Minutes of Barnston Parish Council Meeting held on

Monday 14th June 2004 at Barnston Village Hall

1.0

THE CHASE

ACTION

1.1

As agreed at the previous meeting, a copy of a map and letter sent from Essex Highways department had been forwarded to all residents in The Chase outlining the maintainable and non-maintainable part of the road.  A member of the public attended the meeting and stated that he had been informed by Highways department that the non-maintainable part of the road is a public highway with unlimited access.  Concern was also expressed that if the residents of The Chase decide to have the road re-surfaced would it comply with Highways Standards and be adequate for the traffic it had to bear?  Before leaving the meeting, the member of the public requested that the Parish Council writes to all residents informing them of this update from Highways department.  It was agreed that the Clerk should write to Highways department to check whether this information is correct and to ask for a definition of a non-maintainable public highway.

2.0

ROAD SAFETY

 

2.1

Mr R Townsend stated that no accidents had been reported since the last meeting.  It was noted that the dip in the road at the top of Rayfield hill has finally been repaired.  Mr R Townsend stated that although some of the drains have now been repaired there are still some to be done.

 

2.2

It was noted that a Highways Transport Plan has been received from ECC which includes the A120 bypass.  The Chairman stated that there is a form in the back of the plan which can be used to highlight any problems the Parish Council can see with the A130.  It was believed that this form should be used to express the Parish Council’s concerns about the unsuitability of the A130 for heavy vehicles and other issues that have recently been raised.

 

 

 

 

3.0

MINUTES

 

 

Mr C Watkins pointed out that the discussion about the two street lights along the Village Hall walkway which have not been working for some time had been omitted from the Minutes.  It was noted that the two lights are now working.  The rest of the Minutes of the meeting held on Monday 10th  May 2004 were approved and signed.

 

 

 

 

4.0

MATTERS ARISING

 

4.1

Trees – The Caravan,

 

 

The Chairman stated that he now believes that the map had been misread at the previous meeting and that The Caravan does come under Barnston and not High Easter.  It was agreed that a site meeting should be arranged with the District Council Tree Warden to see what work needs to be carried out.  It was also agreed that the Clerk should check with the Parish Council’s Insurance company whether the Parish Council would be liable if the trees were to fall.

4.2

Village Hall Car Park

 

 

It was noted that the quote from D.Ketley Ltd for £9,250+VAT was for a standard suitable for heavy vehicle use and not light vehicles as first believed.  It was agreed that two more quotations should be sought specifying the vehicle weight it would need to support.  Mr C Watkins highlighted a Guidance Note from EALC which gives information on how Parish Councils can help Village Halls.  It was understood that the Parish Council may be able to take out a loan to put towards the Village hall car park.  Mr C Watkins agreed to find out more information about this.

4.3

Bus Shelter Window

 

 

Three quotes have been received for the bus shelter window to be replaced:  Byford & Co. £85.35 + VAT; J.R. Collop - £80.00 + VAT and Dunmow Glass - £50.00 + VAT.  It was noted that both Byfords and J R Collop will use a toughened 6mm Polycarbonate glass.  It was unanimously agreed that J R Collop should be invited to carry out these repairs.

5.0

FINANCIAL POSITION

 

5.1

The financial position as at 31.05.04 was as follows: £10,658.66 in the current account and £6,133.90 in the NSB.  Totalling: £16,792.56.  The Chairman informed members that he has prepared some documents for the forthcoming Audit and will bring them along to the next meeting.

 

 

 

 

6.0

CORNHILL INSURANCE – ADDITIONAL COVER

 

 

As agreed at the previous meeting, the updated annual renewal of £1001.61 has been paid for between meetings.  It was also agreed that the Parish Council should also pay an additional £36.22 per annum to be covered for libel and slander.

7.0

DOG WASTE BIN – BERNERS END

 

 

It was noted that the new dog waste bin which has been put up at the Berners End walkway through to Mill Field has been stolen.  It was noted that the Police have been informed.  It was agreed that this would be brought up at the next meeting.

 

 

 

 

8.0

PARISH COUNCIL MOBILE PHONE

 

 

It was unanimously agreed that the Parish Council should purchase a mobile phone to be used by the Clerk for Parish Council purposes.  Once the phone has been purchased, the mobile phone number will be the contact point for the Parish Council and not the Clerk’s home phone number.  The Clerk was asked to find out which phone package would best suit the parish Council.

9.0

PLANNING APPLICATIONS

 

 

UTT/0934/03/LB – Replace existing roof covering of barn with clay tiles.  Barnston Hall Stud, Parsonage Lane, Barnston. Mrs M Dowman.  This application was considered that there were no objections raised.

 

 

RESULTS – UTT/0053/04/FUL – Retrospective application for change of use of agricultural land to garden land and erection of shed and fencing.  It was noted that this application has been refused permission.  UTT/0640/04/FUL – Insertion of window to ground floor rear elevation.  Highlands, Berners End, Barnston.   It was noted that this application has been granted conditional approval.   UTT/2113/03/FUL – Corner Cottage, Onslow Green, Barnston.  Two storey extension, porch and single storey link to garage.   It was noted that this application has been granted permission.  UTT/0425/04/FUL – Erection of rear conservatory – 47 Barnston Green, Barnston.  It was noted that this application has been granted permission.  UTT/0383/04/FUL – Greenview Bungalow, Wells Tye Green, Barnston.  It was noted that this application has been granted permission.

 

10.0

CORRESPONDENCE

 

10.1

Mobile Police Station

 

 

It was noted that the mobile police timetable for Barnston has been displayed on the notice boards.

 

10.2

EALC

 

 

It was unanimously agreed that Mr C Watkins should attend the EALC Councillor Training Day (£39) on 14th July and the EALC AGM (£4.50) on 23rd June.

N J Licensing

 

 

It was noted that Statutory Notice of an application for the Full Transfer of the Justices’ Licence, for the Spotted Dog has been received.  The Clerk was asked to acknowledge receipt of this.

UDC _ Chairman’s Summer Lunch

 

 

It was noted that an invitation has been received for a member of the Parish Council to attend the summer lunch in aid of the Uttlesford Crossroads charity.  Mr C Watkins agreed to attend this lunch and it was unanimously agreed that a £25 donation should be made to the charity.

10.5

Broadgroves (& Granny’s) Barns, Barnston

 

 

It was noted that a letter has been received from some prospective buyers of the above properties which include planning Condition 90E.  This condition only allows dependent relatives to occupy Granny’s Barn as an annex to Broadgroves Barn.  The reason being to avoid over development of the site.  The prospective buyers are seeking the Parish Council’s support for any application they may make to the District Council to have the Condition 90E removed.  All members agreed that this is not a matter for the Parish Council but for the District Council.

ANY OTHER BUSINESS

 

11.1

As agreed between meetings, the Clerk informed members that she had paid the two paperboys in the village £5 each to deliver the Stop Stansted Expansion meeting leaflets to residents.  It was agreed that the Clerk should be reimbursed with her wages.  The Chairman declared an Interest in this matter as his son was one of the boys who delivered the leaflets.
