Minutes of Barnston Parish Council Meeting held on

Monday 12th February 2007 at Barnston Village Hall

1.0

ROAD SAFETY

ACTION

1.1

Mr R. Townsend reported that he was not aware of any accidents this month.  He also advised that there was a drain blocked at the top of Parsonage Lane and the ditch was also full / overgrown.  Clerk to contact Highways and Land owner to see if any clearance can be carried out.

Cllr Flack advised that Cllr Bass had advised that he had prepared a report for the Cabinet on the downgrading of the A130 through Barnston and this should be in the public domain around the 16th February.

 

1.3

Cllr Flack advised that she had been in contact with Highways and the variable message signs would be ordered by Highways shortly.  She also advised that the pedestrian refuge island was on the locally determined list and there would hopefully be a budget for works to be undertaken in 2008/9.  Cllr Flack advised that the lights at the A120/A130 roundabout had been repaired by EDF Energy and are now working.

It was noted that Highways have repeated repairs to the A130 Buttles Hill.

 

1.5

It was noted that repairs to potholes near 20 Rayfield Close have now been completed.

 

1.6

Clerk chased UDC to clear the ditch of tyres and rubbish opposite 5/6 Rayfield Close.  The Clerk has chased UDC numerous times but they seem unable to clear this rubbish.

Cutting Programme – Clerk to advise ECC to continue with previous cutting programme and if any new areas need including in the programme at a later date, then we will advise ECC as and when these areas arise.

Part Night Street Lighting, ECC – Letter written to ECC/UDC.  Clerk contacted UDC for latest position to be advised that all information has been passed through to ECC.  Clerk awaiting contact information of person dealing with this at ECC.

It was noted that the local PCSO and a colleague have been working in the village with the speed gun to deter speeding motorists.

 

2.0

Village Hall

It was agreed that the village hall committee would install additional security measures, clear the bushes around the hall to discourage urinating against the hall and fence, erect a sign advising that it is a public order offence with a penalty of up to £80 and also investigate the cost of fencing and a gate at the entrance of the hall car park.

 

 

It was agreed that the Parish Council would pay the cost of a skip to clear the brambles between the Village Hall play area and residential fences.

3.0

A member of the public asked if the Parish Council could put up a sign to stop ball games in Barnston Green.  Because the roads are a public highway the Council are unable to do this.

 

4.0

MINUTES

 

 

It was noted that under: 1.0 Road Safety – The reference to Buttles Hill should read A130.  This was amended and the Minutes of the meeting held on Monday 8th January 2007 were approved and signed.

 

5.0

CLERKS REPORT

 

5.1

Play Areas:  It was noted that the Council had been offered a grant via the Goalpost Safety Scheme which amounts to 50% of project cost.  Two sets of Goalposts, nets etc are currently on order at a total cost of £1116.25.  Clerk to arrange for Goalposts to be fitted once they have arrived.

5.2

It was noted that the gate and small piece of fence at the Watts Close Play Area has been fitted.  It was also noted that there has been dog fouling in the Watts Close play area.  The Council unanimously agreed to erect a gate at the entrance to the play area near the car park.  It is hoped that this will help stop the problem where lots of children play.

5.3

It is understood that UDC are taking action against the owners of the Bushel and Sack Pub because of the new advertisement sign and  unauthorised structure erected last year – ongoing.

 

5.4

5 Mill Field – A query regarding the field at the back of the property has been raised.  An UDC planning officer has visited the site and has concluded that there is no evidence that planning regulations had been broken.  Clerk still awaiting letter from UDC to formally confirm this.

5.5

Urine in Bus Shelter – It was noted that a contractor will drill holes in the sides of both bus shelters at ground level so that it is easier to clean.  Work to be completed within the next 10 days.  The Clerk also contacted the local police and they will keep an eye on this area.  As this is an offence the PCSO will supply the Clerk with wording for a sign that can then be put up.

A rubbish bin is currently on order from UDC to replace the missing bin at Berners End.

FINANCIAL  POSITION

 

 

The financial positions as at 31.01.07 were as follows: £7,992.28 in the current account and £768.21 in the NSB account which includes the interest for the previous year.  Totalling: £8,760.49. 

 

7.0

Minor Matters for immediate attention

 

7.1

The Clerk advised that she had had an email from Lloyd Simpson from ECC concerning The Caravan at Bishop’s Green.  Clerk to contact UDC, Land Registry and Lloyd Simpson to find out what the latest position is.

Planning Applications:

 

 

Reviewed in between meetings: UTT/0042/07/FUL – Demolition of existing dwelling and garage and erection of replacement dwelling with attached garage. The Bungalow, Berners End, Barnston.   This application was considered and there were no objections raised.

 

 

Reviewed in between meetings: UTT/2082/2083/06/FUL – Additions, alterations and conversion of barn to form offices.  Mawkinherds, Wellstyle Green, Barnston.  This application was considered and an objection raised.  The revision appears to be more residential.  Suggest that a caviat be added – Never for residential use.

 

 

UTT/0093/07/FUL – Erection of detached dwelling.  Site adjacent to Sakers, The Chase, Barnston.   This application was considered and there were no objections raised.

 

10.0

CORRESPONDENCE

 

 

Review of Mobile Library – It is understood that the Mobile Library will still visit Barnston, but probably on a fortnightly basis.  A review of the service in Barnston is to be undertaken.  Clerk to find out when this review is to take place.
