Minutes of Barnston Parish Council Meeting held on

Monday 10th May 2004 at Barnston Village Hall

1.0

ELECTION OF CHAIRMAN & OFFICERS AND ADOPTION OF STANDING ORDERS

ACTION

 

Mrs S Tuttlebury proposed that Mr R Burlend should continue with his role as Chairman.  This was seconded by Mr G Ball.  All members agreed to continue with their roles as Councillors covering the following areas:

Mr R Burlend – Chairman & Finance

Mr G Ball – Vice Chairman/Civil Defence

Mrs S Flack – Community Care & Environmental Issues

Mr M LeMasurier – Village Hall, Footpaths & Stansted Airport

Mrs H Rothwell – Community/Health Issues

Mrs P Singleton – Neighbourhood Watch

Mrs S Tuttlebury – Public Transport

Mr C Watkins – Local Government

The Chairman proposed that the Standing Orders be adopted and this was unanimously agreed.  Each Councillor filled in a Declaration of Acceptance form and returned it to the Clerk.  It was also unanimously agreed that Mr R Townsend should continue his role as road safety representative.

 

 

 

 

2.0

ROAD SAFETY

 

2.1

Mr R Townsend asked whether the speed limit from Onslow Green to the Barnston bends would be reduced.  Mr R Burlend stated that he did not feel that there was much hope of this happening but believed that the Parish Council should dedicate themselves to trying to simplify the confusion with the speed limits.  It was hoped that if the A130 is eventually de-classified then perhaps this would be the time that the speed limit could be changed.  The Clerk informed the meeting that following the recent site visit with Mr B Goodwin from Highways department, traffic monitoring was undertaken on 27th April and the results will form part of the A120 Before Study Report.  It was also noted that the footpaths and vegetation along the A130 have been inspected and the land owner who owns the hedge has been asked to do something about it.  The speed limit signs will be looked at within the next two months.

 

2.2

The Chairman informed the meeting that the speed reduction measures for Parsonage Lane will form part of  the 2005/2006 Locally Determined Programme.

 

2.3

It was noted that a number of drains on the A130 carriageway are to be looked at during May. 

 

2.4

The Clerk was asked to find out whether Barnston could be included in the list of experimental sites for the new speed indicator displays that the Police are using and to find out any results that were obtained when the mobile police unit used the display in Barnston recently.

The Minutes of the meeting held on Tuesday 13th April 2004 were approved and signed.

 

4.0

MATTERS ARISING

 

4.1

The Chase

 

 

The Chairman informed the meeting that Highways have sent a map through outlining which parts of The Chase is publicly maintainable highway and which parts are not.  It was agreed that this should be copied to all residents in The Chase restating that maintenance or upgrading was a matter to be decided amongst themselves as it was not a Parish Council matter.  In the meantime, the Clerk was asked to request that Highways department re-surface the publicly maintainable part of the highway at the entrance to The Chase.

4.2

Trees – The Caravan, Bishop’s Green

 

 

Having made extensive enquiries as to where exactly The Caravan at Bishop’s Green is situated, it was noted that Mr P Snow at the District council has forwarded a boundary map which appears to show that The Caravan comes under High Easter and not Barnston as believed previously.  It was agreed that once this has been verified, the Clerk should forward a copy this map to the Chairman of High Easter Parish Council and request that the residents of The Caravan are transferred from the Barnston Register of Electors to High Easter.

4.3

Broken Fences

 

 

It was noted that the Handyman has had a look at the broken fence on the Rayfield corner and the one in the Watts Close play area.  He does not feel that he can repair the one in the Watts Close play area as it is entwined with the hedgerow.  He has agreed to see how much work is involved with the one in Rayfield Close.  The District Council has also been asked to provide a quote for these jobs.

 

3.4

Village Hall Car Park

 

 

Following enquiries with the High Easter Parish Clerk, the Village Hall Committee have obtained a quotation from the same company who laid their Village Hall car park.  The quote is for light vehicle use only and is for £9250+VAT.  The Clerk was asked to see if D. Ketley could provide another quote for heavy vehicle use.

BAA Stansted

 

 

It was noted that the Clerk has received a response from the new Communications Director at BAA and it is hoped that a meeting can be arranged in the near future to put the case for Airport expansion.

 

4.6

Bus Shelter

 

 

It was noted that the Handyman was not able to replace the bus shelter window but had spoken to Byfords Builders to see whether they could do the job.  We are currently awaiting a quotation.  It was noted that the anti-graffiti cleaner and paint could not be purchased without a cheque.  The cheque was to be sent off after the meeting.

5.0

FINANCIAL POSITION

 

5.1

The financial position as at 30.04.04 was as follows: £12,374.20 in the current account and £6,133.90 in the NSB.  Totalling: £18,508.10.  It was noted that the first half of the annual Precept had been received.  It was also noted that a standing order for Trembeth Welch had been returned as the name of the beneficiary details has changed.  A new standing order form was signed and would be sent off to the bank.  Forms were approved to set up accounts for the parish Council for both Ernest Doe and A-Z Supplies.

6.0

CORNHILL INSURANCE

 

 

It was noted that the annual insurance renewal notice is for £995.69.  The Clerk informed members that the policy was not quite correct as some equipment was missing from the list and the policy listed three slides instead of two.  Cornhill Insurance is looking into the matter and will send through the revised renewal.  As the insurance runs out before the next meeting, it was agreed that the new policy should be agreed between meetings.  It was noted that Mr C Watkins would read up on the ‘libel and slander’ clause.

7.0

PLANNING APPLICATIONS

 

 

UTT/0640/04/FUL – Insertion of window to ground floor rear elevation.  Highlands, Berners End, Barnston.  This application was considered and there were no objections raised.

 

 

RESULTSUTT/0328/04/LB & UTT/0328/04/FUL – Broadgroves Farmhouse, Barnston.  Granted Listed Building Consent and Permission Granted.  UTT/0325/04/FUL – Medhurst, High Easter Road, Barnston.  Permission Granted.

 

 

 

 

8.0

CORRESPONDENCE

 

8.1

ECC – Public Rights of Way

 

 

Mr M LeMasurier stated that some new signage has been put up on various footpaths in the village.

 

8.2

UDC – European Parliamentary Election

 

 

It was noted that these notices had been put on display in the noticeboards.

 

8.3

UDC – Community Project Grant Scheme

 

 

Despite the Village Hall Committee being turned down last year for a grant, the Clerk was asked to forward an application on to them.

It was noted that notice for the Parish Council Audit has been received.  The paperwork is to be with Lubbock Fine for the 5th July.  As agreed previously Heelis & Lodge will prepare the accounts for the Parish Council this year.  The cost is believed to be between £40-£65.

 

 

 

 

9.0

ANY OTHER BUSINESS

 

9.1

Mrs S Flack wished to record the fact that she felt that the Handyman has carried out an excellent job in maintaining the village and keeping it looking clean and tidy.

 

9.2

It was noted that the new A120 will not open until 9th July owing to some remedial work that needs to be carried out.

 

9.3

Mr C Watkins stated that the extended fence in the Village Hall play area is in need of repair.  The Clerk to speak to the Handyman about this.

The Clerk informed the meeting that she had received a call from somebody who has maintained a footpath in the village for many years and wishes to claim some compensation for this.  The Clerk was asked to refer the resident to the appropriate person in the Parish Paths Partnership at County Hall about this.

Mrs S Flack informed the meeting that Chloe Rogers, a young girl in Barnston has done extremely well by winning the Essex Ladies Golf Championship and was part of the Chelmsford Hockey Team that won the National Competition recently.  It was agreed that the Parish Council should write to her congratulating her on her success.

There being no further business the meeting closed at 9.20pm.  The next Parish Council meeting will take place on Monday 14th June 2004.
