Minutes of Barnston Parish Council Meeting held on

Monday 10th July 2006 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

 

Various Parish representatives plus Chris Stoneham from Highways attended for item 1.0 of this meeting to discuss variable message signs.  Cllr Flack agreed to email the Parishes requesting that they respond with possible locations for the variable message signs.  Highways will then carry out a survey to check that the locations supplied by the Parishes meet the criteria set by Highways.  Parishes are also requested to confirm to Cllr Flack that they are willing to make a contribution to these signs.

The Council received a copy letter from Cllr Bass to a resident which mentions declassification of the A130.  RB to write to Cllr Bass asking for clarification of the points in the letter to the resident.

It was noted that the ‘bend sign’ between Onslow Green and New House Villas has been replaced.

 

 

Highways advised on 29th June that a contractor has been authorised to repair the deer fence on the left hand-side of the grade separated junction.

 

 

The Council unanimously agreed to submit a formal request to Highways for the design of a Pedestrian Refuge Island.

The Minutes of the meeting held on Monday 12thJune 2006 were approved and signed.

 

3.0

CLERKS REPORT

 

3.1

Play Areas:

 

 

UDC has verbally confirmed that work can go ahead on the trees at Watts Close.  Once written confirmation is received, Clerk will arrange for work to be carried out.

Still waiting for the Village Hall Play Area lease to be finalised.  Clerk to chase.

The price to repair the roundabout at Watts Close play area was excessive with no guarantee that it would put it right.  Clerk to look at the possibility of replacing the roundabout possibly with the aid of a grant which is currently being investigated.   Repairs to the trim trail at both the Village Hall and Watts Close play areas are currently being arranged.

The Council unanimously agreed to look the cost of repairing/replacing the fencing to a greater height at the Village Hall Play Area as a result of a letter from a resident.

It is understood that UDC will serve a Planning Contravention Notice, section 171 Town and Country Planning on the Bushel and Sack Pub because of the parking issues and structure attached to the building.  Issues concerning rubbish and smells are currently being investigated.

Street lights to be repaired are at the end of Rayfield Close footpath near the A130 and at the end of The Chase.

Letter written to owners of 6 Rayfield Close concerning hedge.  It was noted that they had kindly cut it back.

It was unanimously agreed to put up a notice on the notice boards about the local Toddler Group that is held in the village hall.

Village Hall Car Park Barrier – The Council unanimously decided that they were not in favour of a barrier at the entrance to the car park at this time.

 

3.8

Speed Gun – Several Parishes donated money towards a radar speed detection gun for Police use some years ago and Councillors would like to know what has happened to it.

Drain near Bus Stop – This drain has recently been mended by Highways but does not appear to have been repaired properly.  Clerk to inform Highways and ask for it to be repaired properly.

Clerk to write letter to owners of 5 Rayfield Close requesting they move their recycle bins on to their property and not keep them on Parish property.

4.0

FINANCIAL  POSITION & NOTICE OF AUDIT

 

 

The financial position as at 30.06.06 was as follows: £6,735.39 in the current account and £726.44 in the NSB account.  Totalling: £7,461.83.    

 

4.1

It was unanimously agreed to donate £50.00 to Homestart Uttlesford

 

4.2

The Clerk advised that the Annual Audit papers had been returned to the Auditors.

 

4.3

It was unanimously agreed to give Kate Coyne £25 for undertaking the Annual Internal Audit for the Parish Council.

 

5.0

ITEMS FOR THE NEXT AGENDA

 

 

Relevant Matters Arising from this meeting would be put on the Agenda for next month’s meeting.

 

6.0

PLANNING APPLICATIONS

 

 

UTT/1005/06/FUL – Erection of two storey side extension, rear conservatory and detached garage.  19 Barnston Green, High Easter Road, Barnston.   This application was considered and there were no objections raised.

 

 

UTT/1029/03/FUL/UTT/1115/06FUL – Removal of condition C.90B attached to UTT/1029/03/FUL (the existing dwelling and buildings shown on the approved plan to be demolished shall be removed from the site within one month of the first occupation of the new dwelling). The Courtyard, Onslow Green, Barnston.  This application was considered and there were no objections raised subject to the building not being used as a dwelling in the future.

 

 

Applications for works to trees subject to a preservation order –

TPO7/94 –Crown reduce 1 no. Ash by 50%, Crown thin 1 no. Oak by 30%, Crown reduce 1 no. Hornbeam by 30%.  Playing Field, Watts Close, Barnston.  This application was put forward by the Parish Council
