Minutes of Barnston Parish Council Meeting held on

Monday 13th September 2004 at Barnston Village Hall

Two members of the public attended the meeting for Item 2 and one member of the public attended the whole meeting.

 

1.0

ROAD SAFETY

ACTION

1.1

It was noted that the damaged carriageway outside Pear Tree Cottage has been marked for repair.  Mr R Townsend stated that an accident involving three vehicles had occurred at the High Easter Road junction.  It was believed that nobody was seriously injured.  Concern was raised over the safety of the school bus stopping outside The Old School House just before the Barnston bends.  It was suggested that it would be safer to park at the bottom of Parsonage Lane.  The Clerk was asked to make enquiries.  It was noted that a parcel delivery lorry is frequently parking very dangerously on a steep slope along Parsonage Lane.  It was agreed that a photograph of the parked vehicle should taken in order to report the matter to the company concerned.  It was noted that the grass verges are in need of a cut and the Clerk was asked to put a request in to Highways department.

2.0

INCREASE IN TRAFFIC ALONG THE A130

 

2.1

Two residents from Onslow Green and Ford End expressed their concern over the increase in traffic, particularly heavy lorries through Barnston and Ford End since the new A120 has opened.  The Chairman stated that the Parish Council is equally concerned about this and has held meetings with Great Waltham Parish Council together with representatives from Ford End and Councillor Bass at County Hall.  Councillor Bass has stated that he will not consider down-grading the A130 until the new A120 has been open for several months by which time the results of ‘before’ and ‘after’ traffic surveys can be compared.  It is understood that a traffic survey is due to take place at the end of September.  It was agreed that once the survey has been carried out and there is evidence of the increase in heavy lorries and follow-up meeting should be arranged between the Parish Councils and Councillor Bass to present the survey results.  Councillor S Flack agreed to find out when the results will be available.  The residents stated that they would like to attend the next meeting between the Parish Councils.

2.2

It was noted that a resident in Barnston has been keeping a log of dangerous incidents that have occurred along the A130, in particular involving large lorries.  It was agreed that this should also be presented to Councillor Bass at the meeting.

 

2.3

Councillor S Flack stated that there is a Highways meeting coming up in November and it was agreed that the Clerk she request that the increase in traffic should be added to the Agenda.

4.0

MATTERS ARISING

 

4.1

Barnston Green Pavements

 

 

It was suggested that a letter should be sent to Highways department thanking them for the recent work that has been carried out on the pavements in Barnston Green.  It was noted that the Clerk had enquired with Highways department as to when the pavements in Rayfield Close would be also be repaired.  When the initial inspection was carried out it was believed that the pavements in Rayfield Close were not quite as bad as Barnston Green so would not be repaired in this financial year.  However, they are still on the programme for works and will be monitored regularly.

4.2

Watts Close Electricity Sub-station

 

 

Following the Parish Council’s concerns over children climbing into the electricity sub-station, the incident had been reported to EDF Energi who agreed to place some barbed wire around the sub-station.  It was noted that this has still not been carried out.  The Clerk to hasten response from EDF.

4.3

Trees – The Caravan, High Easter Road

 

 

It was noted that the District Council Tree Preservation Officer is on long term sick leave so a site meeting has not been arranged.  As it has been impossible to establish whether this land is definitely common land or not, the Clerk was asked to send off another application (£10 fee) with a different map to see if it can be verified with Essex County Council.  It was also agreed that advice should be sought to see whether there is anybody else who can inspect the trees.

Mobile Green Waste Service

 

 

The Clerk informed members that she has now purchased a mobile phone for Parish Council use.  The phone cost £39.99 and includes £5 free airtime.  It is hoped that a direct debit will be set up soon for the payments to come out of the Parish Council account.  The clerk also requested that members with mobile phones provide her with their numbers for emergency contact reasons. The Clerk’s new telephone number is:  07981 157712.

Village Hall Car Park

 

 

Mr C Watkins presented a chart summarising various options that have been quoted for the resurfacing of the Village Hall car park.  It was agreed that Mr Watkins and the Clerk should go back to the four companies to ascertain exactly what the prices include.  Once this has been established it was agreed that these should be looked at by a professional engineer to see whether the specifications are acceptable.

FINANCIAL POSITION

 

5.1

The financial position as at 31.07.04 was as follows: £9,438.21 in the current account and £6,133.90 in the NSB.  Totalling: £15,572.11 and as at 31.08.04 was as follows:  £9,400.14 in the current account and £6,133.90 in the NSB.  Totalling:  £15,534.04

SCHOOL BUS

 

 

It was noted that the route from Barnston to Helen Romanes School is to be walked again by members of the County Council at 11.30am on 14th September to see whether the opening of the new A120 has made the route safe for school children to walk.   It was noted that Councillor S Flack is attending the walk but as an ‘observer’ only.  Members of the Parish Council stated that this should not have been arranged at this time but should be walked at school time.  Members also felt that they should be allowed to have some input in this.  Councillor S Flack agreed to enquire as to why the Parish Council is not allowed to participate.

7.0

PARISH COUNCIL NEWSLETTER

 

 

The Chairman and Clerk have prepared a draft newsletter.  This was approved by all members of the Parish Council and it was agreed that once the contact details have been added the newsletter should be photocopied and distributed around the village.

8.0

PLANNING APPLICATIONS (dealt with between meetings)

 

 

It was noted that the following plans had been dealt with between meetings:

UTT/1278/04/FUL – Erection of single storey extension.  Enlargement of existing shed/outbuilding.  1 Hyland Close, Barnston.  No objections raised

 

 

UTT/1264/04/FUL – Construction of tennis court and cricket net in garden paddock area.  Barnston Hall, Parsonage Lane, Barnston.  No objections raised.

 

 

UTT/1221/04/FUL & LB – Change of use in building from car port/store and stabling to residential with car port and association works and retention of 6 stables within building.  Concern was raised over whether this development is the first stage towards an independent dwelling.  If approval is given it should be as a ‘tied’ accommodation for staff only and that there should be a proviso that no further residential development be allowed on the site as there is particular concern about traffic on the lane.

 

 

APPEALS

 

 

Retrospective Application for change of use of agricultural land to garden land and erection of shed and fencing.  Pear Tree Cottage, Chelmsford Road, Barnston.  It was noted that the Parish Council’s views had not changed on this application so a further letter is not required.

 

 

PLANNING APPLICATIONS (dealt with at the meeting)

 

 

UTT/1490/04/FUL & UTT/1491/04/LB – Proposed single storey extension and erection of garden room.  Associated landscaping.  Demolition of existing brick boundary wall and replacement with new.  Erection of sunroom/potting shed.  Taverners, Onslow Green, Barnston.  This application was considered and there were no objections raised.

 

 

UTT/1477/04/FUL – Change of use of agricultural land to residential use and erection of 3-bay open fronted garage.  This application was considered and there were no objections raised providing that no further development is to be permitted.

 

 

RESULTS:  Replace existing roof covering of barn with clay tiles.  It was noted that this application has been granted Listed Building Consent.

9.1

UDC – Anti Social Behaviour Officer

 

 

It was agreed that the Parish Council should accept the offer from the new Anti-Social Behaviour Officer to attend a Parish Council meeting.  The Clerk to arrange.

Rayfield Close

 

 

It was noted that a resident in Rayfield Close has once again requested that the trees and bushes overhanging her garage and brick wall be cut back.  It was agreed that the Handyman should be asked to carry out the work.

It was noted that the Spotted Dog P.H. has a new licensee.

 

 

 

 

10.0

ANY OTHER BUSINESS

 

10.1

Councillor S Flack suggested that Chloe Rogers should be nominated for a Sports Personality Award and agreed to forward the nomination form to the Clerk.

10.2

The Handyman has requested that the following suggestions be considered:  The extended area of the Village Hall play area fence (behind the Village Hall) to be replaced with pig wire to prevent footballs breaking through the existing wire.  The rotten boards on the Watts Close play area bench and the broken board on the roundabout should be replaced with plywood.  The Handyman has also reported that the green litter bin opposite the Village sign needs replacing as there is no insert in it.  It was unanimously agreed that the Handyman should carry out the play area repairs and the Clerk should order a replacement litter bin.  It was also noted that the hedgerow from the Bushel & Sack Inn and the electricity sub station needs cutting back.  It was agreed that the Clerk should contact the District Council to see whether they can quote for this.
