Minutes of Barnston Parish Council Meeting held on

Monday 14th November 2005 at Barnston Village Hall

Representatives from Margaret Roding, Leaden Roding, High Roding, High Easter, Hatfield Heath and Great Hallingbury Parish Councils attended the meeting for Item 1.

One member of the public attended the meeting for Items 1 and 2.

 

1.0

SPEED  WARNIN SIGNS

ACTION

 

Councillor S Flack invited representatives from the above Parish Councils to attend the meeting to discuss the possibility of purchasing a number of mobile speed warning signs to be shared between the parishes.  It was noted that Cllr. R Bass is currently looking at drawing up a protocol for the use of the solar powered signs which can be placed on a fixed pole and is looking to make them available to parishes.  It is understood that each sign costs approx. £5000.  If all villages represented contribute £500 each towards purchasing the signs, Highways department would be willing to contribute £1500 towards each sign.  Councillor S Flack stated that Highways would accept responsibility for the signs including siting, relocation and maintenance.   The exact location of the poles would need to be agreed between the Parish Councils and Highways department

Councillor S Flack suggested that there should be more than one sign in some villages.  It was agreed that this should be left to Highways to make the final decision on what is acceptable.

The question of whether Highways department would be responsible for erecting the mounting poles was raised.  It was believed that this would be the case but would need to be confirmed.  Councillor S Flack agreed to ask each Chairman about the preferred positioning prior to getting Highways to do the work.

 

It was unanimously agreed by all representatives that a request for such signs should be made.  Councillor S Flack agreed to speak to Councillor R Bass about purchasing four signs and would report back as soon as possible.  If the request is accepted, the next stage will be to agree where and when the signs are to be used.   Councillor S Flack agreed to enquire how often the signs would be moved.

If the message can be altered to read ‘Slow Down’, Canfield will also consider joining the scheme.

It was also suggested that a grant should be applied for through the Stansted Community Fund.  Cllr. S Flack agreed to look into this.

2.0

ROAD SAFETY

 

 

It was noted that no accidents have occurred since the last meeting.

 

 

The speed limit sign which was knocked down earlier in the month has still not been replaced.

Mr G Ball suggested that the Parish Council should arrange for a contract to cut back some of the overhanging trees around street lights in the village.  The Clerk to investigate.

Mr R Townsend stated that the verges from Onslow Green through to the village, including Parsonage Lane have now been cut back

 

2.1

The Chairman informed members that despite several requests to Highways department for the results of the after study survey of traffic through the A130 the results were still not available.  Councillor S Flack agreed to take this matter up with Councillor R Bass.

 

2.3

Following last month’s meeting, it was noted that the Parish Clerk has contacted the District Council to see whether road signs for Chelmsford Road could be put up in the village.   A site visit has been made by John Bradford from the District Council and he has suggested that a sign is put up at the bottom of the hill by the new A120 roundabout and another at the other end of Barnston close to the 40mph signs.  This was unanimously agreed.

3.0

MINUTES

 

 

It was noted that the results from planning application UTT/1041/05/FUL should read 6 no. rooflights and not floodlights.  This was amended and the Minutes of the meeting held on Monday 10th October were approved and signed. 

 

 

 

 

4.0

VILLAGE HALL CAR PARK

 

 

It was noted that a quote from P.D. Stonham has now been received. It was noted that the Village Hall Management Committee are still willing to contribute 20% towards the final cost of the car park up to a maximum of £4,000.  Councillor S Flack suggested the Village Hall Committee should apply for a grant through the Stansted Airport Community Fund.  Some concern was raised over laying the tarmac during the very cold weather and it was suggested that this might be better left for a while.  Councillor S Flack informed the Clerk of another contractor to contact for another quote.

Land Registry

 

 

It was noted that a letter has been received from Land Registry inviting Parish Councils to consider the possibility of voluntary first registration of their landholdings.

 

5.0

CLERK’S REPORT

 

5.1

Parsonage Lane - County Highways department has asked for the results of the residents survey concerning the Parsonage Lane traffic control barrier.  Opinion is divided among those residents who replied.  It was suggested by Mr M LeMasurier that Parsonage Lane is adopted as a ‘quiet lane’ and appropriate signs are put in place.  Members doubted whether this would do any good.  Councillor E Hicks agreed to ascertain from the District council the results of the enquiries into activities at a property in Parsonage Lane.  As a decision can’t be agreed between residents it was agreed that this should be put on hold for the time being.

5.2

HRS School Bus

 

 

It was noted that a log of incidents involving the Helena Romanes School bus to has been submitted to County Transport department.

 

5.3

Affordable Housing Scheme – Watts Close – It was noted that the Parish Council has emailed a response to the District Council outlining it’s main concerns regarding such a development on the suggested site.  These being: the impact the development would have on neighbouring properties and whether the owner of the garage is going to be compensated or is the lease of land due to expire?  It was believed by all members that an application for planning permission will need to be made.

 

5.4

Play Area Goal Posts – It was noted that the Clerk is unable to submit the application form for a grant towards the goal posts in both play areas at the moment as the leases need to be renewed.  Once the paperwork has been arranged, the application forms will be submitted.

 

6.0

FINANCIAL POSITION

 

 

The financial position as at 31.10.05 was as follows:  £17,508.67 in the current account and £4,388.28 in the NSB account.  Totalling: £21,896.95.  It was noted that the Village Hall Management Committee are increase the Parish Council’s hire charges to £25 per session.  It was also noted that a request for the Parish Council’s precept for 2006/07 has been received.  The Chairman agreed to look at the accounts and draw up a list for the next meeting. 

It was noted that a cheque for £235 has been received as reimbursement for the power to the street light in High Easter Road that was knocked down last November.

7.0

JUST LAMPS STREET LIGHTING CONTACT

 

 

It was noted that Just Lamps have sent through an offer to maintain the Parish Council’s lamps on a maintenance contract for three years for £38.75 per month.  Includes cleaning and testing all light fittings and replacement of any defective parts but not the replacement parts themselves.  Cost of a lamp £8.95 and a photocell £10.37.  Once under contract they aim to attend to faulty lights within 48 hours.  £45 for call out.  This was unanimously agreed by all.

MINOR MATTERS FOR IMMEDIATE ATTENTION

 

 

Agreement had been made between meetings to donate £50 to the Poppy Appeal.  Mrs H Rothwell had laid the poppy wreath at St Andrew’s church on Remembrance Sunday.

 

 

 

 

9.0

PLANNING APPLICATIONS

 

 

UTT/1800/05/LB – Internal and external alterations including fenestration, doors and roof.  Barnston Hall Stud, Parsonage Lane, Barnston.  This application was considered and there were no objections raised.

 

 

UTT/1756/05/FUL – Demolition of existing rear lean-to and erection of single storey rear extension.  Albans, High Easter Road, Barnston. This application was considered and there were no objections raised.
