Minutes of Barnston Parish Council Meeting held on

Monday 12th July 2004 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

1.1

It was noted that the A130 carriageway near to Pear Tree Cottage is in need of repair and The Clerk was asked to contact Highways department about this.

It was noted that the footpaths in Barnston Green and Rayfield Close are currently being re-surfaced.  It was understood that the telephone lines had been damaged in part of Barnston Green and that work would be undertaken as soon as possible to repair the lines.  The Clerk was requested to contact Highways department to see whether the repairs could be carried out before the top surface is laid to prevent unnecessary remedial work.

The Chairman informed the meeting that he attended the official opening of the new A120.  At the opening he had a chance to speak to Brian Hoath, Senior Project manager for the new A120, about his concerns over the level of traffic on the A130.  Mr Hoath stated that this was also of concern to him and that additional monitoring of traffic through Barnston had been arranged.

MINUTES

 

 

The Minutes of the meeting held on Monday 14th  June 2004 were approved and signed.

 

 

 

 

3.0

MATTERS ARISING

 

3.1

The Chase

 

 

Following last month’s meeting, it was noted that The Clerk had written to highways department to ask them to define what a non-maintainable public highway is.  Highways department have replied stating that it is a road that the public have free and unrestricted access over, but the maintenance responsibility does not fall to the highway Authority.  All members agreed that this was not a matter for the Parish Council and that the residents should decide what they want to do between themselves.

 

 

 

 

3.1

Trees – The Caravan

 

 

Following last month’s meeting, the Clerk had spoken to EALC with regard to the problem with the trees.  If it is confirmed that the land that The Caravan is situated on is common land, EALC suggest that the Parish Council should ask the District Council under what powers was a Certificate of Lawfulness issued?  The Clerk informed the meeting that she had also spoken to Christine Olivia at UDC Legal department about the problem, having made enquiries, Mrs Olivia was unable to confirm whether this land is common or not.  It was noted that Mr B Smeeden, the Tree Warden is on holiday at the moment but it is hoped that a site meeting will take place shortly.

Village Hall Car Park

 

 

Mr C Watkins has looked into the possibility of taking out a loan for this project and confirmed that there would probably not be a problem with this.  Two quotations have now been received and third one is expected to arrive soon.  Mr C Watkins suggested that the Parish Council should pay for the new car park but leave the decision-making to the Village Hall Committee.  It was suggested that the Parish Council should ask ECC Highways department if they can recommend a surveyor or civil engineer to draw up a professional scheme of the work.

Dog Waste Bin – Berners End

 

 

It was agreed that the stolen dog waste bin at the foot of the Berners End walkway should not be replaced for the time being.

 

3.4

UDC – Chairman’s Summer Lunch

 

 

Mr C Watkins attended this event.  It was noted that while he was at the lunch he had the opportunity to speak to Councillor Alan Dean, Leader of UDC about the Parish Council’s concerns over the increase in traffic along the A130 once the new road opens.  Councillor Dean has since written to Councillor Bass at County Hall to express his concerns about this too.

 

 

 

 

5.0

FINANCIAL POSITION

 

5.1

The financial position as at 30.06.04 was as follows: £9,856.47 in the current account and £6,133.90 in the NSB.  Totalling: £15,990.37.  The Chairman handed out the Income and Expenditure sheet 2003/04.  It was noted that the balance in bank on 31.03.04 was £12,532.52.

 

 

 

 

6.0

CORNHILL INSURANCE

 

 

It was unanimously agreed that the additional premium of £36.22 should be paid to cover the costs of libel and slander.  The Clerk to fill in the application form and return it to Cornhill Insurance.

7.0

PARISH COUNCIL MOBILE PHONE

 

 

The Clerk informed the meeting that she had looked at various mobile phone packages and believed that the Virgin 3310 would be suitable for Parish Council use.  The phone costs £59.99 and comes with £15 free airtime.  Calls cost 15p per minute for the first five minutes of the day and then 5p per minute thereafter.  It was unanimously agreed that the Clerk should purchase the phone and set up a direct debit payment with the Parish Council bank account.  The Clerk to be reimbursed for the phone at the next meeting.

PLANNING APPLICATIONS

 

 

UTT/1145/04/LB – Replacement external doors and windows, Taverners, Onslow Green, Barnston.  This application was considered and there were no objections raised. 

RESULTS:

UTT/0463/04/FUL – Apton Fields Farm, Onslow Green, Barnston.  It was noted that this application has been granted permission. 

UTT/0335/04/FUL – Absol Park, North End, Barnston.  It was noted that this application has been granted permission.

 

 

 

 

9.0

CORRESPONDENCE

 

9.1

EC Winter Service Review

 

 

It was noted that a survey was being carried out by ECC.  The Clerk to fill in and return.

UDC – Local Plan

 

 

It was noted that minor amendments have been made to the local plan.

 

9.3

It was noted that an acknowledgement has been received from Chloe Rogers.

 

9.4

RCCE

 

 

It was unanimously agreed that the Parish Council should subscribe to the Rural Community Council of Essex.  The subscription is £50 per annum.

ANY OTHER BUSINESS

 

10.1

Mr G Ball suggested that the Parish Council organises an evening in September for residents and Parish Councillors to meet each other.  This could be combined with presentations to people who have done something outstanding in the village.  It was suggested that Thursday 23rd September would be a good date.  The Clerk to make enquiries with the Village Hall etc.  All Parish councillors to consider who to nominate and why.

Mrs S Tuttlebury stated that some children have been seen climbing into the Electricity sub station in Watts Close.  It was agreed that this should be mentioned in the next newsletter and that the Police should be informed with the view of a notice from the Police being put up to deter the children from endangering their lives.
