Minutes of Barnston Parish Council Meeting held on

Monday 14th April 2008 at Barnston Village Hall

Road Safety – Mr R. Townsend reported that there had been no accidents this month.

MINUTES

 

 

The Minutes of the meeting held on Monday 10th March 2008 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

It was noted that various potholes have been repaired around the Parish and that the mini roundabout has now been repainted.

 

7.2

Hedge on High Easter Road overhanging cables – It was noted that a tree had been cut down from within the hedge but the hedge still needed cutting back.  Clerk is still chasing Highways, who are chasing the Utility Companies to cut back the hedge.

Highways to refresh some of the road markings that are fading in the area of Parsonage Lane and before the School House and add an additional ‘slow’ marking on the approach to the School House. Clerk chasing.

Safety barriers at both bus stops – Highways have inspected the area and can install a barrier on the edge of the grass at the bus stop on the way towards Chelmsford.  The Council unanimously agreed to proceed with this.  It was noted that on the other side of the road there is not enough width to install a barrier.

Highways inspected area and it is possible to have more road markings / coloured road surfaces within the village i.e. near bus stops etc. Clerk waiting for a response from Highways.  The Council unanimously agreed to proceed with this.  The Clerk advised that a specialist contractor is used and may take many months.

Salt/grit bin at the bottom of Parsonage Lane – Highways have agreed that a suitable place can be found and will install the bin in September/October 2008.

Broken Bridge – Highways have been advised of a broken footpath bridge.  This has been inspected and now waiting to be repaired.  Clerk to chase again.

Village Hall football pitch soil erosion – Work will hopefully start this month (subject to weather).

Watts Close play area – broken log removed and will be replaced by Acorn Services.

Bushel & Sack Pub – Sign has now been removed but concrete support is still in position.  Clerk to contact UDC.

Clerk to ask resident to cut back hedge on footpath between Millfield and Berners End.

Street lights have been repaired outside 8 Berners End, opposite Broadgroves Cottage and outside 26 Watts Close.

 

7.13

Planned Parish Visit – Councillors to supply Clerk with list of work to be done in the village i.e. resetting kerbs, gullies, sign cleaning etc.  Clerk to pass on to Highways.  Visit to be undertaken by Highways in the summer.

Village Hall – Councillors requested that the village hall remove the unsightly cones and plant hedging as soon as possible.

8.0

FINANCIAL  POSITION

 

 

The financial positions as at 31.03.08 were as follows: £999.49 in the current account and £797.22.  Totalling: £1,796.71.

 

8.1

It was unanimously agreed to pay the EALC annual subscription of £211.08.

 

8.2

It was noted that the Chairman signed the cashbook and bank statement.

 

9.0

Items from previous  meeting:

It was noted that Stop Stansted Expansion will make a presentation at the meeting on the 8th September 2008.

 

10.0

Planning Applications:
UTT/0394/08/FUL – Removal of existing shed and erection of new shed/store.  Hoppits, Onslow Green, Barnston.  This application was considered and there were no objections raised.
UTT/0541/08/FUL – Side extension.  Martels Industrial Estate, High Easter Road, Barnston.  This application was considered and there were no objections raised.

Planning Applications Determined:
UTT/0042/08/FUL – Pantiles, The Chase.  It was noted that this application has been REFUSED.
UTT/0187/08/FUL – 38 Barnston Green.  It was noted that this application has been given CONDITIONAL APPROVAL.
UTT/0847/07/FUL – Sparlings Farm, Chelmsford Road.  It was noted that this application has been given UNCONDITIONAL APPROVAL.

Planning Appeal Decisions:
APP/C1507/06/FUL– The Courtyard, Onslow Green.  It was noted that this application has been DISMISSED.

It was unanimously agreed to go ahead with the annual safety inspection by Wicksteed due in May.
