Minutes of Barnston Parish Council Meeting held on

Monday 13th October 2008 at Barnston Village Hall

Public Forum – There were no members of the public present.

 

4.0

District and County Councillors Report – Cllr S. Barker has reported various water leaks on the High Easter Road.

 

5.0

Road Safety – Resigning the A130 to B1008 – Clerk has chased the relevant agencies involved but no dates for sign changes received yet.

MINUTES

 

 

The Minutes of the Meeting held on Monday 8th September 2008 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Community Initiatives Fund – The Clerk confirmed that she had sent off the applications for two VAS signs and 3 Village Gateways.

Refresh road markings in the area of Parsonage Lane, before the School House and add an additional ‘slow’ marking on the approach to the School House.  Clerk has spoken to and emailed Highways yet again.

It was noted that even more pathways have been resurfaced in the village and edges tidied up as part of the Highways Planned Parish Visit.

 

7.4

Request for safety barrier at the bus stop and coloured road surfaces between bus stops – Clerk has been advised by Highways that they hope to complete this work before the end of the financial year (April 2009).

 

7.5

It was noted that the Clerk has asked Highways to replace the barriers at the end of the Rayfield Close footpath – Still awaiting a response.

Clerk still investigating possibility of applying for a diversion of the footpath in the Watts Close play area and also the possibility/cost of fencing off the footpaths.

Weight restriction on B1008 – Clerk has contacted Highways and is waiting a response.

Broken Style on Footpath 3 at Barnston Stud – Highways still trying to investigate who the landowner is.  Clerk to chase Highways.

FINANCIAL  POSITION

 

 

The financial positions as at 30.09.08 were as follows: £11,247.18 in the current account and £797.22.  Totalling: £12,044.40

 

8.1

It was noted that the cost of hiring the village hall has increased to £9.30 per hour for the Parish Council.

 

8.2

The Council unanimously resolved to renew the street lighting agreement with A&J Lighting for five years.  At the meeting Mr R. Burlend signed the contract witnessed by Mrs D. Jackaman.

10.0

Minor Matters for immediate attention: Charlotte Fellingham, Public Rights of Way Officer from ECC will attend the January 2009 meeting to discuss footpath maps.

Great Leighs Racecourse – Lighting  The Parish Council unanimously decided to support Great Waltham Parish Council to reduce the amount of light pollution from the race course.  Clerk to contact Chelmsford Borough Council.

Barbed Wire:  Clerk to ask farmer if he could put up suitable warning signs advising people that barbed wire is in the area.

UTT/1566/08/LB –
Internal alterations and insertion of door and windows.  Lanham Barn, Onslow Green, Barnston.  This application was considered and no objections were raised.

 

 

UTT/1563/08/FUL - Erection of two storey rear and side extensions.  Demolition of existing garage and replacement double garage.  The Old School House, Barnston. This application was considered and no objections were raised.

 

 

UTT/1596/08/FUL Erection of two single storey extensions.  Lanham Barn, Onslow Green, Barnston.  This application was considered and no objections were raised.
