Minutes of Barnston Parish Council Meeting held on

1.0

ROAD SAFETY

ACTION

1.1

Mr R Townsend reported that he was aware of one accident where a car had missed a bend and ended up in a field past the Barnston Bends.  He also reported that a hedge was overhanging the road on Parsonage Lane.  Clerk to investigate.

Clerk to chase Highways again to repair dips in road between the Bushel and Sack Pub and the roundabout as you go towards Great Dunmow on the A130.

Clerk to contact Highways and arrange repair of the potholes at the junction of Barnston Green and the High Easter Road.

ROAD PROPOSALS

 

 

The Council were of differing opinions and would like further information regarding the 4 road options on the A131.  Clerk to investigate.

The Minutes of the meeting held on Monday 11th September 2006 were approved and signed.

 

4.0

CLERKS REPORT

 

4.1

Speed Gun - The Clerk advised that she had contacted Dunmow Police again to try and find out the whereabouts of the Speed Gun that the Parish Council contributed to, but as yet had not received any response from them.  Clerk to look back in correspondence to see whether other Parishes contributed.

The Clerk has put in a request to Highways to clean the Chevrons on the  Barnston Bends.  The damaged sign has been repaired.

Pedestrian Refuge Island - The Clerk has been in contact with Highways and is awaiting a response.

Variable Speed Signs - The Clerk advised that a copy of the Public Liability Insurance had been sent to Highways.

 

4.5

Play Areas - Village Hall Play Area Fence - The Council unanimously agreed to arrange for the Brambles to be cut down from the fence in the play area.

  Watts Close Play Area - Work on the trees in this area has now been completed and the Council unanimously decided to clear the area that runs along the play area behind the swings and roundabout where there are lots of nettles and rubbish.  Residents will also be sent letter asking them not to dispose of garden waste in this area Clerk
  Leases – still waiting signed copies of both leases from Solicitor.  The Council asked the Clerk to stress to the Solicitor the need to have these leases in the Councils possession as soon as possible. Clerk

Wooden Post - The Council unanimously agreed to remove the old wooden post between Salmons Close and Mill Field.

5 Rayfield Close - Letter received from resident willing to take Option 2 - exemption.  Clerk contacted UDC and advised them of this decision.

5 Mill Field - Still awaiting a response from UDC.

Bushel & Sack Pub - It is understood that UDC are still proceeding with planning enforcement action against the owners.

57 Rayfield Close – The Council unanimously decided to arrange for brambles and ivy to be cut down from the wall next to this property.

5 & 6 Rayfield Close – Hedges and plants are preventing the full use of the pavement outside these properties.  Clerk to contact residents and ask that they cut back vegetation.

FINANCIAL POSITION

 

 

The financial positions as at 30.09.06 were as follows: £11803.59 in the current account and £726.44 in the NSB account.  Totalling £12,503.03.  This includes the second instalment of the Precept which was £7,000.00.

 

6.0

MINOR MATTERS FOR IMMEDIATE ATTENTION

 

 

The Council unanimously agreed to purchase a Chaplet for the Remembrance Sunday Church Service on the 12th November.  Mrs H. Rothwell kindly agreed to attend the Service on behalf of the Parish Council.

PLANNING RESULTS

 

 

 

UTT/1404/06/FUL - Single storey rear and side extension incorporating a garage and 2 No. new front bay windows.  Demolition of existing single storey rear extension and garage/workshop.  Fairmead, The Chase, Barnston.  This application was considered and there were no objections raised.

UTT/1501/06/FUL - Erection of bedroom and en-suite over existing garage.  Erection of single storey rear extension and replacement garage door. 4 Miller Close, Barnston.  This application was considered and there were no objections raised. 

UTT/1502/06/FUL - Removal of condition C.6.2. approved on planning application UTT/1029/03/FUL dated 07/08/03.  Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order with or without modification), no development within Classes A to F of Part 1 of Schedule 2 and Class A of Part 2 of schedule 2 of the Order (i.e. any extension, outbuilding, garage or enclosure) shall take place without the prior written permission of the local planning authority.  The Courtyard, Onslow Green, Barnston.  This application was considered and the Council unanimously decided that all original conditions should stand.

RESULTS:

UTT/1187/06/FUL – Proposed change of detached recreation room to self contained annex.  Addition of two windows in the east elevation and two roof windows in north elevation.  Haydens, Onslow Green, Barnston.  It was noted that this application has been REFUSED.

UTT/1324/06/FUL – Additions, alterations and conversion of barn to form offices.  Mawkinherds Farm, Wellstyle Green, Barnston.  It was noted that this application has been REFUSED.

UTT/1325/06/FUL – Additions, alterations and conversion of barn to form offices.  Mawkinherds Farm, Wellstyle Green, Barnston.  It was noted that this application has been REFUSED.

APPEAL RESULTS:  

APP/C1570/A/06/2011553 – The Courtyard, Onslow Green, Barnston.  It was noted that this appeal has been GRANTED
