Minutes of Barnston Parish Council Meeting held on

 

Monday 14th April 2010 at Barnston Village Hall

Public Forum – There were no members of the public present.

District and County Councillors Report – Cllr Hicks gave a report on behalf of UDC.

Road Safety – Mr Townsend advised that there had been no accidents this month in Barnston.

MINUTES

 

 

The Minutes of the Meeting held on Monday 8th March/ 2010 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Potholes/drain covers, Buttles Hill – Highways have undertaken some repairs.  It was noted that the Clerk regularly reports potholes i.e. deep hole in mini roundabout.

Safety Barrier at bus stop – Barrier now ordered and waiting for it to be fitted.

Re-signing A130 to B1008 – Signage has been changed and appears correct.

Community Initiatives Fund Pedestrian Crossing – Awaiting decision.

Community Initiatives Fund – Village Gateways. Final gateway installed, now waiting for signs.

Bus stop at Onslow Green: Bus stop flags to be installed. Council requested Highways to go ahead with this.

Overgrown Hedge at Onslow Green: Clerk has asked Highways to cut back the hedge which is overhanging the footpath at Onslow Green.  Still waiting.

Civic Amenity Scheme-  3 dates left for this year in the Village Hall car park:

It was noted that the 11th April date was very successful with the dustcart being full at the end of the session
 

7.9

Bus shelters – repairs have been completed.

 

7.10

Raised drain cover outside 30 Barnston Green – Clerk has chased yet again for this to be repaired.

 

7.11

Takeaway food packaging – Clerk to arrange meeting with Braintree McDonalds so that they can see what levels of their rubbish we are collecting.

FINANCIAL  POSITION

 

 

The financial position as at 31.03.10 was as follows: £12,496.30 in the current account. 

 

8.1

The Parish Council RESOLVED to ask Kate Coyne to be the internal auditor for the annual audit again this year.  In the meantime the Chairman and Clerk are to prepare the papers.

 

8.2

EALC – The Parish Council RESOLVED to renew the annual subscription for another year.

 

8.3

Annual Donations – The Parish Council RESOLVED to donate to the Essex Air Ambulance, Uttlesford Homestart and Uttlesford Citizens Advice Bureau.

 

8.4

It was noted that the cash book was signed by the Chairman and Clerk.

UTT/0463/10/DOC- Discharge condition 3 on application UTT/1431/09/LB. Hoppits, Barnston.  It was noted that UDC do not consult Parish Councils on such applications.

UTT/1694/09/FUL - Skyline Hotel, Chelmsford Road, Barnston.  It was noted that this application received Conditional Approval.

Local Government and Public Involvement in Health Act 2007 – The Parish Council RESOLVED to comment selecting Option 1 – Leader and Cabinet.

The Essex School Organisation Plan 2009-2014 – for information only.

Letter from Cllr Hume re B1008.  Cllr Hume wrote ‘Similar to other requests that have been received for ‘A’ and ‘B’ roads, an environmental weight restriction would not normally be considered for this classification of road as it is an important route in our hierarchy.  It would be expected that all types of vehicles would use this classification of road rather than finding ways through the country lanes in the surrounding area.  It could also set precedence for other ’B’ roads in the area that in the past have requested the same restriction, most notably for the B183 and B184.

Although the route has been downgraded to a ‘B’ road The Department for Transport, when allowing the re-classification, stated that the route should be available to all traffic.
