Minutes of Barnston Parish Council Meeting held on

Declaration of Interest – Mrs P. Singleton signed the Declaration of Interest book and left the room for item 10: UTT/0616/09/FUL.

Public Forum – None present.

 

4.0

District and County Councillors Report – Cllr Hicks gave a report on behalf of Uttlesford District Council at the end of the meeting.

 

5.0

Road Safety – The Council were not aware of any accidents this month.  Clerk to report pothole on High Easter Road and on mini roundabout, also mention that the mini roundabout is cracking through the middle.

The Minutes of the Meeting held on Monday 11th May 2009 were approved and signed.

CLERKS REPORT

Community Initiatives Fund – for two VAS signs and 3 Village Gateways. Clerk to meet with manufacturers when they undertake a site visit in the summer.

Weeds on the chevron tiles at the two A120 roundabouts – Highways have advised that these should be sprayed within the next 6 weeks.

 

7.2

Pothole on Buttles Hill was reported by Clerk and repaired by Highways.

Pothole at top of Parsonage Lane – Clerk to chase for repair.

Lamp post outside 8 Berners End - Clerk has found out that Anglia Water does not own any sewers in the area so they may be privately owned.  Clerk to contact A&J Lighting to visit and repair street light.

Footpaths/Watts Close Play Area – It was noted that work has been completed.  Clerk to put up a couple of notices asking people not to dump rubbish.

Annual Health and Safety Inspection has taken place.  Currently waiting for report.  Clerk to chase.

Village Hall Play Area – request from resident for fence to be repaired.  Clerk to obtain quotes.

Residents have requested that the road be resurfaced in the square in front of 61/62 Rayfield Close.  Clerk has asked Highways and is still waiting a response.

Raised drain cover outside 30 Barnston Green – still awaiting repair.

Signage outside Stansted Skyline – UDC has been out to see signage and will write to owner within the next week or so.

Re-signing A130 to B1008 – Clerk advised that signage on the A120 has been changed within the last couple of weeks.  Unfortunately the slip road signs have yet to be changed.  Clerk to find out who is responsible.

FINANCIAL  POSITION

 

 

The financial positions as at 31.05.09 were as follows: £8,864.39 in the current account and £821.47 in the NSB account.  Totalling: £9,685.86. 

 

8.1

Annual Audit – A copy of the completed Annual Return was seen by all members with copies of bank statements.  It was noted that the cash balance as at 31/3/09 was £3,980.93.

RESOLVED: that the accounts and statement of assurance were approved by all members of the Parish Council and signed by the Chairman and Clerk.

 

 

RESOLVED: that the Council accept the Annual Audit Figures and pass to the Internal Auditor to review.

 

8.2

Annual Salary Review for Handylady and Clerk – Council RESOLVED to give an increase of 37 pence per hour for the handy lady and 53 pence per hour for the Clerk.  It was noted that the Clerk left the room for this item.

Barnston United Charities - Mr C. Brooks reported that the annual distribution at Christmas 2008 of £35 was made to 29 individuals or couples.  No other payments were made from the debt fund in the year.

Planning Applications:

 

 

UTT/0606/09/FUL – Replacement greenhouse.  Sholdo Hall, Onslow Green, Barnston.  This application was considered and no objections were made.

 

 

UTT/0616/09/FUL – Erection of new dwelling.  Land to the rear of Barfield & Hillington.  This application was considered and no objections were made.

Planning Applications Determined: UTT/0304/09/FUL – Erection of 2 storey rear extension. Parkers Croft, Sallets Green, High Easter Road, Barnston.  It was noted this application has been REFUSED.

Planning Appeals Decisions: None.

 

11.00

Land around the green at Onslow Green – Road that runs across green is in need of maintenance and ownership of land unclear.  Cllr Hicks to check ownership of land with UDC.  Clerk to ask a couple of local residents.

Hanningfield Awards 2009 – Councillors to pass on information about these Awards to relevant applicants.  Application form on notice board in village hall.

UALC – AGM to be held on 18th June 2009.

Mobile Library Service – Clerk has received revised timetables for July to December 2009 which are now displayed on the notice boards.

Programme of Works for Public Rights of Way 2009/10 – It was noted that work should be undertaken on various footpaths in Barnston next year.
