Minutes of Barnston Parish Council Meeting held on

Monday 10th November 2008 at Barnston Village Hall

Public Forum – There were no members of the public present.

 

4.0

District and County Councillors Report – There were no District or County Councillors present.

 

5.0

Road Safety – Mr R. Townsend reported that the grass verges had been cut this month and a good job was made of the cutting.  Mr Townsend was not aware of any accidents this month.

 

6.0

MINUTES

 

 

The Minutes of the Meeting held on Monday 13th October 2008 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Community Initiatives Fund – The Clerk advised that Highways had now approved the application for two VAS signs and 3 Village Gateways.  The application is now with the Community Initiatives Fund for their final approval.

Refresh road markings in the area of Parsonage Lane, before the School House and add an additional ‘slow’ marking on the approach to the School House.  Clerk has spoken to and emailed Highways yet again.

Weight restriction on B1008 – Clerk has contacted Highways again and is awaiting a response.

Clerk working on the possibility of applying for a diversion of the footpath in the Watts Close play area and also the possibility/cost of fencing off the footpaths.  Awaiting paperwork from UDC and costings.

Resigning B1008 on A120 – Clerk has chased the Highways Agency who is responsible for the A120 and also speaking to ECC regarding local signage.

A broken street light outside the Stansted Skyline (formerly Bushel and Sack) has been reported to Highways for repair.

Barbed Wire – the farmer will put something on the barbed wire to make it more visible.

Broken Stile on Footpath 3 at Barnston Stud – Highways still trying to investigate who the landowner is.  Clerk chased Highways awaiting a response.

Clerk has asked the handy lady to repair the dog bin at the mini roundabout.

FINANCIAL  POSITION

 

 

The financial positions as at 31.10.08 were as follows: £7,611.16 in the current account and £797.22.  Totalling: £8,408.38

 

8.1

It was noted that the Audit papers had been returned for one minor amendment which was done and initialled by the Chairman, Internal Auditor and Clerk.  The papers have now been returned to the Audit Commission.

Parish Precept – Clerk to provide information to Council so that they can decide the Precept for next year at the December meeting.

Items from previous  meeting:  Great Leighs Racecourse – Lighting – Clerk has been advised by Chelmsford Borough Council/ECC that further covers have been fitted to the lights but further remedial work will need to be carried out.  Another inspection will be made on the 13th November.

Planning Applications:UTT/1737/08/FUL – Single storey rear extension.  Sparlings Cottage, Chelmsford Road, Barnston.  This application was considered and no objections were raised.

Planning Applications Determined:

Sholdo Hall Farm, Barnston.  It was noted that this application has Conditional Approval.
