Minutes of Barnston Parish Council Meeting held on

Monday 13th November 2006 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

 

Mr R. Townsend reported that a car had gone off of the road near Newhouse Villas and damaged the verge, hedge and a gate.

 

 

Mr R. Townsend also reported that the top of the sign at Parsonage Lane was missing.  Clerk to arrange for sign to be repaired.

Pedestrian Refuge Island – The Clerk has been in contact with Highways numerous times but has had no response as yet.  Clerk to continue chasing.

The large dips on the A130 on both sides of the road between the Bushel and Sack and Buttles were repaired on the 7/8/9/10 November. 

 

 

The Chevrons at the Barnston Bends were cleaned on the 17th October.

 

 

Speed Camera – The Clerk has been advised that the camera was on loan to a Probation Unit.  It has now been requested that the Unit return the Speed Camera to Dunmow where it will be used by the local Police Community Safety Officers.

 

 

Hedge at Parsonage Lane – The overgrowth has started to die back now that we have had a couple of frosts so no action to be taken at present.

 

 

The pothole at the junction of Barnston Green and the High Easter Road has been repaired.

 

 

Road proposals (Chelmsford North East Study) - The Council unanimously agreed to support Option D as it was considered that this option would help to reduce traffic in the village.  Clerk to advise Essex County Council.

MINUTES

 

 

The Minutes of the meeting held on Monday 9th October 2006 were approved and signed.

 

3.0

CLERKS REPORT

 

3.1

Play Areas:

 

 

Watts Close – The area behind the houses in the play area has now been cleared and letters written to residents asking them to help keep the area clean.  It was unanimously agreed by the Council to put in a stile/side gate in the opening.  The Council would also like to thank George Bruneau, Eric Gould and Willy Bell for helping to clear the area.  Clerk to write letters.

The Football Club has kindly lent the Parish Council a pair of Mini Soccer football posts for the Watts Close Play Area.  These have now been firmly anchored into the ground.  The Handyman will be asked to paint the posts.  Clerk to write to the Football Club and say thank you.  Thanks also to the Councillors, John Jackaman and George Bruneau who helped collect and install the football posts.

Leases – Village Hall lease is now with the Land Registry.  Clerk to keep chasing.

3.2

It is understood that UDC are proceeding with planning enforcement action against the owners of the Bushel and Sack Pub – no new information has been received.

 

3.3

5 Mill Field – A query regarding the field at the back of the property has been raised and UDC will investigate and let Council know the outcome – chased 1/11/06, expect a response by the December meeting. Clerk to chase.

The wooden post between Salmons Close and Mill Field has been removed.

5 Rayfield Close – The Clerk contacted UDC and bins have been removed – exemption scheme now in place.

57 Rayfield Close – Brambles and Ivy removed.

 

3.7

Letter written to 6 Rayfield Close and hedge now cut back from pavement.

 

3.8

The Chaplet was collected by the Clerk and Mrs H Rothwell attended the Remembrance Sunday Service on behalf of the Parish Council at St. Andrew’s Church.

 

4.0

FINANCIAL  POSITION & NOTICE OF AUDIT

 

 

The financial positions as at 31.10.06 were as follows: £10,735.69 in the current account and £726.44 in the NSB account.  Totalling: £11,462.13. 

 

4.1

It was noted that a weed killer spray backpack has been purchased and 8 stakes to secure the football posts into the ground have also been purchased.

 

4.2

The Annual Audit Return for the year ended 31st March 2006 has been approved and returned by the auditors.

 

4.3

The Councillors unanimously agreed to give a £100 donation to Uttlesford Citizens Advice Bureau.

 

4.4

E.on Energy has changed their billing system and the Council has direct debits to come out of the account for September, October and November.

 

5.0

Village Hall Car Park Councillors have been monitoring the car park over the last three weeks to see how many cars are there in the evenings not related to the Hall.  The Councillors unanimously agreed that they do not feel that a barrier is worth pursuing at this time.  They will monitor the situation over the coming weeks.

 

6.0

7.0

PLANNING APPLICATIONS (dealt with between meetings)

 

 

UTT/1502/06/FUL – Variation of condition C.6.2. Pursuant to planning permission UTT/1029/03/FUL dated 07/08/2003, to allow the reinstatement of Permitted Development Rights within schedule 2, part 1, classes C,D,E and F and schedule 2, part 2, class A of Town and Country Planning (General Permitted Development)order 1995.  The Courtyard, Onslow Green, Barnston.

 

 

UTT/1668/06/FUL – Erection of a storage building.  Medhurst, High Easter Road, Barnston.

Results:

 

 

UTT/1449/06/FUL – Demolition of existing dwelling and erection of replacement dwelling with garage.  The Bungalow, Berners End, Barnston.  It was noted that this application has been REFUSED.

 

 

UTT/1319/06FUL – Change of use and conversion of agricultural barn to residential dwelling.  Martels Farm, Barnston.  It was noted that this application has been GRANTED.

 

 

UTT/1320/06/LB – Change of use and conversion of agricultural barn to residential dwelling.  Martels Farm, Barnston.  It was noted that this application has been GRANTED LISTED  BUILDING CONSENT.

 

 

UTT/1401/06/FUL – Detached dwelling. The Poplars, High Easter Road, Barnston.  It was noted that this application has been GRANTED.

 

 

UTT/1501/06/FUL – Erection of bedroom and en-suite over existing garage.  Erection of single storey rear extension and replacement garage door.  4 Millers Close, Barnston.  It was noted that this application has been GRANTED.

 

 

UTT/1507/06/FUL – Retention and change of use of former dwelling to outbuilding incidental to the use of the main dwelling.  The Courtyard, Onslow Green, Barnston.  It was noted that this application has been REFUSED.

 

8.0

CORRESPONDENCE

 

 

Parish Precept – The Chairman Mr R. Burlend to respond requesting the Precept remain unchanged at £14,000 for 2007.  This was unanimously agreed by all.
