Minutes of Barnston Parish Council Meeting held on

1.0

ROAD SAFETY

ACTION

 

It was noted that the new speed limit sign has been put up but is has the wrong speed on it.  The replacement sign says 40mph but should be 30mph. The Clerk to contact Highways department regarding this.

Mr R Townsend reported that three accidents had occurred since the last meeting:

  1. Rayfield Hill:  an accident involving an ambulance and a car which hit a tree. 
  2. High Easter Road Roundabout: A car and dust cart collided.  (The Police were involved with accidents 1 and 2.)
  3. The Barnston bends: a car had left the road and pushed the hedge down.

 

 

It was noted that the damaged drains in the village have still not been repaired.

MINUTES

 

 

The Minutes of the meeting held on Monday 14th November were approved and signed.

 

 

 

 

3.0

VILLAGE HALL CAR PARK

 

 

It was noted that quotes have now been received from D K Civil Engineers, P D Stonham and Frank Cooper.  It was unanimously agreed that P D Stonham should be asked to carry out the work as soon as possible for a sum of £14395 + VAT.  It was also confirmed that the Village Hall Committee are able to pay up to £4,000 towards the total costs of the car park.  An invoice has also been received from MB Surfacing for £3,500+VAT for the initial work carried out on the car park.  It was noted that the Clerk has requested a breakdown of this costs prior to payment being made.

CLERK’S REPORT

 

 

Items in the Clerk’s Report this month are being covered under separate agenda items.

 

 

Parsonage Lane – Councillor E Hicks informed members that the District Council enforcement officer has visited Parsonage Farm to find out what types of businesses are operating there.  It is understood that no reply has been received so a subsequent letter has been sent by the Planning department requesting the same information.  Councillor E Hicks agreed to keep the Parish Council informed of any further developments.

 

 

 

 

 

 

 

5.0

FINANCIAL POSITION

 

 

The financial position as at 30.11.05 was as follows:  £16,944.54 in the current account and £4,388.28 in the NSB account.  Totalling: £21,332.82.

 

 

It was noted that the Chairman produced an estimate of what might be considered to be a reasonable precept for next year.  It was noted that although the bank account looks healthy at the present time, almost all of this money will be used up to pay for the Village Hall car park.  It was therefore suggested that the precept should be left unchanged at £14,000 for 2006/07.  This was unanimously agreed by all.

WATT’S CLOSE PLAY AREA LEASE

 

 

It was noted that Mrs Hamilton has written to the Parish Council agreeing to extend the lease of the Watts Close play area for a further 25 years at the same minimal rate.  It was requested that the Parish Council pay any fees for the renewal.  This was unanimously agreed by all.

MINOR MATTERS FOR IMMEDIATE ATTENTION

 

7.1

Highways Work Gang - It was suggested that a request could be made to Highways department to extend the hard edge of kerb outside Lantern Cottage to prevent HGV’s clipping the edge of the lawn.  This was unanimously agreed by all

It was also suggested that a request could be made for the Rayfield Close footpaths to be re-surfaced.  This was also agreed by all Parish Councillors.

 

7.2

It was unanimously agreed by all members of the Parish Council that both Mr R Townsend and Mr G Bruneau should be given £25 as appreciation for all the hard work that they have undertaken on behalf of the Parish Council over the past year.

Traffic Matters – Pedestrian Crossing.

A130 traffic survey.

 

 

 

 

9.0

PLANNING APPLICATIONS

 

 

UTT/1995/05/FUL – Proposed single storey side and rear extension - The Dog House, Albans, High Easter Road, Barnston.  This application was considered and there were no objections raised.

 

 

UTT/1928/05/FUL – Erection of cart lodge/store and garden shed – Albans, High Easter Road, Barnston.  This application was considered and there were no objections raised.

 

 

P/A/2/14/33 – Agricultural & Forestry Determinations – general Purpose Agricultural Building at Broadfields Farm, Barnston.  This application was considered and there were no objections raised.

 

 

UTT/1862/05/FUL – Amendments to existing approval UTT/0056/03/FUL including roof accommodation, two dormer windows, roof light and changes to elevations.  Poplars, High Easter Road, Barnston.  This application was considered and there were no objections raised.

 

 

RESULTS:  UTT/1528/05/FUL – New pitched roof over kitchen to rear - Helm Crag, High Easter Road, Barnston.  It was noted that this application has been granted planning permission.

 

 

APPEALS

 

 

UTT/0172/05/OP – Erection of buildings to comprise an industrial workshop/storage building, office building, staff welfare building and cart shed; removal of 5 no. existing buildings.  Mawkinherds Farm, Wells Tye Green, Barnston.  It was noted that the Parish Council wishes to support this application as it is good for local employment.

Poppy Appeal – It was noted that a letter of appreciation has been received.

 

 

Uttlesford Citizen’s Advice Bureau.  It was unanimously agreed that £50 should be donated to this worthy cause.
