Minutes of Barnston Parish Council Meeting held on

Public Forum – There were no members of the public present.

 

4.0

Road Safety – Mr R. Townsend reported that there had been no accidents this month.  He requested that the hedge that overhangs the pavement be cut back at Onslow Green.

4.1

A130 reclassification – The Parish Council are extremely pleased that the A130 has been reclassified as the B1008.  The Clerk reported that Highways are now reviewing the signage along the route and will revise it to take into account the removal from the Primary Road Network and positive signing for LGV along the preferred route.  They will advise Ordinance Survey and Highway Record so that changes are linked up to the satellite navigation companies.  The Parish Council will wait for the resigning to see what effect it has on the road traffic levels.

 

4.2

Acorn Equine Sign – The Parish Council unanimously decided to refuse the request for a directional sign at the mini roundabout because they do not want to set a precedent for roadside signs.  Clerk to advise Highways.

The Minutes of the meeting held on Monday 14th January 2008 were approved and signed.

 

6.0

CLERKS REPORT

 

6.1

Replacement signs on the A130 Barnston Bends – Clerk chasing Highways.

Replacement signs at Salletts Green, Martells and Treedee have now been replaced.

 

6.3

Repaint mini roundabout – Clerk chasing Highways.

The cost to the Parish Council to have a salt/grit bin at the bottom of Parsonage Lane is £350.00.  The Parish Council unanimously agreed to ask Highways whether a suitable place for the bin can be found and if so to proceed with the purchase.

Broken wooden barrier between Mill Field and Berners End.  Highways have advised that the broken wooden barrier serves little purpose other than causing an obstruction and as it is not on the Definitive Map it will be removed.  Barrier at the other end emerging onto a road will remain.

 

6.6

Highways to refresh some of the road markings that are fading in the area of Parsonage Lane and before the School House and add an additional ‘slow’ marking on the approach to the School House. Clerk has been advised that this work should be done by the end of February.

Clerk is waiting for a response from Highways to see if it is possible to have more road markings / coloured road surfaces within the village i.e. near bus stops etc.

Clerk reported that Highways are unable to put up speed camera signs because the area is not in a designated speed camera site where permanent cameras are actually used.
Highways cannot supply an additional Variable Speed Sign.  The cost to the Parish Council to purchase an additional sign would be £4,995 plus approximately £600 installation fees.  The Parish Council plan to be in a position to purchase one of these signs next year.

After a request from a member of the public, the Parish Council unanimously agreed to ask Highways for safety barriers at both bus stops.  Clerk waiting for a response from Highways.

Village Hall play area, back of 2 Millers Close – The fence is being pulled down by greenery.  It was noted that the Clerk had tried to obtain quotes from two other contractors without success.  The Council unanimously agreed to proceed with the quote from Acorn Services for £780.

Village Hall football pitch soil erosion – The Clerk contacted Mr Jaggard and he will commence the repair work in March (subject to weather) and will provide metal fencing until repairs completed and grass established.

 

6.12

Bushel & Sack Pub – Issues now with Planning Control Manager. Clerk to continue to chase.

The Clerk attended a Neighbourhood Action Panel meeting on 6th February and advised that there is one policeman and a PCSO to cover 15 villages (which includes Barnston).  The Clerk advised that speeding in the village was currently an issue. 

 

6.14

It was noted that a street light had been reported as broken outside 15 Berners End.  This has now been repaired.

It was noted that Mr R. Davis will attend the Community Achievement Awards Dinner on the 21st February.

It was noted that Horses have been in the Watts Close Play Area.  If anyone has any further information please contact the Clerk.

It was noted that the Highways Planned Parish Visit is likely to happen in May.

 

7.0

FINANCIAL  POSITION

 

 

The financial positions as at 31.01.08 were as follows: £3,742.68 in the current account and £768.21.  Totalling: £4,510.89.

 

7.1

Audit Commission – It was noted that the Parish Council have been appointed a new external auditor from the Audit Commission’s Limited Assurance Specialist Unit.

 

7.2

It was noted that the Clerk had submitted a VAT claim for £3,604.25 and this has now been received and paid directly into the PC bank account.

 

8.0

Minor matters for immediate attention:

 

8.01

It was noted that the Clerk has arranged for the Mobile Blood Pressure Unit to come to the village hall car park on the 20th March between 11.30am and 1.30pm.  The unit will give free blood pressure checks.

Financial Regulations – It was noted that the Council unanimously agreed to adopt the Barnston Financial Regulations dated February 2008.

For information: Further to minute number 8.3 of the 14th May 2007 minutes, clarification was given to members of the council that on the 14th May 2007 they formally adopted the 2007 Code of Conduct unamended without the addition of paragraph 12(2).

Planning Applications Determined:
UTT/0042/08/FUL
– Demolition of garage/utility room and erection of two storey side extension and detached single garage.  Pantiles, The Chase, Barnston. This application was considered and the Council unanimously agreed that this application should be refused as the dwelling is too large for the site and would be an over-development of the site.  It is also felt that there is insufficient parking at the site.  The Parish Council feel that previous objections have not been taken into consideration sufficiently.

 

 

Planning Appeals:
UTT/1531/07/FUL –
Retrospective application for retention of a stock tunnel.  Quoins Farm, Onslow Green, Barnston.

 

 

Planning Appeal Decisions:
APP/C1570/A/07/2055294 (UTT/0944/07/FUL) –

Essex Police – Traffic Management – Clerk to respond to their letter advising that traffic enforcement and speed are now more of an issue to the Council following the reclassification of the A130 to the B1008.
