Minutes of Barnston Parish Council Meeting held on

3.0

Road Safety

 

3.1

It was noted that a new variable speed sign has gone up in the village.  Highways are due to erect another sign but need to put in a post etc first.  Parish Council are waiting to see how the signs are set up before commenting on whether any changes need to be made.

 

3.2

It was noted that the Clerk had contacted Highways concerning the overgrown hedge at the top of Parsonage Lane.  Awaiting a response from Highways.

Cllr Barker advised that Uttlesford District Council is sending every household in Uttlesford a leaflet about ‘housing in the district’ in December.  There will also be a 30 page consultative document that can be viewed on-line or at the Council offices.  Cllr Barker asked that residents tell the Council their views so that the Council can get an accurate view of residents opinions.

The Minutes of the meeting held on Monday 8th October 2007 were approved and signed.

 

5.0

CLERKS REPORT

 

5.1

Replacement signs on the A130 Barnston Bends are currently being manufactured and should be replaced shortly.  It was noted that these new signs are being made in plastic to help combat theft of the signs.  Clerk to chase Highways.

Replacement signs at Salletts Green, Martells and Treedee are currently being manufactured (again in plastic).  Clerk to chase Highways.

Repaint mini roundabout – Was due to be repainted by the end of October.  This has not happened.  Clerk chasing Highways.

Cables up from mini roundabout on High Easter Road.  Clerk emailed Highways 14/9 requesting they cut back the hedge so that lorries can see the cables and not pull them down.  Clerk has chased again and still awaiting a response.

5.5

A130 – Essex County Council have sent off forms to the Department of Transport requesting a reclassification of the road.  The D of T have to respond within 8 weeks.    

 

5.6

Footways – The Clerk has been advised by Highways that they are planning some repairs to footways in the village before Christmas.

 

5.7

Broken wooden barrier between Mill Field and Berners End.  It was noted that the Clerk had asked Highways to repair this barrier. Chased and awaiting a response.

It was noted that the Clerk had sent photographs of the entrance at Watts Close Play Area to Highways as requested, so that the PC can obtain Consent to erect a gate on a Public Right of Way.  Currently with Highways legal department and being chased regularly.

UDC grant of £3,500 for the Village Hall play area.  It was noted that the new swings and safety surfacing had been installed at the village hall.  The Clerk has contacted the suppliers and asked to meet to discuss the unevenness of the safety mats.  The Clerk was advised that they follow the lie of the land but will wait and see once an inspection has been undertaken.

5.10

Grant received from ECC for £8,500 for both play areas.  It was unanimously agreed to purchase new swings and a Spacenet at a cost of £10,950.00 for the Watts Close play area.   Due to be installed in December.

5.11

Village Hall play area – back of 2 Millers Close – The fence is being pulled down by greenery.  The handyman has resigned so this post is currently unfilled.  Meanwhile, Acorn Services has been asked to quote.  Clerk has updated resident of the situation.

5.12

Village Hall football pitch – Due to soil erosion there is generally two large puddles at the goal mouths.  Wicksteed have recommended closing off goals, adding topsoil, turfing and allow to grow.  Then in the Spring lay grass mats.  Clerk to obtain quotes.

Handy person vacancy – The Council are looking for someone to replace Mr G. Bruneau who has done an excellent job over the years.  The Council hope to make a decision at the December meeting about his replacement.

It was noted that the Leylandii trees at the village hall had been reduced in size.

 

5.15

Bushel & Sack Pub – It was noted that the Chairman has written to UDC expressing concern about the length of time enforcement action has taken in respect of airport parking.  Awaiting response to letter.

White bridge over River Chelmer – It was noted that the bridge has been repaired.

 

6.0

FINANCIAL  POSITION

 

6.1

The financial positions as at 31.10.07 were as follows: £11,117.58 in the current account and £768.21.  Totalling: £11,885.79.

 

6.2

It was noted that the Clerk had applied for a bursary towards the cost of the Certificate in Local Council Administration Course.  This has been accepted and a cheque to the Parish Council for £200 has been received.

6.3

It was noted that the price of the book called ‘Parish Councillors Guide by Paul Clayden costs £20.45 including postage.

 

6.4

It was noted that the village hall has previously had different rates for different hirers.  This now seems to be streamlined and the Parish Council will pay £9.00 per hour at a reduced hire time of 2 hours.

 

6.5

It was noted that James Clyne signed a Declaration of Acceptance of Office.

 

6.6

The 2008/9 Annual Precept was discussed and it was unanimously decided to set the precept at £16,500.  The form was filled in and signed by the Chairman and Clerk.

 

6.7

It was noted that a chaplet was purchased for Remembrance Sunday.  The Council unanimously decided to make a donation of £50.00.

 

6.8

It was unanimously decided to renew the subscription for the Rural Community Council of Essex at a cost of £55.00.

 

6.9

It was unanimously decided to make a £100 donation to Uttlesford Citizens Advice Bureau.

 

8.0

Planning Applications:
UTT/1667/07/FUL
– Erection of three industrial units as approved under (UTT/0743/06/OP).  Mawkinsherds Farm, Wellstyle Gree, Barnston.  This application was considered and no objections were raised.
UTT/1924/07/LB – Removal of a section of soleplate to allow level access between rooms.  Lanham Barn, Onslow Green, Barnston.  This application was considered and no objections were raised.

 

8.1

Planning Results:
UTT/1429/07/FUL
– Proposed erection of a single garage.  Sakers, The Chase, Barnston.  It was noted that this application has been GRANTED.

 

8.2

Planning Appeals: APP/C1570/A/07/2055294/WF – Erection of double garage, Sparlings Cottage, Chelmsford Road, Barnston.

 

8.3

Planning Appeal Decisions: APP/C1570/A/07/2048373 – Proposed two-storey side extension and porch.  It was noted that this appeal had been Dismissed.
