Minutes of Barnston Parish Council Meeting held on

Public Forum – There were no members of the public present.

District and County Councillors Report – There were no District or County Councillors present.

Road Safety – Mr R. Townsend reported that there had been one accident this month.

MINUTES

 

 

The Minutes of the Meeting held on Monday 10th November 2008 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Community Initiatives Fund – for two VAS signs and 3 Village Gateways.  The application is with the Community Initiatives Fund – waiting for final approval.

Refresh road markings in the area of Parsonage Lane, before the School House and add an additional ‘slow’ marking on the approach to the School House.  It is nearly a year since this request first went to Highways and Clerk has spoken to and emailed Highways to try to get this work done.

Weight restriction on B1008 – Clerk has contacted Highways again and was referred on to County.  Clerk spoke to Vicky Duff at County who advised that they doubted very much this weight restriction would happen because it is still a major PR1 route and open to ALL vehicular traffic.  On the County Road map this is still an important road.  Need to pursue weight reduction through County Councillor – Susan Barker.   Parish Council asked Clerk to pursue this matter through Councillor Susan Barker.

Clerk working on the possibility of applying for a diversion of the footpath in the Watts Close play area or as an alternative the cost of fencing off the footpaths.   Paperwork now received from UDC. Met contractor on site, quote received for fencing.  Meeting Highways representative from Essex County Council on site in January to confirm exactly where footpaths should be and what obstructions are in the way.  Once this meeting has taken place Parish Council will discuss available options at their next meeting.

Resigning B1008 on A120 – Clerk has chased the Highways Agency who is responsible for the A120 and also speaking to ECC regarding local signage.

County have now advised that they have appointed a consultant to look at signage.  He will prepare a report with various proposals and County will then go to Highways agency to try to negotiate getting some of work done.  May need to split costs etc.  Do need to bear in mind that any work on A120 will involve lane closures which are costly and dates would need to be agreed.  Highways records have been advised and have completed all their paperwork which has been passed on to the ordnance survey people and information also sent to Sat Nav companies.  If any of you have Sat Navs which still show B1008 as A130 perhaps you could ask your Sat Nav company why.

Two streets light in Barnston Green are not working.   Clerk to arrange repair.

Broken Stile on Footpath 3 at Barnston Stud – Highways still trying to investigate who the landowner is.  Clerk chased Highways and meeting representative in January for an update.

It was noted that the handy lady has repaired the dog bin at the mini roundabout, mown verges, checked salt bins and undertaken a litter pick.

 

8.0

FINANCIAL  POSITION

 

 

The financial positions as at 30.11.08 were as follows: £6,885.50 in the current account and £797.22.  Totalling: £7,682.72.

 

8.1

Parish Precept – The Council unanimously resolved to request a precept for £18,500.  This is an increase of £2,000 on 2008/9.

Stansted Airport – SSE request for financial support.  The Council unanimously resolved to refuse the request because it was felt that this was not something that the whole village would support.

 

8.3

It was noted that the Garage rent has decreased due to the recent reduction in VAT.  From December 2008 it will be £8.74.

 

8.4

Clerk to research cost of a new printer – still to do.

It was noted that the Council had received a thank you letter for the £50 donation from the Poppy Appeal.

 

9.0

Part Night Street Lighting - Cllr Hume has advised that the data analysed in the public arena is to be put before the ECC Scrutiny Board.

 

10.0

Freedom of Information – The Council needs to prepare a new model publication scheme which will need to be introduced next year.

Items from previous  meeting:  Great Leighs Racecourse, Lighting – It was noted that the Council will need to make another inspection and have encouraged the racecourse to make a planning application for the lighting columns in situ.

Minor Matters for immediate attention: None

 

13.0

Planning Applications:
UTT/1695/08/LB and UTT1696/08/LB –
Retrospective application to erect decking with posts and rails.  Barnston Hall Stud, Parsonage Lane.  This application was considered and no objections were raised.

 

13.1

Planning Applications Determined:
UTT/1563/08/FUL
School House, Barnston.  It was noted that this application has Conditional Approval.

 

 

UTT/1566/08/LB, UTT/1596/08/FUL, UTT/1597/08/LB – Lanham Barn, Onslow Green.  It was noted that these applications have been given Conditional Approval.
