Minutes of Barnston Parish Council Meeting held on

Monday 12th June 2006 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

 

Mr R Townsend reported that there had been an accident past the school house just before the Barnston Bends involving a car that had left the road and hit a tree stump.

 

 

Mr R Townsend also reported that the hedge at the top of Parsonage Lane was overgrown. 

 

 

It was reported that a request had been sent to Highways to replace the ‘bend sign’ between Onslow Green and New House Villas.

A request has been sent to Highways to repair the deer fence on the left hand-side of the grade separated junction.

Highways have been requested several times to supply draft plans for a Pedestrian Refuge Island

It was reported that a letter has been sent to Cllr Stephen Castle requesting a meeting regarding the School Bus – awaiting a response

MINUTES

 

 

The Minutes of the meeting held on Monday 8th May 2006 were approved and signed.

 

 

 

 

3.0

CLERKS REPORT

 

3.1

Play Areas:

The fence at the Watts Close play area has now been replaced.

 

 

A second quote has been received for work on trees at Watts Close play area.  UDC to confirm if these trees have preservation orders on them.  If yes, we will contact UDC Planning Department who will need to approve the recommendations before work can be carried out on the trees.

It was reported that we cannot apply for a grant for football posts until both play area leases are renewed.  Still waiting for the Village Hall lease to be finalised.

Annual Health and Safety Inspection has highlighted that work needs to be undertaken on the roundabout at Watts Close play area.  It was agreed that the Clerk will obtain a price to repair roundabout but also look at the possibility of replacing the roundabout which may be able to be done under a grant which is currently being investigated.  It was also reported that one of the logs on the trim trail was broken at Watts Close.  A price to repair this will also be sourced.

3.2

Civic Amenity Scheme:

It was reported that a letter was written to UDC requesting reinstatement of Civic Amenity Site at Hoblongs Industrial Estate – UDC advised that they did not own the land at Hoblongs and were moved off of the site to make way for the new hotel which is currently being built.  They do not own any land in the area that is a suitable alternative.

 

3.3

It was reported that a letter had been written to owners of Millers requesting that the hedge be cut back near the village sign

It was reported that Mr R. Burlend has received a reply from Cllr Rodney Bass.  Cllr Rodney Bass is prepared to meet representatives from the PC.  The PC unanimously agreed to meet him at County Hall.  Representatives from the Council attending would depend on date and time of meeting.

 

3.5

Mr G. Bruneau has agreed to hold Poop Scoop Bags if the scheme goes ahead, and also Rubbish Sacks and plastic medical bottles.

 

3.6

It was reported that the hedge at 6 Rayfield Close was very overgrown.  It was unanimously decided that the Clerk should write to the owner and ask them to cut back the hedge.

 

4.0

FINANCIAL  POSITION & NOTICE OF AUDIT

 

 

The financial position as at 31.05.06 was as follows:  £5,087.06 in the current account and £726.44 in the NSB account.  Totalling: £5,813.50.  A copy of the completed annual return was handed to all members together with copies of bank statements.  It was noted that the total cash balance as at 31.3.06 was £5,266.00.  The accounts and statement of assurance were approved by all members of the Parish Council and signed by the Vice Chairman and Clerk.

 

4.1

VAT Return – It was reported that a sum of £2,966.99 had finally been received for 2005/6.

 

4.2

It was noted that E.On Energy has increased the UMS electricity price to £760.07.

 

4.3

It was unanimously agreed to send the Clerk on a ‘Clerks Induction’ course at a cost of £50.00

 

4.4

It was unanimously agreed to send Mrs H Rothwell flowers as she has been unwell.

 

5.0

ITEMS FOR THE NEXT AGENDA

 

 

Relevant Matters Arising from this meeting would be put on the Agenda for next month’s meeting.

 

 

 

 

6.0

PLANNING APPLICATIONS

 

 

UTT0743/06/OP – Demolition of existing buildings (total 7 including portacabins) and erection of workshop and storage buildings.  Mawkinsherd Farm, Wellstyle Green, Barnston.   This application was considered and unanimously supported by the Parish Council.  There were no objections raised.

 

 

PLANNING RESULTS

 

 

UTT/0597/06/FUL – Single storey front extension. New pitched roof over garden. 23 Barnston Green, Barnston.  It was noted that this application has been granted.

 

 

UTT/0641/06/FUL – Erection of a conservatory to front elevation.  Snaefell, High Easter Road, Barnston.  It was noted that this application has been granted.

 

 

UTT/0645/06/LB – Demolition of brick façade and exposure of original fire place and repair.  Removal of modern beams and archway and re-instatement of original features in kitchen.  Sholdo Hall Farm, Onslow Green, Barnston.  It was noted that this application has been granted.

 

 

UTT/0222/06/FUL – Erection of a storage building.  Medhurst, High Easter Road, Barnston.  It was noted that this application has been refused.
