Minutes of Barnston Parish Council Meeting held on

Monday 8th November 2004 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

1.1

It was noted that no accidents have been reported since the last meeting.  The damaged carriageway outside Pear Tree cottage has now been repaired.  It was noted that Highways department have stated that the county policy for grass cutting is that all roads get a single width safety cut in spring and half the district gets a full width cut in alternate years in the autumn, so unfortunately Barnston’s verges will not be cut this autumn.  Grass cutting will only be undertaken where there is a visibility problem and it is generally the case that hedges are the responsibility of the adjacent landowner who has a duty to maintain the hedge so not to cause any problems to the Highway user.

It was noted that the school bus is still stopping outside The Old School House.  The Clerk agreed to chase up whether there is an alternative stopping place.

1.4

Since the last meeting, representatives from Barnston, Great Waltham and Ford End Parish Council have met up with Councillor Bass to express their concerns over the increase in heavy traffic along the A130.  Cllr. Bass stated that initial findings have proved that there has been an increase in total traffic volumes and within this a greater increase in HGV traffic on the A130 since the opening of the new A120.  At the request of the Parish Councils, advisory signs for HGV route from Stansted to Chelmsford via the A120/A131 (and reverse) should be put up within the next 12 weeks.  Cllr. Bass also suggested that the dual carriageway on the A131 should be completed within the next two years and the A131 should be linked up with the north-east bypass within the next five years.  It was requested that the Parish Council asks Highways department once again whether the 30mph speed limit can be extended to the Barnston bends.

2.0

MINUTES

 

 

It was noted that Item 4.2 should have read Mr K A Rush of Ken Rush Associates and not Mr Shaw as stated in the minutes.  The Minutes of the meeting held on Monday 11th October were amended, approved and signed.

 

 

 

 

3.0

MATTERS ARISING

 

3.1

Anti-Social Behaviour Officer

 

 

It was noted that the above Officer would now be attending the February Parish Council meeting.

 

3.2

The Caravan

 

 

The Clerk has received further information from both ECC and the District Council regarding the common land.  EALC has forwarded details onto the NALC to see whether they can advise whether or not the Parish Council is responsible for this land and whether they have any comments to make about whether the caravan should have been granted the Certificate of Lawfulness.  The Clerk was also requested to make further enquiries about responsibility and access to the land in question.

 

3.2

School Bus

 

 

It was noted that Mrs S Flack has not heard any feedback from the ECC regarding the walk to school in September.

 

3.3

Street Lights

 

 

One of the street lights in Watts Close has now been repaired.  It was noted that as agreed between meetings, Dunmow Electrical have had to order new bulk heads for the other street light in Watts Close and one outside Hillside bungalow.  It was believed that the bulk heads cost approx. £150 each.  It is hoped that these two lights will be repaired this week.  The Clerk was asked to also report a dimly lit street light outside New House Villas to Dunmow Electrical.

Mill Field Hedge

 

 

UDC has submitted a quote to take the hedge down to approx. 11ft.  As the hedge is extremely overgrown this will cost £1,095+VAT.  The Clerk is currently trying to obtain further quotes.

4.0

FINANCIAL POSITION

 

 

The financial position as at 31.10.04 was as follows: £5,934.99 in the current account and £15,133.89 in the NSB.  Totalling: £21,068.89

 

 

 

 

5.0

VILLAGE HALL CAR PARK

 

 

As agreed at the previous meeting, Mr Ken Rush arranged for a Site Investigation Contractor to carry out a hole investigation within the car park and adjacent, for soak-away advice together with in situ testing.  The fee for this will be £350+VAT.  A further payment of £650+VAT will be required for attending the site on the day, taking site dimensions and levels, designing the car park on the basis of the findings, checking and commenting on the quotations received and carrying out inspections during the works. This was unanimously agreed by all members. 

 

 

 

 

6.0

STANDING ORDERS AND PROCEDURES

 

 

The Chairman read out the suggested additional Standing Orders and Procedures that Mr C Watkins has prepared.  It was requested that these should be distributed to all Parish Councillors prior to the December meeting. If agreed, the new Standing Orders will be adopted at the meeting.

7.0

PLANNING APPLICATIONS

 

 

UTT/1810/04/OP – Outline application for erection of 5 detached dwellings.  Broadgroves Farm, High Easter Road, Barnston.  Mr & Mrs Smith, Bennetts Lane.  This development was considered and the following objections were made:  the land in question is outside the development area, the development would add traffic to an already busy road close to a dangerous junction. Any access to this piece of land would constitute a significant danger to traffic using High Easter Road. It was also believed that irrespective on the number of properties proposed, there would be no merit in the proposal going ahead.  Members also believed that this development would also increase the infill of development between Barnston and Dunmow and would be an increase in urbanisation of the countryside.

UTT/1221/04/FUL – Revised Plans – Change of use in building from car port/store and stabling to residential with car port and associated works and retention of 6 stables within building.  As with the previous plans, members of the Parish Council expressed concern over whether this development is the first stages towards an independent dwelling.  If approval is given it should be as a ‘tied’ accommodation for staff only and that there should be a proviso that no further residential development should be allowed on the site as there is particular concern about traffic on the lane.

 

 

RESULTS:  UTT/1477/04/FUL – Change of use of agricultural land to residential use and erection of 3-bay open fronted garage.  Hoppitts, Onslow Green. It was noted that this application has been refused.

 

 

UTT/1278/04/FUL – Erection of single storey rear extension.  Enlargement of existing shed/outbuilding.  1 Hylands Close, Barnston.  It was noticed that Conditional Approval had been granted.

 

 

UTT/1491/04/LN – proposed single storey extension and erection of garden room.  Associated landscaping.  Demolition of existing brick boundary wall and replacement with new.  Erection of sunroom/potting shed.  It was noted that Listed Building consent has been granted.

 

 

 

 

8.0

CORRESPONDENCE

 

8.1

UDC – Election Charges

 

 

It was noted that the Parish Council election charges for Barnston are £87.09.

 

8.2

ECC – Public Travel Information Survey

 

 

ECC are looking for three residents in each area who use public transport to carry out a survey for them.  Surveys to be distributed to public transport users within the village.

ANY OTHER BUSINESS

 

9.1

Mr G Ball asked whether the Handyman could tidy up the area around the sub-station in Watts Close and the ivy that has grown around the old noticeboard on the bus shelter by The Chase.  It was also requested that the overgrown bushes from a flat in Watts Close are also cut back.

It was noted that a resident had complained about the level of noise coming from the village hall at a recent function.  Mr M LeMasurier agreed to bring this up with the Village Hall Committee.

9.3

Mrs Rothwell has agreed to lay the Parish Council Poppy Chaplet at St Andrews Church on Remembrance Sunday.  It was unanimously agreed that the Parish Council should increase their donation to the Poppy Appeal to £50.00

It was unanimously agreed that the Parish Council would pay for both Mr Townsend and the Handyman’s Christmas dinner again this year as appreciation for the very hard work that they do for the Parish Council throughout the year.
