Minutes of Barnston Parish Council Meeting held on

Monday 8th September 2008 at Barnston Village Hall

Public Forum Mr P. Sanders from STOP Stansted Expansion came along to the meeting and gave a presentation.

District and County Councillors Report – No councillors present.

 

5.0

Road Safety – Mr R. Townsend reported that there had been no accidents since the last meeting. 

 

5.1

Resigning the A130 to B1008 – Clerk to chase agencies to ensure signage is changed on the A120 as soon as possible.

Clerk to contact UDC to find out whether it is possible to have additional car parking spaces in Rayfield Close.

The Minutes of the Meeting held on Monday 14th July 2008 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Hedge on High Easter Road overhanging cables – Clerk asked Highways if they could cut back the hedge and then charge the cost to the Utility Companies.  This is not possible.

 

7.2

Refresh road markings in the area of Parsonage Lane, before the School House and add an additional ‘slow’ marking on the approach to the School House.  Work should have been done last month but still waiting. Clerk has spoken to Highways and they are going to chase the contractors and ask them to put a priority on it.

It was noted that various pathways had been resurfaced in the village and edges tidied up as part of the Highways Planned Parish Visit.

 

7.4

Request for safety barrier at the bus stop and coloured road surfaces between bus stops – Clerk has been advised by Highways that they hope to complete this work before the end of the financial year (April 2009).

 

7.5

It was noted that the Clerk has asked Highways to replace the barriers at the end of the Rayfield Close footpath – Currently awaiting a response.

Play areas – It was noted that a rotten post had been removed and bark put down in the Watts Close play area, additional cable ties had been used on some of the safety mats.  The safety mats under the slides in both play areas have been jet washed and the bench repaired in the Village Hall play area.  Dog fouling in both plays is still occurring.  Clerk has additional signs from UDC to put up.

Bus stop – It was noted that the Handy lady had removed some graffiti from one of the bus stops.

Clerk to investigate possibility of applying for a diversion of the footpath in the Watts Close play area and also look at the possibility/cost of fencing off the footpaths.

8.0

FINANCIAL  POSITION

 

 

The financial positions as at 31.07.08 were as follows: £3,055.33 in the current account and £797.22.  Totalling: £3,852.55 and at 31.08.08 were as follows: £2,968.46 in the current account and £797.22.  Totalling: £3,765.68.

 

8.1

The Council unanimously resolved to pay the Handy lady £7.50 per hour from September and offer her a permanent contract.

The Council unanimously resolved to pay the Clerk £10.60 per hour back dated to April 2008.

 

8.3

The Council unanimously resolved to amend the Just Lamps standing order to A&J Lighting and change the bank account number with all other details remaining the same.

Weight restriction on B1008 – Clerk has contacted Highways and is waiting a response.

Style on Footpath 3 at Barnston Stud – It was noted that Highways had visited the landowner and there was some uncertainty as to who owns the land with the style.  Highways to investigate further.  Clerk to chase Highways.

It was noted that a lady and her dog were harassed by a Dalmation just past Martels Corner.  UDC dog warden has spoken to owner of the Dalmation and the situation should improve.

 

10.0

Minor Matters for immediate attention: Clerk to invite Charlotte Fellingham, Public Rights of Way Officer from ECC along to a future meeting to discuss footpath maps.

Planning Applications:UTT/1184/08/LB – Replace side window with glazed doors and partitions to first floor.  Wells Tye Farm, Barnston.  This application was considered and no objections were raised.

 

 

UTT/1224/08/FUL Two storey side extension.  38 Barnston Green, Barnston.  This application was considered and no objections were raised.

 

 

UTT/1367/08/FUL Removal of condition C.5.9. (all external timber and windows shall be painted black) from planning permission UTT/0200/08/FUL for erection of a summer house.  This application was considered and no objections were raised.

 

11.01

Planning Applications Determined:
UTT/0881/08/FUL
The Old School House, Chelmsford Road, Barnston.  It is noted that this application has been Refused.

 

11.02

Planning Appeals:
APP/C1570/A/08/2079122/WF (UTT/0042/08/FUL) – Demolition of garage/utility room and erection of two storey side extension and detached single garage.  Pantiles, The Chase, Barnston.  It is noted that an appeal has been made to the Secretary of State in respect of the above-mentioned planning application.
