Minutes of Barnston Parish Council Meeting held on

Public Forum – There were 2 members of the public present.

District and County Councillors Report  -

 

5.0

Road Safety – Mr R. Townsend reported that there had been three accidents on or close to the Barnston Bends this month. A chevron sign was knocked down in one of the accidents. This has been reported to Highways.

MINUTES

 

 

The Minutes of the Annual Council Meeting and the Annual Parish Meeting held on Monday 12th May 2008 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Hedge on High Easter Road overhanging cables – Clerk is still chasing Highways every month, who are in turn chasing the Utility Companies to cut back the hedge.

Refresh road markings in the area of Parsonage Lane, before the School House and add an additional ‘slow’ marking on the approach to the School House. Highways have been waiting for new budget codes to charge the work to which they now have, so should hopefully complete work within the next two months.

Safety barriers at bus stop – Awaiting date from Highways for work to commence.

Additional road markings / coloured road surfaces within the village - specialist contractor is used and may take many months.

It was noted that the Clerk has asked Highways to resurface the footpath between the B1008 and Rayfield Close – awaiting response from Highways

Planned Parish Visit – The Clerk advised that various works are being carried out by Highways at the moment i.e. Hedge cutting and resurfacing of some of the pavement along B1008.

Street lights – It was note that the Clerk has arranged to have the street light replaced on the footpath between the B1008 and Rayfield Close next time the contractors are in the village.

It was noted that the football nets keep getting pulled down from the posts.  Clerk keeps replacing the cable ties but they are not strong enough.  Clerk to purchase nylon string to see if that lasts any longer.

Clerk to arrange for fencing around the village hall goal posts to be removed.

It was agreed that the Clerk would investigate the cost of Astro Turf at the goal mouths.

57 Rayfield Close has requested that the ivy etc that is growing up against her house be removed.  Clerk to arrange.

It was noted that the handyman has resigned.  It was unanimously agreed by the Council to trial another handyperson for 3 months. 

 

8.0

FINANCIAL  POSITION

 

 

The financial positions as at 31.05.08 were as follows: £7,204.61 in the current account and £797.22.  Totalling: £8,001.83.

 

8.1

Annual Audit – It was noted that the internal auditor has approved the accounts and the external notice is up on the noticeboards.  Clerk to send Annual Audit to auditors once the notice has expired.

It was unanimously agreed to pay Mrs K. Coyne £30 for acting as Internal Auditor for the Parish Council.

 

9.0

Items from previous  meeting: 

 

9.1

Health and Safety Report for play areas – Clerk to arrange for safety tiles beneath slides in both play areas to be jet washed to remove grass/algae.

Signage at roundabout – RD has spoken to Garnets Farm about the Farmers Market signs.  They have emailed the Council and it was unanimously agreed that they can put 2 signs up on the Tuesday before the market and remove them after the market on the Saturday evening providing that there is no obstruction to traffic or residents.

Planning Applications:  UTT/0846/08/FUL – Broadgroves Farmhouse, Chelmsford Road, Barnston.  Conversion of loft space to bedroom, insertion of 2 No.windows to gable end and rooflight to rear roof slope.  Internal first floor alterations and replacement of all windows and doors. This application was considered and there were no objections raised.

UTT/0903/08/FUL – 28 Barnston Green.  Erection of single storey front and rear extension.  This application was considered and there were no objections raised.

Planning Applications Determined:
UTT/0541/08/FUL –
Martels Industrial Estate, High Easter Road, Barnston.  It was noted that this application has been given CONDITIONAL APPROVAL.

 

 

UTT/1139/07/FUL -  Hunters Moon, High Easter Road, Barnston.  It was noted that this application has been ALLOWED.

 

10.02

Planning Appeal Decisions:
APP/C1570/A/08/2063225 – Hunters Moon, High Easter Road, Essex, CM6 1LZ.  It was noted that this appeal has been allowed and planning permission will be granted.

CORRESPONDENCE
It was unanimously agreed to renew the annual membership to the Rural Community Council of Essex at a cost of £55.00.
