showing the three stages in managing the transfer of traffic while the road is under construction.

 

7.3

Homestart Uttlesford - AGM

 

 

No members of the Parish Council are able to attend the AGM on the 30th June but it was unanimously agreed that the Parish Council should once again contribute £100 to this very worthy cause.

ANY OTHER BUSINESS

 

8.1

The Chairman showed members a photograph of a sign he had seen while on holiday recently requesting dog-owners to clean up after their pets.  It was agreed that similar signs should be sought for Barnston.
