Minutes of Barnston Parish Council Meeting held on

Monday 10th September 2007 at Barnston Village Hall

3.0

The Parish Council are extremely sad to have lost a valued member of the Council.  Mrs Helen Rothwell died on Friday 31st August 2007 and will be greatly missed.

 

4.0

A member of the public reported that the power cables just up from the mini roundabout on the High Easter Road had been pulled down several times by passing lorries.  The road narrows at this point and the hedgerow is overgrown so lorry drivers cannot see the cables clearly.  Clerk to ask ECC/Highways to cut back the hedge to help prevent further incidents.

Road Safety

 

5.1

Mr R. Townsend reported that he was not aware of any accidents this month and that the hedge at the top of Parsonage Lane has still not been cut back.  Clerk to contact farmer again and ask if hedge can be cut back.

The Clerk advised that the sunken drain half way up Buttles Hill has been reported to Highways.  Since the meeting they have advised that this job has been passed through to their contractors and should be repaired shortly.

The Minutes of the meeting held on Monday 9th July 2007 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

It was noted that the Clerk has been advised by Highways that no action is to be taken regarding the white footbridge over the river.

 

7.2

It was noted that the Clerk had sent photographs of the entrance at Watts Close Play Area to Highways as requested, so that the PC can obtain Consent to erect a gate on a Public Right of Way.  Still awaiting response despite chasing.

The Clerk reported that Highways were sending a surveyor out to inspect the dead tree outside the boundary of Millers.  Still awaiting outcome of inspection.

It was noted that the Clerk had reported flooding outside the Old School House on the A130 in Barnston.  Highways have carried out work to rectify the problem.

 

7.5

Repaint the mini roundabout – chased & awaiting a response from Highways.  Since the meeting the Clerk has been advised that the roundabout should be repainted within the next 4 weeks.

 

7.6

The steps on the slide at Watts Close play area have been replaced.  The wooden trim trail needs a couple of repairs.  Clerk to action.

UDC grant of £3,500 for the Village Hall play area.  The Parish Council unanimously agreed to purchase new swings and arrange for installation as soon as possible from Wicksteed at a cost of £6,730 + VAT.  Clerk to also arrange for Wicksteed to lay additional grass mats at the village hall entrance to the play area to stop erosion.

The Clerk advised that the information signs have been put up in the play areas.

 

7.9

Mr R. Davis and Mrs P. Singleton have kindly agreed to check the equipment in the play areas on a weekly basis and advise the Clerk if there are any problems / repairs needed.

7.10

Grant received from ECC for £8,500 for both play areas.  Clerk to get costings for equipment/installation and present at next meeting.

Bus Shelters – No Smoking signs have now been put up as a result of new legislation.

7.12

The Council unanimously agreed to reduce the height of the Leylandii trees by half at the village hall.  Clerk to arrange reduction.

Planned Parish Visit – It was noted that a list of repairs has been sent to Highways.

Bushel & Sack Pub – It was agreed that the Chairman would write to UDC expressing concern about the length of time enforcement action has taken in respect of airport parking.

It was agreed that the dates of next years meetings would be as follows:
14th January, 11th February, 10th March, 14th April, 12th May, 9th June, 14th July, 8th September, 13th October, 10th November and 8th December.

 

7.16

It was noted that there is now a vacancy on the Parish Council.  Notice of the Vacancy will appear on the two village notice boards.

FINANCIAL  POSITION

 

8.1

The financial positions as at 31.07.07 were as follows: £7,429.73 in the current account and £768.21.  Totalling: £8,197.94.
The financial positions as at 31.08.07 were as follows: £6,605.10 in the current account and £768.21.  Totalling: £7,373.31.

 

8.2

It was noted that the annual audit had been closed by the external auditors and notice of this was posted on the two notice boards.

It was unanimously agreed to donate £100 to Home Start Uttlesford.

 

 

It was unanimously agreed to give a donation of £250 to the Barnston Carpet Bowls Club.

 

9.0

Minor Matters for immediate attention

 

9.1

M. LeMasurier advised that the dog bins were full and there was graffiti at Garnetts Wood.  Clerk to advise warden.

Mr G. Ball advised that there is a wooden barrier broken on the footpath between Millers and Berners End.  Clerk to arrange repair.

9.3

Uttlesford District Council has written to the Parish Council asking for nominations for the Community Achievement Award. It was agreed that Mrs Sharon Sellens be nominated for her work with local young people.

 

10.0

Correspondence

 

10.1

EALC - It was noted that Mr R. Burlend will plan to attend a training day ‘Planning for the future of your village’ at a cost of £30.

EALC - It was noted that the Clerk will undertake the Certificate in Local Council Administration course at a cost of £350.  Clerk to apply for a bursary for this course.

A letter was received from a resident about the height of the Leylandii trees at the village hall.  It was unanimously agreed to reduce the height of the trees.  Clerk to arrange with tree surgeon at a cost of £246.75.

A letter was received from a resident about the bus stops at Onslow Green and the difficultly getting on/off the bus.  The Clerk arranged for pallets to be removed and hedge cut back near post box.  Resident advised. 

 

10.5

Clerk advised that she had contacted UDC Dog Warden and advised her of  harassing situations by dogs over the last few weeks.  If further incidents occur the dog warden, Sue Knight can be contacted on 01799 510510.

 

10.6

UDC Sustainable Uttlesford – Mr R. Davis to be Parish Council contact.

Planning Applications:

 

 

UTT/ 1332/07/LB – Demolition of existing conservatory, utility area and garaging and erection of replacement conservatory, utility area and garaging.  Mawkinherds Farmhouse, Wells Tye Green, Barnston.  This application was considered in between meetings and no objections were raised.
UTT/1429/07/FUL – Proposed erection of a single garage.  Sakers, The Chase, Barnston.  This application was considered in between meetings and no objections were raised.
Planning Results:
UTT/0920/07/FUL –
Demolition of garage/utility room and erection of two storey side extension and detached single garage.  Pantiles, The Chase, Barnston.  It was noted that this application has been REFUSED.
UTT/0944/07/FUL – Erection of a double garage.  Sparlings Cottage, Chelmsford Road, Barnston.  It was noted that this application has been REFUSED.
UTT/1139/07/FUL – Proposed first floor rear extension.  Hunters Moon, High Easter Road, Barnston.  It was noted that this application has been REFUSED.
UTT/1187/07/FUL – Replace part of existing 6ft fence with a 0.9m wall with 1.55m piers and railings on top of the wall.  Creation of new vehicular and pedestrian access and erection of 6ft fence at current access point.  Highlands, Chelmsford Road, Barnston.  It was noted that this application has been GRANTED.
