Minutes of Barnston Parish Council Meeting held on

Road Safety

 

 

Mr R. Townsend reported that there had been an accident on the Barnston Bends this month.

 

4.0

MINUTES

 

 

The Minutes of the meeting held on Monday 10th December 2007 were approved and signed.

 

5.0

CLERKS REPORT

 

5.1

Replacement signs on the A130 Barnston Bends – Clerk chasing Highways.

Replacement signs at Salletts Green, Martells and Treedee are currently being manufactured in plastic.  Clerk chasing Highways.

Repaint mini roundabout – Clerk chasing Highways.

Cables up from mini roundabout on High Easter Road.  Clerk chased Highways again last week and has been advised that they have chased the utilities yet again.

After a request from a member of the public, the Parish Council unanimously agreed to ask Highways for a salt/grit bin at the bottom of Parsonage Lane.

Broken wooden barrier between Mill Field and Berners End.  It was noted that the Clerk had asked Highways to repair this barrier. Clerk chasing Highways.

5.7

Kerb at village hall – Highways have advised that the Village Hall would have to pay for Kerb reduction.  Clerk to pass information to Village Hall Committee.

5.8

Highways to refresh some of the road markings that are fading in the area of Parsonage Lane and before the School House and add an additional ‘slow’ marking on the approach to the School House. Clerk has been advised that this work should be done by the end of February.

Clerk to ask Highways if it is possible to have more road markings / coloured road surfaces within the village i.e. near bus stops etc.

Clerk to ask Highways if possible to put up speed camera signs and find out if we can get another speed sign possibly one that displays the actual speed.

After a request from a member of the public, the Parish Council unanimously agreed to ask Highways for safety barriers at both bus stops.

Village Hall play area, back of 2 Millers Close – The fence is being pulled down by greenery.  The Clerk was still awaiting another quote which hasn’t come in despite chasing.  Clerk to contact another contractor and report back at next meeting.

Village Hall football pitch soil erosion – The Council unanimously agreed to proceed with the quote from Mr Jaggard and ask him to provide metal fencing until repairs completed and grass established.

Bushel & Sack Pub – It was noted that the Chairman had received a letter from UDC advising that they will be taking action shortly.  It was also noted that UDC had been contacted by a resident about the amount of rubbish at the entrance to the pub.

There is a Neighbourhood Action Panel meeting on 6th February.  Clerk to attend.

It was noted that the Council unanimously agreed on Option 4 of the UDC preferred options and that they are totally opposed to speculative planning application in respect of Little Dunmow.

6.0

FINANCIAL  POSITION

 

6.1

The financial positions as at 31.12.07 were as follows: £13,646.60 in the current account and £768.21.  Totalling: £14,414.81.

 

6.2

It was noted that the Clerk had been advised by HSBC that they have changed their mandate forms.  It was noted that Councillors completed the new form at this meeting.

It was noted that the grants from UDC for £3,500 and ECC for £8,500 have both been received by the Council.

 

6.4

It was noted that the Clerk signed the acceptance form at the meeting from Wicksteed for the Watts Close play equipment.

 

6.5

It was noted that the Clerk would submit a VAT claim this week.

It was noted that a thank you letter had been received from the Bowls Club as a result of a donation made last year.

Planning Applications Determined:

 

 

UTT/1667/07/FUL – Erection of three industrial units as approved under planning approval UTT/0743/06/OP.  Mawkinherds Farm, Well Stye Green, Barnston.  It was noted that this application has been given Conditional Approval

 

 

UTT/1924/07/LB – Removal of a section of soleplate to allow level access between rooms.  Lanham Barn, Onslow Green, Barnston.  It was noted that this application has been given Conditional Approval.

 

 

UTT/2065/07/FUL – Erection of a timber framed conservatory.  Tye Green Farmhouse, High Easter Road, Barnston.  It was noted that this application has been given Conditional Approval

 

 

Planning Appeals:

 

 

APP/C1570/A/07/2043847/NWF & APP/C1570/A/07/2043852 – The Courtyard, Onslow Green, Barnston.  It was noted that the appeal hearing will be heard on 16th January, 2008 at the Council Offices, Great Dunmow.
