Minutes of Barnston Annual Parish Council Meeting held on

 

Monday 10th May 2010 at Barnston Village Hall

Introduction by the Chairman of the Council – Cllr Richard Burlend

 

 

CllrBurlend welcomed everyone to the meeting.

 

2.0

Chairman’s Report

 

2.1

Financial Position

 

 

The financial position of the council at the end of the financial year is £12494.  This compares with £3981 last year.

 

2.2

B1008 and other road matters

 

 

Mr Bob Townsend will provide a summary of the road safety events of the previous year in the meeting following this one.  However it is appropriate to mention here the appreciation of the Parish Council for all this hard work and dedication in this important role.  As I have mentioned before his unique contribution to the work of the Parish Council is greatly appreciated.  His local knowledge is a valuable resource. I would like to express the thanks of the Parish Council for the valuable contribution he continues to make.

B1008 The road has now been reclassified to become the B 1008 for two years now.  However the traffic shows no signs of diminishing.  The recent attempts to resign the main preferred routes to Chelmsford can best be described as ineffective.  Many local signs have been changed but until recently the main route marking signs on the A120 still showed the A130.  This has caused a great deal of trouble for some drivers unfamiliar with the area while making no difference at all with those already familiar with the route.

 

2.4

Speed signs The Parish Council has invested in new speed sensing signs and village gateway structures.  There is some anecdotal evidence that these have had a positive effect on the average speed of traffic through the village.

 

2.5

Potholes The recent severe weather has left a county wide legacy of road damage which is slowly being attended to.  The other main road issue is that of damage caused by heavy goods vehicles to drain covers.  These are in constant need of maintenance however the higher specification of the repairs currently employed appears to be successful.

 

3.0

Village Handylady Sarah Jenkins continues to work hard collecting rubbish and keeping the bus shelters clean and tidy.   She is planning a bulb planting programme for next year and her efforts are greatly appreciated.

 

4.0

Other items of note

 

4.1

The Village is now the home of the Chapslee Restaurant where the Parish Council enjoyed its Christmas meal.

 

4.2

The Spotted Dog has reopened.

 

4.3

The Parish Council recently organised a litter pick which collected about ¼ of a tonne of rubbish.  Many thanks to all who participated despite the appalling weather.

 

4.4

The Parish Council is arranging regular rubbish collection visits. These are proving to be popular and well used.
