Minutes of Barnston Parish Council Meeting held on

Public Forum – No members of the public present.

 

4.0

District and County Councillors Report – Cllr Hicks gave report on behalf of Uttlesford District Council.  The Council RESOLVED to write to UDC concerning a property in Berners End.

Road Safety – The Clerk reported that she was not aware of any accidents this month.   She has reported various potholes and sunken drains to Highways for repair.  It was noted that temporary repairs have been undertaken so some holes whilst waiting for the weather to improve for more permanent repairs.

The Clerk was asked to report flooding on the High Easter Road around Albans and also near Martels Industrial Estate.

The Clerk was also asked to report a knocked down chevron sign on the High Easter Road by Medhurst.

Last month the question was asked if the B1008 was gritted between Onslow Green and the Butchers Arms.  The Clerk has been advised by Highways that they grit the B1008 (formerly A130) all the way to Ford End.

Litter Pick – The Council felt that this suggestion was a good idea and would set a date at the March meeting when the weather will hopefully be better.

The Minutes of the Meeting held on Monday 12th January 2009 were approved and signed.

 

8.0

CLERKS REPORT

 

8.1

Community Initiatives Fund – for two VAS signs and 3 Village Gateways.  The application is with the Community Initiatives Fund – Clerk is awaiting a response despite making numerous telephone calls.

Refresh road markings in the area of Parsonage Lane, before the School House and add an additional ‘slow’ marking on the approach to the School House.  Clerk has spoken to Highways again to try to get this work done.

It was noted that a street light had been repaired outside 26 Watts Close.

 

8.4

Resigning of B1008 – Clerk has emailed the local PCSO about the safety issues with cars stopping or slowing on the double roundabout potentially causing accidents.  The cause being the resigning of the former A130 removing references to Chelmsford.  They will try and get in contact with Highways and Department of Transport but do not really think there is a lot else they can do.

FINANCIAL  POSITION

 

 

The financial positions as at 31.01.09 were as follows: £5,409.27 in the current account and £797.22.  Totalling: £6,206.49.

Uttlesford Citizens Advice Bureau – Clerk to get together a list of all charity donations over the last two years.  Council will resolve to donate to various charities at the March meeting.

 

9.02

Printer – The Council RESOLVED to purchase a new printer with a budget of up to £250.  Clerk to action

Watts Close Play Area – Public Rights of Way.  The Council RESOLVED to purchase a staggered barrier, handle, signs and to remove a portion of fencing.  Clerk to action.

A&J Lighting Solutions - The Council RESOLVED to amend the standing order from £45.53 per month to £49.31 as a result of the new contract that was previously Resolved at the October 2008 meeting.

 

10.0

Items from previous meeting: Parish Paths The Parish Council RESOLVED to join the Parish Paths Initiative.
The Parish Council will be looking for volunteers from the village that would be willing to join a working party that would go out 2/3 times a year to keep the footpaths in Barnston clear and undertake any minor maintenance of the footpaths.  If you are interested in volunteering please contact Delyse Jackaman on 07981 157712 or email

Minor Matters for immediate attention: Wall behind bus stop.  The wall is leaning considerably.  Clerk to speak to resident to request that it is repaired.

Planning Applications: UTT/0108/09/LB – Internal alterations, infill window and insertion of roof light.  Lanham Barn, Onslow Green Barnston.  This application was considered and no objections were raised.

UTT/2009/08/FUL, UTT/2010/08/LB -  Proposed alternative scheme to that approved under UTT/2082/08/FUL, conversion and extension of barn to proved office and live/work unit.  Mawkinherds Farm, Wellstye Green, Barnston.  This application was considered and no objections were raised.

Planning Applications Determined: UTT/1695/08/FUL,UTT/1696/08/FUL – Barnston Hall Stud – Unconditional Approval.

It was noted that there will be a temporary road closure on the High Easter Road for 2 days from 23/2/09.
