Minutes of Barnston Parish Council Meeting held on

Public Forum – No members of the public present.

District and County Councillors Report – Cllr Barker gave a report on behalf of Essex County Council.  Cllr Hicks gave report on behalf of Uttlesford District Council.

Road Safety – Mr R. Townsend reported that he was not aware of any accidents this month.   It was noted that various potholes and sunken drains have been repaired with newer holes still to be done.

Weight Restriction – Cllr Barker reported earlier in the meeting that she had not had any response from Cllr Hume’s office or Highways.  Clerk and Cllr Barker to pursue but Cllr Barker feels that the government has other priorities at the moment.

The Minutes of the Meeting held on Monday 9th February 2009 were approved and signed.

 

8.0

CLERKS REPORT

 

8.1

Community Initiatives Fund – for two VAS signs and 3 Village Gateways.  Clerk has been advised that the Council has been successful with the grant application.  No date has been received from Highways as to when the work will begin to install the above.

Refresh road markings in the area of Parsonage Lane, before the School House and add an additional ‘slow’ marking on the approach to the School House.  Despite endless emails and telephone calls by the clerk to Highways the work has still not been carried out.

Resigning of B1008 –The Parish council asked Cllr Barker earlier in the meeting if she could contact Highways and the Department of Transport to see if she could help speed up the resigning.

Dog Bins – Clerk was advised by a resident that the bins were full.  She has been in contact with Uttlesford Environmental Health Department and expressed concern about the bins.  The bins are emptied once a week.  Parish Councillors to let Clerk know if there is a further problem with the bins or contact Uttlesford Direct on 01799 510510.

FINANCIAL  POSITION

 

 

The financial positions as at 28.02.09 were as follows: £5,439.03 in the current account and £797.22.  Totalling: £6,236.25.

 

9.01

Notice of increase in garage rent with effect from 6/4/09 to £9.27 followed by a further increase to £9.47 per week due to increase in VAT from 4/1/10

 

9.02

Printer – The new printer is currently on order.

Watts Close Play Area – Public Rights of Way.  The staggered barrier, handle, signs and to remove a portion of fencing currently on order.

Donations – The Council RESOLVED to donate £250 to the Essex Air Ambulance, £100 to Uttlesford Citizens Advice Bureau and £100 to Home-start Uttlesford.

Minor Matters for immediate attention: Wall behind bus stop.  Clerk has spoken to resident and they have agreed to arrange for the wall to be repaired.

Planning Applications Determined: UTT/2007/08/FUL – The Dog House, High Easter Road.  It was noted that this application has been given Conditional Approval.

 

 

UTT/2010/08/LB & UTT/2009/08/FUL – Mawkinsherd Farm.  It was noted that these applications have been given Conditional Approval.
