Minutes of Barnston Parish Council Meeting held on

 

Monday 14th June 2010 at Barnston Village Hall

Public Forum – There were no members of the public present.

District and County Councillors Report – Cllr Barker gave a report on behalf of Essex County Council.

Road Safety – Mr Townsend advised that there had been no accidents this month in Barnston.

MINUTES

 

 

The Minutes of the Meeting held on Monday 10th May 2010 were approved and signed.

 

7.0

CLERKS REPORT

 

7.1

Buttles Hill potholes – The Clerk and a resident have chased highways and some repairs near Broxburn have been undertaken.

Bus stop at Onslow Green: Bus stop flags to be installed. Council requested Highways to go ahead with this. Highways have advised that they will be having a meeting with passenger transport and the police to discuss this possibility.

Overgrown Hedge at Onslow Green: Clerk has asked Highways to cut back the hedge which is overhanging the footpath at Onslow Green.  Clerk chasing Highways on a regular basis.

 

7.4

Salt Bin, Berners End: Plants have been planted around the base of the salt bin.

Raised drain cover outside 30 Barnston Green – Clerk has chased yet again for this to be repaired.

Civic Amenity Scheme-  3 dates left for this year in the Village Hall car park:
19th June – All day (8.00am to 4.00pm)
5th September – All day (8.00am to 4.00pm)
30th October – (8.00am to 11.30am)

Takeaway food packaging – Clerk met with Braintree McDonalds who gave the Parish Council one litter picker and one damaged high visibility jacket.
Clerk to write to McDonalds, Stansted again.

 

8.0

FINANCIAL  POSITION

 

 

The financial position as at 31.05.10 was as follows: £18218.54 in the current account. 

 

8.1

Annual Audit – It was noted that the annual audit has been approved by the internal auditor and will now be posted to the audit commission.  The Council RESOLVED to pay Mrs K. Coyne £30.00 for her work as Internal Auditor.

 

8.2

Annual Health and Safety Inspection.  Inspection completed.  Waiting for written report.

 

8.3

Highways Community Initiatives Fund – Pedestrian Crossing.  Mr C. Brooks attended the judging panel and Barnston has been given the funding for the crossing.  A traffic survey will need to be undertaken now.  Clerk has asked Police again if they can come to the village with their speed camera so that the traffic coming through the village slows down.  If the speed of the traffic is consistently high when the traffic survey is undertaken then Highways will not give the go ahead for this crossing.

Highways Community Initiatives Fund letter – It was noted that this scheme will cease following delivery of this year’s programme.

UTT/0901/10/MA – Kiln Farm, Chelmsford Road, Barnston.  It was noted that this application has been refused.

 

 

UTT/0764/10/DOC – Mud Wall Farm, High Easter Road, Barnston.  It was noted that this application has been given discharge in full.

 

10.02

Planning Appeals – None received

 

11.00 Letter from Cllr Hume.  Cllr Hume wrote “I can confirm that the section of the road within Uttlesford has now been inspected and the minor defects that have been identified will be programmed for treatment within the next month.
Similar inspection of the section within the Chelmsford district has led to the identification of more extensive patching, particularly either side of Ford End.  It is hoped that this work will also be carried out within the next month.
In addition to this, the section of B1008 from its junction with Essex Regiment Way to its junction with the B1417 is included in the current years surface dressing programme.
Further to these identified maintenance works, an improvement is currently being designed for the junction of the B1008 and the B1417 and will include resurfacing the approaches to the new junction”.
