Minutes of Barnston Parish Council Meeting held on

 

Monday 9th November 2009 at Barnston Village Hall

Declaration of Interest – None.

Public Forum – There were no members of the public present.

 

4.0

District and County Councillors Report – Cllr Barker gave a report on behalf of Uttlesford District Council and Essex County Council.

 

5.0

Road Safety – Mr Townsend reported that there had been no accidents this month and that the drain covers on Buttles Hill were getting worse.  Clerk advised that the drains have been temporarily repaired.

The Minutes of the Meeting held on Monday 12th October 2009 were approved and signed.

CLERKS REPORT

 

7.1

Community Initiatives Fund - The village gateways should be installed before Christmas.

Safety Barrier at bus stop – Clerk met with Highways again and hope to have barrier installed before Christmas.

Coloured road surfaces near bus stops – Clerk chased Highways again.  Budgets have been an issue and now the weather.  Doubt this will happen until next spring now.

Re-signing A130 to B1008 – Ongoing action is currently being taken to rectify this.

Weight Restriction – Clerk advised that Cllr Barker has no new information.

Raised drain cover outside 30 Barnston Green has still not been repaired. Clerk to chase Highways again.

Football pitch VH play area – Soil has been put down in goal mouths.

Community Initiatives Fund Pedestrian Crossing – Clerk has sent in the application form and now we will have to wait to find out if we get the grant.  Clerk met with Highways who advised that if the speed of traffic is consistently more than 35mph then this particular crossing would not be suitable and the signal crossings would cost considerably more.  Council RESOLVED to start saving money in case further funds would be needed for the crossing.  Clerk to ask Police to come to village with Speed Camera’s again.

FINANCIAL  POSITION

 

8.1

The financial positions as at 31.10.09 were as follows: £15474.44 in the current account and £821.47 in the NSB account.  Totalling: £16295.91.

Council RESOLVED to make a £50.00 donation to St. Andrew’s Church Barrel Organ Fund.

 

8.3

Council RESOLVED to make a £50.00 donation to The Poppy Appeal.
