Public Forum – No members of the public present.

District and County Councillors Report – Cllr Hicks and Cllr Barker gave reports on behalf of Uttlesford District Council and Essex County Council.

 

5.0

Road Safety – Mr R. Townsend reported that he was not aware of any accidents this month.   He questioned whether the piece of road between Onslow Green and the Butchers Arms is being gritted.  Clerk to investigate.

Parish Paths Charlotte Fellingham from ECC gave a talk on the Parish Paths Scheme.  The Parish Council is looking for volunteers from the village that would be willing to join a working party that would go out 2/3 times a year to keep the footpaths in Barnston clear and undertake any minor maintenance of the footpaths.  If you are interested in volunteering please contact Delyse Jackaman on 07981 157712 or email barnstonpc@hotmail.com.  For further information on the Parish Paths Scheme visit: www.essexcc.gov.uk/prow then click on Community Action and Parish Paths Partnership.

The Minutes of the Meeting held on Monday 8th December 2008 were approved and signed.

 

8.0

CLERKS REPORT

 

8.1

Community Initiatives Fund – for two VAS signs and 3 Village Gateways.  The application is with the Community Initiatives Fund – Clerk is awaiting a response.

Refresh road markings in the area of Parsonage Lane, before the School House and add an additional ‘slow’ marking on the approach to the School House.  It is a year since this request first went to Highways and Clerk has spoken to and emailed Highways again to try to get this work done.

Weight restriction on B1008 – Councillor Susan Barker has contacted Cllr Hume’s office at ECC and has been advised that this issue might be considered under the future development of a Regional Freight Strategy.  However, since this is likely to take a significant amount of time to complete and there is no definite date for completion.  Further enquiries will be made with officers to see if any short to intermediate-term measures can be introduced.

 

8.4

Watts Close Play area – Public Rights of Way.  Clerk met Highways to discuss legal options.  It was noted that a letter had been received on this matter from a member of the public.  After much discussion the PC asked the Clerk to find out costs for a staggered barrier, handle, signs and to remove a portion of fencing.  The Parish Paths Scheme may also be a factor to consider at a later date.

Clerk advised that the Phone Box would remain at the bus stop in the village.

 

8.6

Resigning of B1008 – Clerk to advise local police that there are road safety issues with cars stopping and slowing on the double roundabout potentially causing accidents.  The cause being the resigning of the former A130 removing references to Chelmsford.

Chevron Sign - Newhouse Villas.  Clerk has been advised by Highways that they are currently waiting for a response from a couple of the utility companies.  Once they have received the responses they will put in new poles and chevron sign.

FINANCIAL  POSITION

 

 

The financial positions as at 31.12.08 were as follows: £6,100.92 in the current account and £797.22.  Totalling: £6,898.14.

Completion of Audit – It was noted that the annual audit has been completed by the external auditors.

Members were informed that the Information Commissioner’s Office had produced a new model scheme outlining arrangements for publication of information by Councils.
Resolved: That the model scheme for the publication be adopted and Clerk to finalise documentation available under the scheme.

UTT/2007/08/FUL  
Replacement garage/store.  The Dog House, High Easter Road, Barnston.  The Parish Council felt it was over development of the site and question the usage of the main building to existing dwelling.

Sparlings Cottage, Chelmsford Road, Barnston.  It was noted that this application has been given Conditional Approval.

Planning Appeals Decisions: UTT/0042/08/FUL/Appeal Ref: 1829 – Pantiles, The Chase, Barnston.  It was noted that this appeal has been Allowed.

Open Spaces Society – Councils Resolved not to join the society.
