Minutes of Barnston Parish Council Meeting held on

Monday 12th October 2009 at Barnston Village Hall

Public Forum – There was 1 member of the public present.

District and County Councillors Report – None present.

 

5.0

Road Safety – Mr Townsend reported that there had been one accident this month and that the drain covers on Buttles Hill were getting worse.  Clerk advised that Highways are due to repair them soon using the same method as used on the A12.  The drain covers near the bus stops were repaired using this method last year and have held for much longer.  No date set yet for commencement of work.

The Minutes of the Meeting held on Monday 14th September 2009 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Community Initiatives Fund - The VAS Signs are in and working and Councillors have noticed that cars are slowing down.  The village gateways should be installed before Christmas.

Safety Barrier at bus stop – Clerk chased Highways again.

Re-signing A130 to B1008 – Action is currently being taken to rectify this.

Weight Restriction – Clerk contacted Cllr Barker for an update from ECC.  Cllr Barker is still awaiting a response from ECC.

Raised drain cover outside 30 Barnston Green has still not been repaired. Clerk to chase Highways again.

Football pitch VH play area – It was RESOLVED that the Clerk arrange for soil to be delivered to top up the dip in the goal mouths.

RNIB – Council received a letter from RNIB asking for support.  Council RESOLVED to write to Essex Chief Constable regarding cars parking on pavements causing obstruction for blind/partially sighted people, people with mobility problems and people with buggies.

FINANCIAL  POSITION

 

8.1

The financial positions as at 30.09.09 were as follows: £16091.03 in the current account and £821.47 in the NSB account.  Totalling: £19912.50.

 

8.2

Community Initiatives Fund – Council RESOLVED to apply for a pedestrian crossing under this fund.  Councillors to supply Clerk with forms showing residents support.

It was noted that a VAT claim had been made for £1434.94 which is included in the above figures.

It was noted that the second instalment of the Annual Precept £9250.00 has been paid and is included in the above figures.

 

9.0

Items for previous meeting 

 

9.1

Parish Paths Initiative – This was discussed in depth and the Council RESOLVED not to participate owing to the costs involved with liability insurance etc.

 

9.2

Manned Dustcart – Clerk has been advised that no dates are free for the rest of this year.  The Council RESOLVED that the Clerk should try to book a dustcart next year on a quarterly basis when booking becomes available in January 2010.

Planning Applications

 

 

UTT/1247/09/FUL Single storey front extension.  Stansted Skyline Hotel, Barnston.  This application was reviewed and the Council felt that the proposal would smarten up the front of the building.  It was noted that the current structure is used as a smoking shelter and the Council would not want to see an application for a new smoking shelter at a later date.  It was also noted that on the Application Section 20 Employment was confusing.
