Minutes of Barnston Parish Council Meeting held on

 

Monday 11th January 2010 at Barnston Village Hall

Declaration of Interest – None.

Public Forum – There were no members of the public present.

 

4.0

District and County Councillors Report – There were no District or County Councillors present.

 

5.0

Road Safety – Mr Townsend advised the Clerk prior to the meeting that there had been no accidents this month.  The salt bin at the bottom of Parsonage Lane has been refilled.  This grit is for use on the highway and not people’s personal driveways. 

 

6.0

MINUTES

 

 

The Minutes of the Meeting held on Monday 14th December 2009 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Community Initiatives Fund - The village gateways have been installed, still waiting for Chelmsford end of village gateways to be completed.  Highways have advised the Clerk that this should be done by the end of February.

Safety Barrier at bus stop – Still waiting for a date from Highways for installation.  There are a couple of roof tiles missing from the bus stop.  Clerk to arrange for these to be replaced.

Coloured road surfaces near bus stops – it is unlikely that this will be completed until the summer time.

Weight Restriction – Clerk advised that Cllr Barker has no new information.

Community Initiatives Fund Pedestrian Crossing – Awaiting response.

The Clerk has spoken to the local police again this month and asked them to visit the village with the speed camera.

Clerk to ask Highways if it is possible for a salt bin to be located at the junction of Chelmsford Road and Berners End.

Clerk advised that Highways have jetted the drain adjacent to the mini roundabout and other drains in the village.  They also advised that the drains on Buttles Hill should be replaced soon.

 

7.9

Fly tipping – It was noted that fly tipping had taken place in the village.  The Clerk has contacted UDC and the rubbish will be cleared within the next day or so.  If anyone sees this happening in the village, please get the vehicle licence plate and report it to the enforcement team at Uttlesford District Council on 01799 510510.

 

8.0

FINANCIAL  POSITION

 

 

The financial positions as at 31.12.09 were as follows: £13530.62 in the current account and £821.47 in the NSB account.  Totalling: £14352.09.

The Parish Council RESOLVED to close the NSB account and transfer the money to the current account.
