Minutes of Barnston Parish Council Meeting held on

Monday 10th March 2008 at Barnston Village Hall

Public Forum – There were no members of the public present.

 

4.0

District and County Councillors Report  - Cllr E. Hicks gave an update on the current situation at Uttlesford District Council.

 

5.0

Road Safety – Mr R. Townsend reported that there had been no accidents this month, and the two potholes in the village near the bus stop where getting rather large.  Clerk to report to Highways again.

The Minutes of the meeting held on Monday 11th February 2008 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Replacement signs on the A130 Barnston Bends have now been replaced.

 

7.2

Repaint mini roundabout – Clerk still chasing Highways.

Hedge on High Easter Road overhanging cables – It was noted that the Clerk is still chasing Highways, who are chasing the Utility Companies to cut back the hedge.

Highways to refresh some of the road markings that are fading in the area of Parsonage Lane and before the School House and add an additional ‘slow’ marking on the approach to the School House. Clerk chasing.

Safety barriers at both bus stops – Highways have to inspect the area. Clerk waiting for a response from Highways.

Highways to inspect area to see if it is possible to have more road markings / coloured road surfaces within the village i.e. near bus stops etc. Clerk waiting for a response from Highways.

The cost to the Parish Council to have a salt/grit bin at the bottom of Parsonage Lane is £350.00.  The Parish Council unanimously agreed to ask Highways whether a suitable place for the bin can be found and if so to proceed with the purchase – still waiting to hear from Highways whether a suitable place can be found.

Broken Bridge – Highways have been advised of a broken footpath bridge.  This has been inspected and now waiting to be repaired.

It was noted that the Village Hall play area fence has now been repaired. 

 

7.10

Village Hall football pitch soil erosion – Work will hopefully start this month (subject to weather).

 

7.11

Bushel & Sack Pub – Issues now with Planning Control Manager. Clerk chasing but there has been little progress to date.

FINANCIAL  POSITION

 

 

The financial positions as at 29.02.08 were as follows: £2,906.00 in the current account and £768.21.  Totalling: £3,674.21.

 

8.1

It was noted that the garage rent has increased to £8.93 per week with effect from 7/4/08.

It was unanimously decided to approve the Employment Contracts for the Clerk and Handyman.

 

9.2

Newsletter/Website – It was agreed to supply Alan Butler with more information to put on the village website.  If anyone has any old photos that can be used please contact the Clerk.

Planning Applications:
UTT/0187/08/FUL
– Two storey side extension.  38 Barnston Green, Barnston.  This application was considered and there were no objections raised.
UTT/0195/08/FUL – Two storey side extension with integral garage.  Porch to front.  30 Barnston Green, Barnston.  This application was considered and there were no objections raised.
UTT/0200/08/FUL – Erection of a timber framed summer house.  Sholdo Hall Farm, Onlsow Green, Barnston.  This application was considered and there were no objections raised.

 

 

Planning Appeals:
APP/C1570/A/08/2063225/WF –
Proposed first floor extension.  Hunters Moon, High Easter Road, Barnston.  This appeal was considered and there were no objections raised.

Stansted Airport – It was agreed to let ‘Stop Stansted Expansion’ make a presentation to the Council.  Clerk to arrange.
