Minutes of Barnston Parish Council Meeting held on

Monday 14th July 2008 at Barnston Village Hall

Public Forum – There were 2 members of the public present.  Mr Sykes   raised the issue of footpaths on recently ploughed fields not being put back.  Clerk advised that she had contacted landowner and that he had promised to put back all official footpaths by the end of the week.  Clerk, Mr Sykes and Mr Hills (who is farming the land but not the landowner) to meet on 16/7/08 to ensure all official footpaths/bridleways are reinstated.

District and County Councillors Report  - Cllr E. Hicks reported that UDC are currently interviewing potential candidates for the role of Chief Executive and hope to have someone in place by the end of October.

 

5.0

Road Safety – Mr R. Townsend reported that there had been a very bad ‘head on’ accident last week outside Newhouse Villas.  Clerk to find out from ECC when they will start pursuing a weight restriction on the road.

The Minutes of the Meeting held on Monday 9th June 2008 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Hedge on High Easter Road overhanging cables – Clerk still chasing Highways every month, who are in turn chasing the Utility Companies.

7.2

Refresh road markings in the area of Parsonage Lane, before the School House and add an additional ‘slow’ marking on the approach to the School House.  Expect work to be done this month.

7.3

The new handy lady is working out very well and the village is looking a lot tidier.  It was noted that various hedges in the village will be cut within the next week by a contractor and after that the handy lady will cut the hedges.

 

7.4

It was noted that the Clerk has asked Highways to resurface the footpath between the B1008 and Rayfield Close – Highways have approved this work – no date received for work to be undertaken yet.

 

7.5

It was noted that the Clerk has asked Highways to replace the barriers at the end of the Rayfield Close footpath – Currently awaiting a response.

8.0

FINANCIAL  POSITION

 

 

The financial positions as at 30.06.08 were as follows: £4,183.94 in the current account and £797.22.  Totalling: £4,981.16.

 

8.1

Annual Audit – It was noted that notice period has now ended and that the papers had been sent off to the Auditors.

It was noted that a hedge strimmer/cutter had been purchased for the handyperson to use around the village at a cost of £269.99.

 

8.03

The Council unanimously resolved to admit the Clerk, Mrs D. Jackaman to become pensionable, having given the required 28 days public notice.

Items from previous  meeting: 

 

9.1

Astro Turf – The Clerk investigated costs and it was agreed that it was too expensive to pursue at this time.

 

10.0

Items for immediate attention:
Style on Footpath 3 at Barnston Stud needs repairing/replacing.  Clerk to contact owners and ask them to repair/replace.

It was noted that a lady and her dog were harassed by a Dalmation just past Martels Corner.  Clerk to contact dog warden.

Planning Applications:  UTT/0881/08/FUL – Erection of two storey rear and side extensions.  Demolition of existing garage.  Replacement garage with room above.  The Old School House, Chelmsford Road, Barnston.  This application was considered and there were no objections raised.

UTT/0903/08/FUL
– 28 Barnston Green, Barnston.  It was noted that this application has been given Conditional Approval.

 

 

UTT/0394/08/FUL – Hoppits, Onslow Green, Barnston.  It was noted that this application has been given Conditional Approval.

 

 

UTT/2012/07/FUL – Land to rear of Barfield and Hillington, Chelmsford Road, Barnston.  It was noted that this application has been given Conditional Approval.
