Minutes of Barnston Parish Council Meeting held on

Monday 8th March 2004 at Barnston Village Hall

Several residents from the Chase also attended the meeting for Item 1.

 

1.0

UN-ADOPTED ROAD - THE CHASE, BARNSTON

ACTION

1.1

Councillor E Hicks declared an interest in this item and signed the Declaration of Interest book.  The Chairman informed the residents that since the last meeting the Clerk has been attempting to find out who actually owns the un-adopted road in The Chase.  County Highways are looking into the matter and will get back to the Parish Council when they have all of the relevant details to hand.  They are also looking into the problem with the drain on the adopted part of the road.  Mrs P Singleton showed a document to the Chairman that appears to show that the un-adopted road is not registered with anyone.  Cllr. S Flack stated that because it is not registered it does not necessarily mean that there is no ownership.  Cllr. S Flack also informed members that she has received an e-mail from County Highways stating that The Chase is slightly complicated as part of the road is adopted and is maintainable highway and a section at the beginning is classified as a private street and not adopted, a final section is classified as a private road.  Cllr. S Flack stated that she would ask Highways to send a copy of the location plan to the Parish Council.  The e-mail concluded that it is likely that the areas covered by the private street and private road would be the responsibility of the adjacent properties.  Mr & Mrs Hayes have contacted Dons coaches and they have agreed to no longer use The Chase as a turning point when dropping school children off.  The Chairman agreed to ask parents in the next Parish Council Newsletter not to turn or park in The Chase when dropping off/picking up children from the school bus.

It was put to the Chairman what the general feeling on this matter was from the Parish Council?  The Chairman stated that members felt that as the road is un-adopted it is a matter for the residents to maintain the road.  A similar request for funding to hep maintain an un-adopted road in Onslow Green had been made to the Parish Council a while ago which had been turned down as the Parish Council felt their limited resources needed to be spent on the village as a whole and not just on individual requests.  The Chairman said that the Parish Council would try to use their influence to assist in getting something done.  The Clerk was asked to chase this matter up with both Mr C Stoneham and Mr B Goodwin at County Highways department.  The Chairman thanked the residents for their time.

 

2.0

ROAD SAFETY

 

 

Mr R Townsend stated that one accident had occurred since the last meeting.  A car hit a deer close to the Onslow Green junction.  It was believed that the driver was not badly hurt but the Police were called to the scene.

 

 

It was noted that the drain opposite Hillside bungalow has still not been repaired.  Another drain has also sunken opposite the Village Hall.  The Clerk to chase up.

The Chairman informed members that both he and the Clerk are to attend a site meeting with Mr B Goodwin from County Highways and members of Great Waltham and Ford End Parish Council to discuss the current problems with the road running through the villages.  It was also hoped that traffic monitoring would begin soon to enable Councillor Bass to compare traffic flows once the new A120 has opened.

 

 

Mr R Townsend asked whether there had been any developments with the Parish Council’s request for traffic calming measures along Parsonage Lane.  The Clerk was asked to chase this up.  Mr R Townsend also stated that the 30mph speed sign outside The Old School House has been turned around.  The Clerk agreed to also bring this up with Highways department.

The Minutes of the meeting held on Monday 9th February 2004 were approved and signed.

 

 

 

 

4.0

MATTERS ARISING

 

4.1

Trees – The Caravan, High Easter Road

 

 

The Clerk informed the meeting that she has requested a document from County Council showing whether or not the land in question is registered as common land.  It was agreed that although the Tree Technician is keen to get this matter cleared up quickly, the Parish Council are still not in a position to make a decision on this matter as it is still unclear as to whether the Parish Council is responsible for this land.  Once the documents have been received the matter would be reviewed.

 

4.2

TCI Ltd – Proposed Radio Base Stations at Great Broadfields, Barnston

 

 

The Clerk informed the meeting that she has spoken to both TCI Ltd and Planning department informing them that the Parish Council are concerned that there might be two separate base stations at Great Broadfields.  It was suggested that the two companies could share one base station.  TCI Ltd informed the Clerk that this would probably mean that the mast would need to be another 3m-5m higher.

 

4.3

Dog Waste Bin – Berners End

 

 

The Clerk informed the meeting that she had ordered a dog waste bin to be put up beside the new litter bin at the foot of the Berners End/Mill Field walkway.

 

4.4

Stop Stansted Expansion Meeting

 

 

As agreed at the previous meeting, the Clerk has e-mailed BAA to invite a representative to come along to the Village Hall on a date to be arranged to give a presentation to residents.  As yet a reply has not been received.

 

 

 

 

5.0

FINANCIAL POSITION

 

5.1

The financial position as at 29.02.04 was as follows: £5,310.29 in the current account and £6,133.90 in the NSB.  Totalling: £11,444.19.  This amount included the NSB interest.  The Chairman informed members that the annual audit for 2002/03 had finally been agreed and signed off.  A bill for £141.00 has been received from Lubbock Fine.  It was noted that Heelis & Lodge, the people who it is hoped will prepare the Parish Council’s accounts for the audit in future, have sent through information detailing what information is required in order for them to make their preparations.  It was noted that the garage rent has been increased to £8.23 a month and that the direct debit would be altered accordingly.

 

 

 

 

6.0

PLANNING APPLICATIONS

 

 

UTT/0325/04/FUL –Erection of replacement dwelling and garage.  Medhurst, High Easter Road, Barnston.  Mr & Mrs C Manning.  This application was considered and there were no objections raised.

 

 

UTT/0328/04/FUL – Conversion of outbuilding to family room with new windows and rooflights.  Broadgroves Farmhouse, Barnston.  Mr & Mrs Hipkin.  This application was considered and members raised concerns that the building could be converted to residential use.  It was agreed that this application should be approved providing it carried a Caveat stating that it is not to be converted to residential use.

UTT/0335/04/FUL – Change of use of land to garden – Absol Park, North End, Barnston.  This application was considered and there were no objections raised.

 

 

UTT/0383/04/FUL – Erection of detached double garage with storage area.  Greenview Bungalow, Wells Tye Green, Barnston.  This application was considered and there were no objections raised.

 

 

RESULTSUTT/2032/03/FUL18 Rayfield Close, Barnston.  It was noted that this application has been refused.

 

 

 

 

7.0

CORRESPONDENCE

 

7.1

UDC – Local Flood Prevention Schemes

 

 

It was noted that the District Council has set aside 50,000 for the implementation of effective flood prevention projects subject to the council’s funding being matched by the local town or parish council.  Members believed that the problem with flooding at Brook Cottages appears to have been resolved now that the gypsies have moved on and that there was not a need for such a project in Barnston.

 

7.2

UDC – Spring Clean Event

 

 

The District Council are offering the use of litter pickers, refuse bags and Hi-vis tabards to any villages that would like to organise a Clean Up Day.  It was agreed that a Clean Up Day should be organised to coincide with the household skip visit at the Village Hall in August.

 

7.3

LAF – The Countryside and Rights of Way Act 2000

 

 

It was noted that the new Act provides for land owners to voluntarily dedicate their land for public access.  It was agreed that copies of this letter should be sent to Mr Wormald and Mr Trembath to see whether it is of interest to them.

Rural Housing Trust

 

 

It was noted that the Rural Housing Trust have an open day in High Easter this month.  Members discussed this matter and it was noted that there did not appear to be a need in Barnston in the past but it was agreed that it would be a good idea to seek resident’s views in the next newsletter. 

 

7.5

Calor Village of the Year

 

 

It was agreed that Barnston should enter this competition.

ANY OTHER BUSINESS

 

8.1

It was noted that there are now two street lights not working along the Village Hall walkway.  It was believed that one of the street lights had been looked at by Dunmow Electrical.  The Clerk to investigate.

Mr C Watkins asked whether there had been a response from the Village Hall Committee with regard to the Parish Council setting up a fund to pay for a new car park.  Mr M LeMasurier stated that he wasn’t sure whether the Committee wished to go down this route as they are quite keen for hogging to be used on the car park.  It was agreed that further discussions would be made with the Committee and the Clerk agreed to speak to the District Council to ask for their advice on what would be hard-wearing and last.

8.3

It was noted that the trees overhanging the Watts Close car park had still not been cut back.  The Clerk agreed to chase this matter up.

As agreed at the last meeting, the Clerk has spoken to the Handyman to see whether there is any equipment that he feels he needs in order to carry out his job.  It was noted that some limb loppers would be appreciated.  It was unanimously agreed that these should be purchased.  Members also agreed that the Handyman should also have a safety helmet and visor and hard boots etc.
