Minutes of Barnston Parish Council Meeting held on

Monday 13th March 2006 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

 

 

1.1

Mr R Townsend reported that he was not aware of any accidents since the last meeting.

 

 

 

1.2

A request was sent to Highways on 2nd March to replace the speed/village name sign on A130 at beginning of village as you come from Gt. Dunmow.

It was reported that a letter has been sent to Highways requesting draft plans to be drawn up for a Pedestrian Refuge Island.  Members of the Parish Council have requested to see these draft plans before a final decision is taken on whether to proceed with Island.

 

 

 

2.0

Planned Parish Visit

 

 

 

 

Works around the village are due to be undertaken in October.  Members are to report back with a suggested list of works over the next couple of months.

MINUTES

 

 

 

 

The Minutes of the meeting held on Monday 13th February were approved and signed.

 

 

 

4.0

VILLAGE HALL CAR PARK

 

 

 

 

It was noted that invoices have been received from both PD Stonham Ltd for £16,914.31 including VAT and MB Surfacing Ltd £4,021.28 including VAT. Council Members had already agreed to pay the PD Stonham invoice and also agreed to pay the MB Surfacing invoice. The Village Hall Committee has been requested to contribute a further £1,000 to the cost of the car park.

 

 

 

5.0

CLERK’S REPORT

 

 

 

5.1

The Clerk informed members that she obtained two further quotes to renew the Play Area leases.  One from Stanley Tee & Co for approximately £150 for the two leases and the other from Kate Coyne for the same amount.  It was decided to proceed with Kate Coyne.

5.2

Salt Bins – Members decided to site the bins at the following locations:

1. Barnston Green junction

2. Millers Close junction

3. On the corner by the mini roundabout

  The Clerk is to write to residents near bins for their comments.

5.3

It was noted that Civic Amenity Scheme dates have been agreed for skips to be in the village hall car park on the following dates:

Saturday 13th May 2006 8.00am – 11.30am

Sunday 30th July 2006 8.00am – 4.00pm

Saturday 11th November 2006 12.30pm – 4.00pm

We have requested that the skips are sited on the grass at the front of the car park next/near to the street lamp so that it does not cause any damage to the new car park surface.

 

Cllr Hicks reported that there is a meeting on 26th April 2006 at the Council Offices in Great Dunmow to discuss the town’s Civic Amenity Site.

Mr G Ball reported that UDC is expected to implement a 3 bin scheme which is due to be rolled out across the County from the South in the Summer.

 

 

 

5.4

Survey Results – The Clerk and R. Burlend are chasing for these results on a regular basis – expected soon.

6.0

FINANCE

 

 

 

 

The financial positions as at 28.02.06 were as follows:  £1,189.12 in the current account and £726.44 in the NSB account.  Totalling: £1,527.28.  There is also £4,000 that has come from the NSB account and is waiting to clear into the current account so the actual total is £5,527.28. 

It was noted that the rent for the garage will be increased from 3rd April 2006 to £8.46.

A letter changing the address for correspondence from HSBC to the new Clerk’s home address was signed.

A form from the NSB account was signed changing the signatures of this account to include the new Clerk.

 

 

 

7.0

MINOR MATTERS FOR IMMEDIATE ATTENTION

 

 

 

7.1

Three sunken drains need to be reported to Highways.  The locations are just before the Bushel & Sack on entry into Barnston, near the Old School House and outside New House Villas.

It was noted that Cllr S. Flack should be asked what the latest position was regarding the purchase of shared speed cameras.

 

There might be the possibility of a grant from UALC.  Clerk to investigate.

PLANNING APPLICATIONS

 

 

 

 

UTT/0302/06/FUL – Proposed stable with stair access and 3 No windows.  Barnston Hall Lodge, Parsonage Lane, Barnston.  This application was considered and there were no objections raised.

UTT/0252/06/LB – Replace two windows on rear elevation with French doors. Installation of stair case to create first floor bedroom/study/bathroom area.  Replacement chimney and windows.  Barnston Hall Stud, Parsonage Lane, Barnston.  This application was considered and there were no objections raised.

CORRESPONDENCE

 

 

 

10.1

UDC – Wild Plants and Your Village Green – it was agreed at the meeting to see if it would be possible to get any funding to plant some wild plants at Wellstye Green.

UDC – Local Development Framework Workshop – R. Burlend to attend this workshop.

 

 

 

10.3

Parish and Town Councils Liaison Meeting – Graham Ball reported that UDC are reorganising its Revenue Collection.  They will not be accepting cash any more, but people wishing to pay by cash will be able to do so at  the Post Office – Advertising expected to follow nearer to change.

 

 

 

10.4

Uttlesford Buffy Bus Association – It was agreed that a donation of £100 would be sent to the Association.
