Minutes of Barnston Parish Council Meeting held on

Monday 13th July 2009 at Barnston Village Hall

District and County Councillors Report – Cllr Barker gave a report on behalf of Essex County Council and Uttlesford District Council and Cllr Hicks gave a report on behalf of Uttlesford District Council.

Road Safety – Mr Townsend reported that there had been one accident on the Barnston Bends this month.  Clerk to contact Highways and ask for chevrons to be replaced.

The Minutes of the Meeting held on Monday 8th June 2009 were approved and signed.

CLERKS REPORT

Community Initiatives Fund – Manufacturers have visited village and identified two sites for the VAS Signs.  Order to be placed by Highways within the next few weeks.  Installation hopefully before Christmas.  It is also hoped that the village gateways to be provided under this scheme would also be installed before Christmas.

Safety Barrier at Bus stop – Clerk has asked Highways when this will be installed but they were unable to give her an answer.

Road markings/Coloured road surfaces – Clerk asked Highways when this was going to be done and was advised that they were drawing up a programme of works but no dates were available.

Re-signing A130 to B1008 – Clerk has spoken to ECC about slip roads not being changed. They were unaware of this and were going to look into it.

Lamp post outside 8 Berners End has been repaired.

Pothole at top of Parsonage Lane has been repaired.

Residents have requested that the road be resurfaced in the square in front of 61/62 Rayfield Close.  Clerk spoke to Highways who advised that this would not happen because the concrete underneath was solid and the tarmac wearing away is not sufficiently deep to warrant repair.

Raised drain cover outside 30 Barnston Green – This will be repaired when Planned Parish Visit is undertaken.

Clerk advised that a manned dustcart has been arranged for Sunday 23rd August in the Village Hall car park for villagers to dispose of their rubbish.

FINANCIAL  POSITION

 

 

The financial positions as at 30.06.09 were as follows: £7,855.13 in the current account and £821.47 in the NSB account.  Totalling: £8,676.60.

Annual Audit – It was noted that the Annual Audit has been completed and posted to the Audit Commission.

Village Hall Play Area Fence Repair – Quote received.  Council RESOLVED to proceed with quote.

Planning Applications Determined: UTT/0377/09/FUL & UTT/0308/09/LB – Broadgroves Farmhouse, Chelmsford Road, Barnston.  It was noted that these applications received Conditional Approval.

Planning Appeals Decisions: None.

Land around the green at Onslow Green – Road that runs across green is in need of maintenance and ownership of land unclear.  It looks like the land may be common land but further investigation is needed.  Clerk to review previous minutes (4-10 years ago) for reference.

Strategic Housing Land Availability Assessment – Council RESOLVED not to comment at this stage until further details are available (expected September).

Essex Registration Service Consultative Questionnaire – Council RESOLVED not to comment.

Letter from resident regarding bus stop at Onslow Green – Council RESOLVED to contact Highways and ask if markings for bus stop could be painted on to road.  Council also pleased with offer of help regarding footpaths once this scheme is up and running.

Play Areas – Safety Inspection Report – Council RESOLVED that the Clerk meet with Acorn Services and arrange for work to be carried out.
