Minutes of Barnston Parish Council Meeting held on

Monday 12th January 2004 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

1.1

Mr R Townsend stated that no accidents had been reported since the last meeting.  It was noted that the sunken drain opposite ‘Hillside’ on the A130 had still not been repaired.

 

1.2

Following the Parish Council’s request to extend the 40mph speed limit to Onslow Green, it was noted that Highways department will immediately assess the area for inclusion in the 2004 Locally Determined Reserve list once they have obtained an up-to-date speed survey for this area from their partnering consultants.  The Onslow Green junction has qualified for the Accident Reduction Programme and this will feature in the next batch of site.

 

1.3

It was noted that Highways department have purchased two variable message signs (programmable traffic control/information devices that display messages such as speed limits).  Each sign will be located at a site for approximately two weeks at a time and Barnston has been given the opportunity to apply.  All members agreed that owing to the size of the trailer, the only position in the village would be on the grass verge beside 8 Mill Field, close to the sub-station.  The Clerk was asked to arrange for Barnston to be included in this programme.

2.0

MATTERS ARISING

 

2.1

Dog Control Issues

 

 

It was noted that following the Parish Council’s letter to the resident’s solicitor, no further action had been taken.  It was hoped that this matter had now come to a close.

 

2.2

Trees at The Caravan, High Easter Road, Barnston

 

 

The Clerk has tried on many occasions over the past month to contact Mr Smeeden at the District Council to find out more information about these trees but has not been able to reach him.  Mr Clark has spoken to the Clerk It was agreed that no action can to taken until it is ascertained with Mr Smeeden as to what actually needs to be done and who is responsible for the payment of such work.  If it is down to the Parish Council to pay for this work, further quotations would need to be sought.

3.0

MINUTES

 

 

The Minutes of the meeting held on Monday 8th December 2003 were approved and signed.

 

 

 

 

4.0

FINANCIAL POSITION

 

 

The financial position as at 31.12.03 was as follows: £6,197.67 in the current account and £5,977.83 in the NSB.  Totalling: £12.175.50.  It was unanimously agreed that the Precept for 2004/05 should not be increased and should remain at £14,000.  The Chairman signed the Precept request form.

 

 

The Chairman apologised for still not having the time to look at the Auditor’s queries and asked whether any body else would be able to look at them.  Mrs S Sellens agreed to this.

5.0

RE-CLASSIFICATION OF A130

 

 

The Chairman informed members that Mr G Ball, Mr C Watkins, the Clerk and himself had been involved in meetings with Great Waltham, Ford End and North End Parish Councils over the past week to agree on their requests at the forthcoming meeting at County Hall with Councillor R Bass.  It was noted that the Parish Councils’ main concerns were road safety along the A130 and the signing at Chelmsford and Stansted which encourages traffic to follow the A120/A130.  The Chairman has several documents giving evidence that traffic through Barnston has doubled since 1989 together with documents covering previous discussions about re-classifying/by-passing the A130 once the new 120 is built.

 

 

 

 

6.0

GARAGE FOR RENT – WATTS CLOSE

 

 

It was noted that the Parish Council has been offered a garage for rent in Watts Close at a cost of £7.05 per week.  It was unanimously agreed that the Parish Council should accept this offer to store Parish Council equipment.  In the meantime the planning application for the new storage unit should still go ahead and a decision can be made at a later date as to whether or not to go ahead with the unit.

7.0

CONTRIBUTION TOWARDS INDUCTION LOOP SYSTEM – ST. ANDREWS CHURCH, BARNSON

 

 

It was noted that a letter has been received from Rev. Canon David Ainge asking whether the Parish Council would be able to contribute towards the costs for an Induction Loop system to be installed at St. Andrew’s Church in Barnston.  After careful consideration, it was unanimously agreed that the Parish Council would pledge the remaining £250 once the Church had raised £1750 towards the system.

8.0

PLANNING APPLICATIONS

 

 

UTT/2032/03/FUL – Erection of two-storey rear extensions.  18 Rayfield Close, Barnston.  Mr M LeMasurier declared an interest in this application and withdrew form the meeting for this item.  Members looked at the plans and agreed that this application should be refused owing to the potential for an invasion of privacy to neighbouring properties.

UTT/2133/03/FUL – Two-storey extension, porch and single storey link to garage.  Corner Cottage, Onslow Green, Barnston.  This application was considered and there were no objections raised.

 

 

Development by Telecommunications System Operators – re: Proposed H3G Base Station at Great Broadfields, Barnston.  It was noted that further information has now been received regarding this application.  It was understood that these details were for information only.

 

 

 

 

9.0

CORRESPONDENCE

 

9.1

ECC – Bus Passenger News & Timetables

 

 

Mrs S Tuttlebury stated that she now has a copy of the Sunday timetable in case anybody needs to look at it.

 

9.2

UDC – Village Civic Amenity Scheme 2004

 

 

It was noted that Barnston has been allocated the household waste skip on the morning of Saturday 13th March.  The Clerk confirmed that this is advertised on the notice boards along with the dates for the green waste skip.

 

9.3

Stop Stansted Expansion

 

 

It was noted that the above group would like to arrange for a representative to attend a meeting in Barnston and make a presentation about the White Paper and the implications of it to the local community.  It was agreed that a meeting should be arranged for February and that a representative from BAA Stansted should be asked to make a presentation to residents at a separate meeting, possibly to be held in March.

ANY OTHER BUSINESS

 

10.1

It was noted that a street light is not working along the Village Hall walkway and that one opposite the Barnston Green turning in High Easter Road appears to be on in the daytime.

10.2

Councillor S Flack informed members that she had been informed that residents living in The Chase had expressed a wish to have the un-adopted road upgraded and repaired.  It was agreed that further information would be sought for the next meeting.

It was noted that a letter of thanks had been received from a resident following the repair of a large pot-hole in High Easter Road.
