Minutes of Barnston Parish Council Meeting held on

Monday 13th February 2006 at Barnston Village Hall

1.0

APPOINTMENT OF PARISH CLERK

ACTION

1.1

Following Mrs Ceri Weston’s resignation, the Chairman stated that Mrs Delyse Jackaman had applied for the post of Parish Clerk.  Her appointment was Proposed by Mrs P Singleton and Seconded by Mrs S Sellens.  Mrs C Weston agreed to assist the new Clerk until the handover period is complete.   A letter to the NSB and a new mandate form for the HSBC were signed by both the outgoing and incoming Clerk.

 

 

 

 

2.0

SCHOOL BUSES

 

 

The Chairman informed members that a letter has been sent to all parents of children entitled to free transport from Barnston to schools in Dunmow informing them that Essex County Council have decided that the route from Barnston to the schools in Dunmow should “now be considered available to be walked accompanied as necessary and that from September 2006 free transport will not be made available to residents affected by this route”.

It was with regret that the Chairman informed both members of the Parish Council and the public that the matter could not be discussed at this meeting as more than 50% of Parish Councillors have a prejudicial interest in the matter.  Members signed individual letters addressed to the Head of Legal Services at the District Council to apply to be able to talk and vote under a dispensation on the matter of the provision of free school buses from Barnston to Dunmow.  The matter would be added to the agenda for the next Parish Council meeting.  It was suggested that a special meeting could be arranged for a future date inviting local residents to attend.

 

 

 

 

3.0

ROAD SAFETY

 

 

Mr R Townsend reported that there has been one accident at the top of Kiln Lane since the last meeting.  No other details were available.

 

 

It was noted that the new road signs for the Chelmsford Road have been put up.

 

 

It was noted that the trees overhanging the street lights in the village and the damaged drains have been reported to Highways department but dates are not yet available for when the work will be carried out.

 

 

 

 

4.0

TRAFFIC MATTERS –

 

3.1

A120/A130 After Study Survey Results -

 

 

The Chairman informed members that following a great deal of campaigning to have the impact of the A120 fully assessed, County Highways has issued a press release confirming that additional traffic has been attracted to the A130 through Barnston since the opening of the new A120.  Traffic levels have increased from 10,100 a day to 10,700, including an increase of 100 goods vehicles to 870 a day.  It was noted that the County Council acknowledges that the recently implemented advisory route for large goods vehicles to use the A120/A131 to and from Chelmsford may need to be reinforced by further action.  It was also noted that Cllr Bass is minded to make an application to the Department of Transport for a reclassification of the A130 to a B road.   

It was agreed that the Parish Council should wait to see what the County Council are planning to do next and make another request for the survey figures.

 

3.2

Pedestrian Refuge Island – A130

 

 

Members of the Parish Council expressed concerns about the safety of pedestrians standing on a refuge island in the middle of the carriageway.  It was unanimously agreed that Highways should be asked to draw up plans for the island to enable the Parish Council to make a decision.  It was also confirmed that the Clerk has written to Highways department requesting that Barnston is put on the reserve list for a pedestrian crossing in the future.

The Minutes of the meeting held on Monday 9th January 2006 were approved and signed. 

 

 

 

 

6.0

CLERK’S REPORT

 

6.1

It was noted that the surfacing of the Village Hall car park has now been completed by P D Stonham Ltd although an invoice is yet to be submitted.  The Clerk was asked to chase up the invoice to enable the Parish Council to claim back the VAT this financial year.  It was also noted that MB Surfacing have not re-submitted their invoice for the first part of the work undertaken.  The Village Hall Committee has contributed £3000 so far towards the work – further money may be requested depending on the total payment for the work carried out by both contractors.

6.2

It was noted that following the Clerk’s visit to Holmes & Hills solicitors, it is believed that the cost for each lease to be renewed will be in the region of £200-£300.  It was agreed that further quotations should be sought before a decision is made.

6.3

The Clerk informed members that the District Council can provide salt bins at a cost of £300 each.  Once purchased, Highways department would be responsible for keeping the bins topped up with salt.  Providing the salt is used by individuals on a self-help basis and that the Parish Council does not contract anybody to scatter the salt when icy, the Parish Council would not be liable for any accidents.  It was agreed that once approval has been gained from residents in the vicinity, three salt bins should be purchased – one by the mini roundabout, one at Millers junction and the other at the Barnston Green junction.

It was unanimously agreed that the Parish Council should subscribe to the UALC for a one-year trial at a cost of £25.00.

7.0

FINANCIAL POSITION

 

 

The financial positions as at 31.01.06 were as follows: £19,040.97 in the current account and £4,388.28 in the NSB account.  Totalling £23,429.25.  This includes £300 contribution towards the Village Hall car park from the Village Hall Committee.  The Chairman informed the meeting that the annual audit has finally been approved but that there would be a small additional charge for the extra work.

 

 

 

 

8.0

MINOR MATTERS FOR IMMEDIATE ATTENTION

 

 

It was noted that a street light outside 13 Berners End is not working properly.  The Clerk was asked to report this to Just Lamps.

Planned Parish Visits – It was agreed that Highways department should be asked to add the pavement outside 33 Rayfield Close and the sunken drain outside Attwood House, Berners End to the list of jobs to be carried out by Highways department.  It was suggested that members of the Parish Council should inform the Clerk of any other jobs that could be included on the list.

The Clerk informed members that the District Council would like to know whether the Parish Council are interested in paying for manned civic amenity skips to visit the village during 2006.  It was unanimously agreed that providing the Village Hall is available on the scheduled dates, skips should be booked for full days at a cost of £163.80 per visit.  It was agreed that the skip should be placed on the grass rather than the newly surfaced car park if possible.

PLANNING RESULTS

 

 

UTT/0170/06/LB – Replacement of existing windows with single glazed timber frames to same design and dimensions as existing.  Albans, High Easter Road, Barnston.  This application was considered and there were no objections raised.

UTT/0222/06/FUL – Erection of storage building.  Medhurst, High Easter Road, Barnston.  This application was considered and concern was expressed over the proposed location of the storage building behind a neighbouring property.  Members requested that permission should only be granted if the building is relocated nearer to Medhurst.

UTT/0077/06/FUL – Proposed single storey side extension.  27 Watts Close, Barnston.  This application was considered and there were no objections raised.

RESULTS:  UTT/1995/05/FUL – Proposed single side and rear extension.  The Dog House, Albans, High Easter Road, Barnston.  It was noted that this application has been granted.

UTT/1928/05/FUL – Erection of cart lodge/store and garden shed.  Albans, High Easter Road, Barnston.  It was noted that this application has been granted.

UTT/1996/05/LB – Proposed single storey side and rear extension.  The Dog House, Albans, High Easter Road, Barnston.  Granted listed building consent.

UTT/1862/05/FUL – Amendments to existing approval UTT/0056/03/FUL including roof accommodation, two dormer windows, roof light and changes to elevations.  Poplars, High Easter Road, Barnston.  It was noted that this application has been refused.

APPEAL RESULTS:  APP.C1570/A/05/1190542 – Sakers, The Chase, Barnston.  It was noted that the Inspector has allowed the appeal.

UDC Parish Review – It was noted that proposals have been made to create a new parish at Oakwood Park, Little Dunmow.
