A member of the public expressed
concern about the problem of motorbikes and quad bikes being ridden
off-road around the village and surrounding fields, footpaths etc and
the danger this presents to pedestrians. The Council agreed to contact
the Local Police, Highways, National Rivers Authority and local
Farmers. The Council also unanimously agreed to install a ‘kissing
style gate’ at Watts Close play area instead of a normal gate and to
purchase a padlock and chain so the large 5-bar gate can be locked to
stop these bikes going into the play area. |

A member of the public expressed
concern about a possible abuse of parking in Watts Close. The Council
unanimously agreed to ask UDC to look at the provision of car parking in
Watts Close and contact the Local Police. |

Mr R. Townsend reported that there had
been two accidents this month. One between Broadfields Farm and Pear
Tree Cottage and the other on the Barnston Bends. |

Clerk visited Parsonage Farm and asked
if they could cut the hedge back at the top of Parsonage Lane. They
will speak to the farmer who rents the field and ask him to do it.
Clerk also reported blocked drains in Parsonage Lane to Highways and
these appear to have been cleared. |

Variable Speed Signs – order placed
with manufacturer last week by Highways. As the Parish Council were one
of the first to respond and the locations are suitable, Barnston will be
one of the first to have the signs installed. |

It was noted that the Clerk reported to
Highways the sunken drain on the A130 Buttles Hill. This has now been
repaired. |

The Clerk received an email from
Highways advising that the pedestrian refuge island is on locally
determined list – this will probably take a couple of years to get
funding. |

Clerk chased UDC to clear the ditch of
tyres and rubbish opposite 5/6 Rayfield Close. UDC now advise that
because it is the other side of the boundary it is not their
responsibility. RB and MLM volunteered to clear this area. |

to ECC regarding the Cutting Programme as per last months minutes. |

Part Night Street Lighting, ECC –
Clerk has written to ECC and
sent them a list of lights to be included in the scheme. It was
requested that the light in the village hall car park and light opposite
village hall car park are NOT included so that they stay on all night.
Just Lamps have also been advised. Scheme due to be implemented around
April, although some reports have been seen in the local papers
mentioning that ECC may be having a re-think about this project. As yet
the PC has not been advised of this. |

It was noted that the Clerk had asked
the owners of Millers if they could cut back their hedge as it was
encroaching on the public footpath. This they did last weekend. |

Village Hall
Village Hall Committee currently
awaiting written quotes for fencing and gates. |
|
|

A complaint was received about the
level of noise from a party held at the village hall last Saturday. The
Parish Council felt that this was a matter for the village hall
committee who are meeting later this month. It was suggested that they
look at the feasibility of a noise limiter but whether a suitable
product was available and sufficiently reliable would need further
investigation. |

Review of Mobile Library – It is
understood that the Mobile Library will still visit Barnston, but
probably on a fortnightly basis. A review of the service in Barnston is
currently taking place and ECC
will be in touch with the Parish Council in April and new timetables are
expected to be implemented in July. |

Play Areas. It
was noted that the two new sets of Goalposts and nets for both play
areas have been installed at a cost of £225 + VAT. Clerk to send
paperwork to Football Foundation for payment of grant. |

Clerk to investigate costs of purchasing new swings and see if a grant

query regarding the field at the back of the property has been raised.
An UDC planning officer has visited the site and has concluded that

Shelter – It was noted that a contractor has drilled holes in the sides
of both bus shelters at ground level so that it would be easier to
clean.

suggested was weak and unlikely to prove a deterrent so the Council

from UDC to replace the stolen bin at Berners End. |

decided not to proceed any further as a result of UDC latest
correspondence. |
