Minutes of Barnston Parish Council Meeting held on

Monday 8th October 2007 at Barnston Village Hall

Road Safety

 

3.1

Mr R. Townsend reported that the sign on the Barnston Bends had not been replaced yet.  Clerk advised that Highways intend to replace this sign and hope to replace other broken reflector posts/signs on this immediate stretch of road and also add some additional ones on some of the other bends.  It was also noted that weed spraying and grass cutting will be undertaken shortly.

 

3.2

Hedge at the top of Parsonage Lane needs cutting back.  This appears not to be the responsibility of the landowner but Highways.  Clerk has contacted Highways and awaiting a response to this request.

The Minutes of the meeting held on Monday 10th September 2007 were approved and signed.

 

5.0

CLERKS REPORT

 

5.1

Highways reported that the dead tree at the boundary of Millers has Dutch Elm disease and needs to come down.  Highways deem tree to be within hedgeline of property they feel it is Millers responsibility.  Highways to contact owners.

Repaint the mini roundabout – Clerk has been advised that the roundabout should be repainted by the end of October.

 

5.3

The Clerk advised that the sunken drain half way up Buttles Hill has been reported to Highways.  Repair work on going.

 

5.4

Cables up from mini roundabout on High Easter Road.  Clerk emailed Highways 14/9 requesting they cut back the hedge so that lorries can see the cables and not pull them down.  Awaiting a response.

 

5.5

A130 – RB has written and Clerk spoken to Vicky Duff at ECC Highways supporting ECC proposal to DofT to downgrade road.  Proposal should be submitted within the next couple of weeks. Also liasing with Great Waltham PC. 

 

5.6

It was noted that the Clerk had sent photographs of the entrance at Watts Close Play Area to Highways as requested, so that the PC can obtain Consent to erect a gate on a Public Right of Way.  Currently with Highways legal department and being chased regularly.

UDC grant of £3,500 for the Village Hall play area.  Clerk has arranged for new swings and safety surfacing (currently on order) to be installed, hopefully before the end of November.

Grant received from ECC for £8,500 for both play areas.  It was unanimously agreed to purchase new swings and a Spacenet at a cost of £10,950.00 for the Watts Close play area.

5.9

Village Hall play area – back of 2 Millers Close – The fence is being pulled down by greenery.  It was unanimously agreed to ask the Handyman to clear the greenery which has broken the fence and replace fence.  If fence is a large job Clerk to ask Acorn Services.  Clerk has spoken to resident who is happy for this to be done.

5.10

It was noted that the Clerk had contaced the Ranger for Garnetts Wood and the bins had been emptied and graffiti removed.

Llandi trees at village hall.  It was noted that these would be reduced in height before the middle of November.

Broken wooden barrier between Mill Field and Berners End.  It was noted that the Clerk had asked Highways to repair this barrier. Awaiting a response.

Community Achievement Awards – It was agreed in between meetings to put forward Mr Bob Tyler and John Farrow for their work with young people at the football club.

Bushel & Sack Pub – It was noted that the Chairman has written to UDC expressing concern about the length of time enforcement action has taken in respect of airport parking.  Awaiting response to letter

It was noted that Rob Davis and John Jackaman have put extra cable ties on both sets of football posts/nets to keep nets in place.

 

6.0

FINANCIAL  POSITION

 

6.1

The financial positions as at 30.09.07 were as follows: £12,281.46 in the current account and £768.21.  Totalling: £13,049.67.

 

6.2

It was noted that the Clerk had applied for a bursary towards the cost of the Certificate in Local Council Administration Course.

It was unanimously agreed that the Clerk could purchase a book called ‘Parish Councillors Guide by Paul Clayden at a cost of £14.50

It was unanimously agreed to give a donation of £100 towards the cost of the purchase of new safety/play matts to Barnston Baby and Toddler Group.

 

6.5

It was unanimously agreed to pay the Clerk for the extra hours that she works each month.

 

6.6

The Parish Council were disappointed to receive notice of an increase in charges for the hire of village hall especially considering the large amounts of money that the Parish Council have spent on the village hall, grass cutting, etc.

 

7.0

Minor Matters for immediate attention

 

7.1

Co-option of new councillor – Mr James Clyne was proposed by Mrs S. Sellens  and seconded by Mr C. Brooks on to the Parish Council.  All Councillors unanimously agreed that Mr Clyne would be an asset to the Parish Council.

Planning Results:
UTT/1331/07/FUL –
Replacement conservatory, utility area and garaging.  Mawkinherds Farmhouse, Wells Tye Green, Barnston.  It was noted that this application has been GRANTED.
UTT/1332/07/LB – Demolition of existing conservatory, utility area and garaging and erection of replacement conservatory, utility area and garaging.  Mawkinherds Farmhouse, Wells Tye Green, Barnston.  It was noted that this application has been GRANTED Listed Building Consent.

 

9.0

Correspondence

 

9.1

Letter received from a solicitor acting for the owner of 36 Barnston Green requesting the Council to consider allowing a right of access for vehicles across a section of greensward to give access to his rear garden.  The Parish Council unanimously decided to refuse this request.  Clerk to advise Solicitor
