Minutes of Barnston Parish Council Meeting held on

Monday 14th March 2005 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

1.1

A copy of a letter sent from David Westcott to Councillor Bass was read out.  Mr D Westcott states that when he was a member for the Dunmow Division he always made a point that he was concerned that once the new A120 is open the volume of traffic through Barnston would increase.  At the time, the Chairman of Highways implied that the intention would be to down-grade the existing A130 and make the A131 the strategic route from Chelmsford to the new A120.  It is understood that Barnston and Ford End were dropped from the programme for future by-passes as it was believed at the time that the opening of the new A120 would make this unnecessary.  It was also understood that the Great Leighs by-pass would be completed by the time the new A120 opened, making this the strategic route.  Mr Westcott insisted at the time stating that this could only be achieved if a weight restriction is put on the down-graded A130.

 

1.2

It was understood that the HGV advisory route signs will be put up shortly.  Mrs S Flack agreed to speak to Highways with regard to the timescale.

It was also noted that the Parish Council has been sent a copy of a letter sent from a local resident to Essex Highways department regarding the recent traffic volume survey that has been carried out.  The resident is extremely concerned about the increase in HGVs, noise and pollution through the village. It was agreed that the Clerk should write to Councillor Bass highlighting these concerns and to ask what else can be done between now and the next survey which is due to be carried out once the new A120 has been open for one year.

It was noted that a letter had been received to confirm that Essex Highways are looking into the poor visibility at the Dunmow South slip-road.

MINUTES

 

 

The Minutes of the meeting held on Monday 14th February 2005 were approved and signed.

 

 

 

 

3.0

MATTERS ARISING

 

3.1

Play Area

 

 

Acorn Services have been asked to carry out the Watts Close roundabout.  It is hoped that a site meeting will be arranged with Mr Jaggard very soon to discuss the problem with drainage in the play area.

Village Hall Car Park

 

 

The Village Hall has now been given a copy of the quotation from M.B. Surfacing together with the Parish Council’s offer to pay 80% towards the costs.  Awaiting a reply.

 

3.3

Best Kept Village Competition

 

 

Mrs S Flack stated that only two people sent back comments regarding the competition entry.  These comments would now be used to compile the Parish Council’s entry into the competition.

3.4

Street Lights

 

 

It was noted that a reply had been received from the insurance company of the driver who knocked down the street light in High Easter Road.  They say that they will be happy to reimburse the cost of repairs once the work has been carried out.

 

 

 

 

4.0

FINANCIAL POSITION

 

 

The financial position as at 28.02.05 was as follows:  £149.34 in the current account and £15,388.28 in the NSB account.  Totalling: £15,537.62.  £5,000 will be transferred from the NSB a/c to the current a/c on 17th March.

 

 

 

 

5.0

ESSEX COUNTY COUNCIL GRANT

 

 

Mrs S Flack stated that Essex County Council has agreed to give £1,000 to all Parish and Town Councils in Essex.  Initially the money was to be used towards IT equipment but it is now believed that the money can be used towards a number of things to benefit each village.  It was suggested that suggestions on how it should be spent should be invited in the next news letter.

 

 

 

 

6.0

PLANNING

 

 

UTT/0172/05/OP – Erection of industrial workshop, storage, office & staff welfare buildings; removal of 5 no. existing buildings.  Mawkinherds Farm, Wellstye Green, Barnston.  This application was considered and there were no objections made providing that all of the trees remain.

UTT/0203/05/FUL – Erection of detached garden room/greenhouse/potting shed.  Taverners, Onslow Green, Barnston.  This application was considered and there were no objections made.

 

 

UTT/0377/05/FUL – Single storey rear extension – 42 Barnston Green, Barnston.  This application was considered and there were no objections raised.

 

 

THE CARAVAN – BISHOP’S GREEN, BARNSTON

 

 

It was noted that the Land Registry has received an application from the occupier of the caravan at Bishop’s Green to register the land upon which his caravan stands as owned by him.  The District Council has no objection to the land being registered.  It was unanimously agreed that the Parish Council should strongly object to this and should also lodge their objections with Head of ECC Legal Services and Councillor David Finch.

RESULTS:  UTT/2122/04/FUL & UTT/2123/05/05/LB – Erection of two storey side extension; front porch; insertion of front door & two windows; two dormer windows to front and internal works associated with above.  It was noted that these applications have been granted permission subject to conditions.

 

 

UTT/2153/04/FUL – Proposed infilling o area between dwelling and garage to provide covered walk through area.  Medhurst, High Easter Road, Barnston.  It was noted that these applications have been granted permission subject to conditions.

 

 

UTT/0089/05/FUL –Two storey side extension and alterations.  8 Barnston Green, Barnston.    It was noted that this application has been granted permission subject to conditions.

 

 

 

 

7.0

CORRESPONDENCE

 

7.1

UDC – Concession Card for Leisure Connection

 

 

It was noted that the take up on the above scheme has been disappointing.  It was agreed that the scheme should be advertised on the notice board.

Stop Stansted Expansion

 

 

Representatives from the above campaign wish to attend a Parish Council meeting to update members and the community with the progress in the campaign.  It was agreed that a meeting would not be necessary at this point but wished to be kept in touch with their efforts.  When more specific news is available, a meeting should be arranged.

EALC  - Chairman’s Day

 

 

Mr R Burlend expressed an interest in attending this course on 24th March.  It was noted that the course costs £41 and that there are only a few places left.  The Clerk was asked to check availability and report back to the Chairman.

8.0

ANY OTHER BUSINESS

 

8.1

It was noted that there has been several unpleasant incidents in the village recently.  A resident’s car has been purposely scratched; the Handyman has reported that somebody is using one of the bus shelters as a public convenience on a daily basis.  It was agreed that the Handyman must be properly equipped if he is to be expected to clean this on a regular basis.  Mr G Ball agreed to look into this.  It was agreed that a portable hose, disinfectant etc. should be purchased for this purpose.  It was also noted that mud is being thrown over the seat in The Chase bus shelter.  It was agreed that the Handyman should be asked to clean this away.

8.2

It was agreed that the number of signs and cars at the Bushel & Sack Hotel have increased again.  Some of the signs are obstructing the footpath.  It was agreed that the Clerk should write to the District Council about this.
