Minutes of Barnston Annual Council Meeting held on

 

Monday 10th May 2010 at Barnston Village Hall

1.0

Election of Chairman – Mr R. Burlend was proposed by Mrs S. Tuttlebury to continue his role as Chairman.  This was seconded by Mrs P. Singleton.  Mr R. Burlend signed the Declaration of Acceptance of Office Form.

 

2.0

Election of Vice-Chairman – Mr R. Davis was proposed by Mr J. Clyne to continue his role as Vice-Chairman.  This was seconded by Mrs S. Sellens.  Mr R. Davis signed the Declaration of Acceptance of Office Form.

Apologies – Cllr S. Barker, Mr M. LeMasurier.

Declaration of Interest – None.

Public Forum – There was one member of the public present.

Appointment of Representatives  It was unanimously  agreed that Councillors would continue with their appointed areas of special interest as follows:

District and County Councillors Report – There were no Councillors present.

Road Safety – Mr Townsend advised that there had been no accidents this month in Barnston.

MINUTES

 

 

The Minutes of the Meeting held on Monday 12th April 2010 were approved and signed.

 

10.0

CLERKS REPORT

 

10.1

Various potholes have been repaired but more reported.

Safety Barrier at bus stop – Barrier has now been fitted.

Community Initiatives Fund Pedestrian Crossing – Chris Brooks to attend Judging Panel on the 1st June.

Community Initiatives Fund – Village Gateways. Finally all completed.

Bus stop at Onslow Green: Bus stop flags to be installed. Council requested Highways to go ahead with this.  Clerk to chase.

Overgrown Hedge at Onslow Green: Clerk has asked Highways to cut back the hedge which is overhanging the footpath at Onslow Green.  Clerk to chase.

Grass verges – these have been cut along the B1008.  Hopefully hedges will be next.

Civic Amenity Scheme-  3 dates left for this year in the Village Hall car park:

 

 

19th June – All day (8.00am to 4.00pm)

Concrete slab removed from Watts Close play area.  Thank you to the residents who helped the Clerk.

Raised drain cover outside 30 Barnston Green – Highways repaired the wrong drain.  Clerk has chased yet again for this to be repaired.

Litter problem– Meeting arranged for 24th May with Braintree McDonalds so that they can see the quantity of their food wrappers we are collecting.

FINANCIAL  POSITION

 

 

The financial position as at 30.04.10 was as follows: £20598.51 in the current account which includes the first instalment of this year’s precept payment.

 

11.1

Annual Audit – A copy of the completed Annual Return was seen by all members with copies of bank statements.  It was noted that the cash balance as at 31/3/10 was12496.30.  The Return will now be passed to the Internal Auditor for approval.

Annual Insurance – The Parish Council RESOLVED to renew the annual insurance at a cost of £1,265.97.

 

11.3

Annual Health & Safety Inspection – It was noted that the annual inspection will be undertaken this month and the Clerk will accompany the inspector.

Annual Salary Review – The Parish Council RESOLVED to give an increase of 24 pence per hour for the handy lady and 33 pence per hour for the Clerk.

Bulbs – The Parish Council RESOLVED to purchase winter bulbs to be planted around the village up to the £100.

UTT/0261/10/FUL – 45 Rayfield Close, Barnston.   It was noted that this application received Conditional Approval.

 

 

UTT/1261/09/DOC – Sparlings Cottage, Chelmsford Road, Barnston.  It was noted that this application received Discharge in Full.

Planning Appeals – None received

Letter from Cllr Barker re B1008 – Cllr Barker wrote to Cllr Hume expressing disappointment that he is unable to give consideration to a weight limit on this road.  Cllr Barker also requested that an inspection of the state of the road be made from the junction of the A120 at Great Dunmow to Essex Regiment Way in Chelmsford where there are areas in the road, particularly either side of Ford End which are in need of substantial repair.

Thank you letters received from Essex Air Ambulance, Uttlesford Home-Start, Uttlesford Citizens Advice Bureau.  A thank you letter was also received from the church thanking once again the Parish Council for their donation to the Barrel Organ Fund and advising that they have managed to secure funding for the complete works.
